To monitor the consultants’ and contractors’ management, coordination and control of engineering and construction of two small hydropower projects (SHP Nyagak 111 and ShP Muzizi); advice UEGCL on any required actions to ensure compliance with the agreed responsibilities/ risk undertakings in accordance with the project implementation plan and budget

Tasks:
1. Liaising with the Project Engineer/ Consultant or the Transaction adviser in the various aspects of the project.

• Reviewing of the Contractors’ Quality Assurance Program(QAP) and Quality Control Program (QCP)
• Review of test methods, procedure, and test programs
• Checking the Contractors’ co-ordination of interfaces between equipment requirements and civil work drawings

• Approving workshop test procedures and methods
• Liaise with the Consultant for review and approval of all civil work drawings provided by the contractor.
3. Carry out Procurement monitoring

• At least 5 years experience in managing infrastructure projects in East Africa, preferably in the power sector. Prior work experience in managing hydropower projects would be an asset
• Demonstrated project management skills. Strong communication skills in English (oral and written) required.
• Experience of whole project life cycle, able to operate in the initial conceptual design stage, in the depth system testing, and at each stage in between.

Public Relations Officer

Description:

MAIN TASK:
Reporting to the Communication and Public Relations Executive, the job holder will be charged with the day to day handling of Public Relations and Community related issues that require a communication intervention at REA.

The position entails enhancing the visibility of the Agency, build and maintain a positive relationship with the various publics (Government, Development Partners, Investors, beneficiary communities and the general public), through appropriate publicity and marketing of the institutional products and services to communities in rural Uganda and to liaise with other relevant stakeholders at a national and local level. The job holder will be a key player in promoting REA's corporate image and building and maintaining positive relationships with the public.
KEY RESPONSIBILITIES AND DUTIES:
The person selected for this position will be responsible for the following duties;
a) Implement awareness campaigns geared towards promotion of rural electrification,
b) Foster community relations through the provision of appropriate information, mobilize and sensitize them on procedures of getting electricity, productive use of energy including issues of health and safety,
c) Ensuring all responses on community schemes are correctly done and files kept up-to-date,
d) Plan and implement media and publicity programmes,
e) Handle media enquiries and media monitoring on all media outlets
f) Handle client enquiries and offer appropriate feedback in consultation with the head of the unit,
(g) Produce and disseminate the Agency publications (Annual reports, newsletters and brochures) including speeches,
h) Organising Corporate events including workshops, field visits and team building events,
( i) Work with other departments and units on issues pertaining to communications and Public Relations,
j) Update content on the website in collaboration with the IT Specialist,
k) Undertake any other duties assigned by the Supervisor.

Requirements:

Education:
a) Candidate must possess a minimum of a good Bachelor's Degree in Mass Communication, Journalism or Public Relations, OR
b) A good Bachelor's Degree in Social Sciences, Arts or Linguistics and a Post Graduate Diploma in Mass Communication, Public Relations or Journalism from a reputable Institution.
Key Competencies:
a) Persuasive written and verbal communication
b) Good media relations and events management skills
c) Excellent command of the English language. Knowledge of other languages spoken in Uganda will be an added advantage
d) Self motivated, creative, team player with a passion for excellence and quality and a demonstration of analytical thinking

Qualification and Experience

Advisers for Democratic Governance Facility

In order to support Ugandan efforts in strengthening democratic governance in Uganda a number of development partners have developed a joint Democratic Governance Facility (DGF) to manage a coherent, harmonized and coordinated multi-donor support to the area.

The DGF will support work aimed at strengthening democratisation, protection of human rights, access to justice, peaceful co-existence and improved service delivery through better accountability mechanisms.
The DGF is organised through three components:

1. Deepening Democracy Programme Component
2. Rights, Justice and Peace Component
3. Voice and Accountability Component.

The DGF will be supported by a team of five international Advisers; A Head of Programme, A Finance and Administration Adviser, and three Component Managers, one for each of the of the three programme components. The Advisers will act as a management team within the DGF.

The Head of Programme will act as the Chief Executive Officer of the DGF with responsibility for the overall management of DGF and implementation of the components, including finances and budgets. The tasks of the Head of Programme will include ensuring the overall planning, implementation and reporting in relation to the programme. The Head of Programme will also act as secretary of the DGF steering committee.

The Finance and Administration Adviser will manage the Accounts Department and Administration Department of the DGF and provide leadership and guidance to the staff in these departments. The Finance and Administration Adviser will work across the three components and also support the national partner institutions in taking the financial responsibilities. The Finance and Administrations Adviser will also be responsible for tasks such as budgeting, procurement, tendering and financial reporting. The Finance and Administration Adviser reports to the Head of Programme.

The three Component Managers will have the day-to-day operational responsibility for the respective components and will supervise and provide leadership for the component staff. The Component Managers will provide strategic advice in relation to the direction, design and implementation of the component, ensure monitoring, liaise and coordinate the component activities with stakeholders. The Component Managers report to the Head of Programme.

All the Advisers will be based in the DGF in Kampala.
