• At least 5 years progressive experience in program implementation, management and development with at least 3 of those years in a management position in an international development organisation. Relevant experience supervising community based social development projects and with International NGOs particularly those addressing children’s rights and applying the partnership approach.

• Demonstrable financial, planning and budget management skills a MUST with thorough knowledge of proposal development and program implementation.

• Experience of developing, maintaining and improving relationships with local governments, UN Agencies and other NGOs.

District NAADS Coordinator.

NAADS is a Government of Uganda programme under the Ministry of Agriculture, Animal Industry and Fisheries with new approaches for the delivery of extension services. This programme is intended to give farmers particularly the poor, access to agricultural advice they need from the Private Service providers. The programme is designed in accordance with the overall Government policies of decentralization, liberalisation, privatisation and empowerment of farmers in decision-making.

In accordance with the decentralization policy, participating districts are implementing the NAADS programme through existing local government structures. In addition to line administrative and technical staff responsible for its implementation in the district, the Government of Uganda is providing funds for the recruitment of District NAADS Coordinators.

The districts of Bududa, Buliisa and Kyankwanzi wish to recruit suitable candidate to the position of District NAADS Coordinator.

Duties and responsibilities of District NAADS Coordinator:

The District NAADS coordinator working under the District Production Coordinator (DPC) will be responsible for and will undertake the following activities and functions:

• Consolidate the Sub-County annual work plans and coordinate development of annual District NAADS plans and activities. The Coordinator has to ensure timely presentation of consolidated work plans, budgets, reports and accounts developed from individual service contracts and sub-projects.

• Working with the District Planning Office, ensure incorporation of the NAADS work plan and budget estimate into the overall District work plan.

• Develop quantitative and qualitative indicators from the immediate objectives and outputs of the District NAADS activities.

• Working with Subject matter specialists (SMS) ensure application of standards and criteria for selection of service providers and procurement of goods.

• In collaboration with the District Contracts Committee, arrange for technical assistance to Sub-Counties and Farmer Fora for the tendering process and review of all procurements for the District NAADS Programme.

• Receive and review all reports including monitoring and evaluation studies of NAADS at District and Sub-County levels.

• Facilitate District NAADS meetings and act as Secretary to the District Farmer Forum.

• Coordinate with the District Finance Officer on financial management matters.

• Working under the CAO, supervise NAADS expenditures; ensure accountability and that value for money is delivered.

• Supervise NAADS implementation in the District.

• Any other duties assigned to him by the Chief Administrative Officer.

MySQL Database Project

I have a project with a limited budget to develop a website based around a MySQL database.

Input for the database is a csv file converted from a pdf document.

Initial step is cleaning up the data prior to importing it into MySQL.

All of this can be done offline.

Users will simply search the database of veterinary drugs by generic or brand name and be given a table showing the top 10 adverse reactions to the drug. If the user wishes, the user can page through all listed adverse reactions, 10 at a time.

We will be planning additional mining of the data, but this is what we need to get the website off the ground.

Interested? If so, I will provide you with full details and then hopefully we can agree a budget and get the project underway. The expectation is that this is one of many like it in the future. We want to prove out the concept with this first site.

The IRC is actively seeking a dynamic individual who will provide leadership and direction in carrying forward the ERD program strategy. The incumbent will be a member of the senior leadership team and contribute at a high level to the future direction of the ERD program in particular and the IRC Uganda at large. Responsibilities

* Lead the planning and implementation process of the project, including annual reviews of work plans, Performance Monitoring Plan and log-frame to inform ongoing implementation and new program design.
* Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall ERD country sector strategy.
* Provide ongoing technical advice, direct support and guidance to the ERD teams to effectively monitor implementation of program activities.

Requirements

* Demonstrable experience in human resources, financial and operations management of large teams
* Experience leading project teams implementing programs across several locations.

In September 2010, after an initial testing phase, UNICEF Uganda officially launched the U-report program. U-report uses mobile technology through SMS to provide a forum of opinion and information sharing for youth and children in Uganda. Using a crowd-sourcing approach to initiate an SMS dialogue with the members ('U-reporters') the ultimate aim of the program is to stimulate citizen-led and youth-led development. Since its inception the U-report program has evolved into a powerful tool with implications for both improved service delivery and increasing youth engagement in the political process, with a high level of international attention and interest shown. There are currently 82,000 members of U-report; the community grows by 500 on an average day. Each member has a profile consisting of various data fields such as age, district, village, gender and youth group membership.

The members are engaged via SMS polls to solicit opinions and information on development issues that are important to Ugandan youth and children, such as; early marriage, justice for children, children's rights, violence against women, human rights, power, employment, inflation, health, education, water availability and quality. In addition to the poll responses, a high volume of unsolicited SMSs are sent to U-report which account for approximately 15% of all messages received. On average U-report will receive between 50,000 to 80,000 messages per week. The SMSs fall into the following three categories 1) Registration data (personal demographic information) 2) Poll response data 3) Unsolicited messages Once the information is collected the data is instantly analysed. The information is subsequently utilised in advocacy work across all media channels and many UNICEF programs. The next stage of U-report requires application of the information gathered to having a positive impact on the livelihoods of youth and children throughout Uganda. This will be achieved through increased political engagement with Members of Parliament. As such the data used will require the highest standards of data integrity to ensure a fair representation of public opinion. Once data integrity is guaranteed the information can be used in supply-chain management, legislative, policy and budgetary political decision-making process.
To ensure data integrity UNICEF Uganda seeks to fill the position of Data Analyst, to lead a thorough audit of all historical data and poll results.
2. Purpose of Assignment:

UNICEF Uganda requires an enthusiastic, hard-working, determined data analyst to ensure that data integrity is improved and that trends are identified and analysed effectively for publication in the media, online and throughout Parliament. The successful candidate will:

* Carry out a data review of all over 100 poll results since January 2011 to date.
* Identify challenges within the U-report digital operational structure that allow data integrity to be compromised.
* Make recommendations on systems management to improve data integrity based on the pre-identified challenges.
* Manually remove irrelevant data from polls using the U-report online interface.
* Analyse historical polls to establish baseline trends for monitoring of future attitudinal change.
* Identify and categorize popular themes from unsolicited messages that potentially require further processing e.g. reports of disease outbreaks
* Display trends through data analysis in graphs at expert level.
* Analyse current polls for publication in national press and parliamentary newsletters.
* Identify and rectify missing fields of demographic and registration based user profile information.
* Make recommendations for data display in the U-report website.

Qualifications or specialized knowledge/experience required for the assignment
* A University degree in Statistics, Mathematics, or Data Analysis related field as well as a track record of practical data analysis. (Advanced degree would be preferred). A combination of a university degree and relevant practical experience may be substituted for the particular fields mentioned.
* 3 years' experience of research and data analysis.
* Experience using online dashboards for data analysis
* Expert level experience of using Microsoft Excel.
* A good understanding of UNICEF programmes and policy, including knowledge of technology for development programs.
* Good understanding of development issues, world affairs and current events
* Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills.
* Experience of working within teams.
