JOB CONTEXT: Uganda aspires to be a middle income country by 2040 but in spite of two decades of progress, continued growth has not benefited everyone. In the north, 46% of the population still lives in poverty; nationally, rural areas remain much poorer than towns. Uganda has the third highest population growth rate in the world, which stretches its government’s ability to provide services such as drugs in health facilities. HIV/AIDS is resurgent, with over 130,000 new HIV infections in 2010. Sharp gender inequalities persist. Currently, we are running two projects in Uganda: • Victim assistance project in the west (Kasese) • OPEN project (inclusive employment) in Kampala If fundings are secured, this inclusive education project would enable a 30 months visibility and our presence in the field of disability in Uganda, and facilitate the development/promotion of our expertise in victim assistance in its other areas of intervention.

JOB DESCRIPTION:

The “Access to quality education for all - ATTEND” project will support 420 marginalised girls in Makindye district. This Inclusive Education project has been elaborated in close coordination with all relevant stakeholders involved in the field of education and disability. An important stake of the project will be to keep coordinating with these various project partners in order to mainstream disability within their activities at both national and local level. Under the supervision of the Head of Mission you will implement the project and as any new project a full team will need to be recruited and trained in order to carry out successfully planned activities.

You will be responsible for:
• Overall management of this project • Management of the project team • Coordination with the partner • Ensure the operational implementation of the project in accordance with the organisation / donor standards and regulations • Manage the inclusive education team in Uganda • Represent Handicap International and promote all aspects of our mandate in Uganda • Participate to the development of our activities

Background
Under the guidance and direct supervision of the Deputy Country Director/Operations, the Procurement Analyst supervises the UNDP Country Office (CO) Procurement Unit, responsible for effective delivery of procurement services in order to obtain the best value for money. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst manages the CO procurement and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The Procurement Analyst supervises and leads the support staff of the Procurement Unit The Procurement Analyst works in close collaboration with the Management Support, Operations, Programme and project teams in the CO, UNDP HQs staff and Government officials to successfully deliver procurement services.

Duties and Responsibilities

Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:

Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.

CO Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit.
Analysis of requirements and synthesis of proposals for cost saving and reduction strategies.
Synthesis of proposals and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
Implementation of the strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.

Manages and guides procurement processes for CO, National Implementation (NIM) / Direct Implementation (DIM) projects, UN House and at the request of other Agencies focusing on achievement of the following results:

Timely and duly preparation of procurement plans for the office and projects and monitoring of their implementation.
Implementation of proper monitoring and control of procurement processes including organization of Request for Quotation (RFQ), Invitation to Bid (ITB) or Request for Proposal (RFP), receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
Review and certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
Management of procurement contracts and, upon delegation of responsibility, performing the functions of Manager Level 1 in Atlas for Purchase orders approval.
Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
Preparation of cost-recovery bills in Atlas for procurement services provided by UNDP to other Agencies.
Implementation of harmonized procurement services, analysis of requirements and elaboration of proposals on common services expansion in the UN House, introduction of joint procurement for the UN Agencies in line with the UN reform.

Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

Development and management of the consultants rosters, prequalified lists of suppliers, Long Term Agreements, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
Management of e-procurement module.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

Organization of trainings for the operations/ projects staff on Procurement.
Synthesis of lessons learnt and best practices in Procurement.

Field Asset Manager - Uganda

Opportunity to join a leading global Oil & Gas Operator that is looking to recruit a Field Asset Manager to join them on a 2 year contract basis based in Uganda. This will be on a 28/28 rotation basis.

Key Responsibilities include but not limited to:

* To manage all field operations activities and facilities to agreed standards and pre-established procedures including, but not limited to operators camps, crude storage facilities, lay down, warehouses and material storage areas, well sites, well test sites and hydrocarbon process plants

* To assist in the development of the Operations team competency management system to agreed standards, ensuring that a competency development plan is in place to enable the nationalisation of the field operations & production operations teams in a timely manner
* To develop and implement contingency plans to address non-conformances to operations compliance
* Management of all the sub-contractors and to ensure that services provided are in line with applicable standards and quality and are delivered in time
* Act as a Champion for Safety and ensure the operator's Safety Rules and Values are fully implemented and adhered to

The ideal candidate will have:

* A degree in relevant engineering discipline
* 5-10 years overall experience in Oil and Gas production operations activities, with several years experience in an onshore environment
* Proven leadership experience in an overseas environment
* Experience of working in a safety case environment (Desirable)
* Knowledge of health ad safety management systems
* Proven ability in leading the improvement of one or more hydrocarbon process operations in an onshore environment

EABL operates within a multi cultural, multi national, multi currency environment. EABL comprises five business units: KBL, EAML, CGI,SBL and UBL. UBL is further categorised into Demand and Supply. The Supply business is involved in production of beer and spirits. The Demand business is involved in marketing and pushing the product to consumers. This role is located within the Demand Sales business. The CRR role will be critical to the overall UBL short, medium and long term strategy in developing and driving our trade strategy and operational excellence within retail outlets and distributors. The job holder is expected to have a high ability to build and develop trade relationships with outlet owners and staff / customers with high levels of respect/contact required. The job holder works closely with the AreaSales Manager and Divisional Sales Leader. This position is field based and the job holder is expected to manage outlets achieving Quality, Distribution, Visibility, Pricing and Promotion.
Purpose of Role:
To positively influence sales of UBL brands by regular contact, networking and motivation in allocated retail accounts and to operate a one portfolio UBL brand approach for both beer and spirits.

. Develop brand building activities for the outlet to implement, run retail promotion activities to plan and run KBL promotional activities in outlet, and do M&E for all activities done.
. Ensure full compliance of safety and governance requirements at the work environment.
Qualifications and Experience Required:
. A business related degree or equivalent.
. Commercial experience.
. Ability to build a strong understanding of a range of customers at the outlet level.
. Direct experience of working with customers at the outlet level and a good understanding of how Field Sales operates within the wider Sales organisation.
. Direct experience of the Diageo Way of selling capabilities with a focus on Sales Driver execution at the point of purchase (QDVPPP), Outlet Segmentation and Managing Relationships including structured call, persuasive selling and brand passion.
. Exposure to other parts of Sales, in particular Account Management teams and Customer Marketing.
. At least 2 years experience in a similar role.
