Uganda: Project Coordinator- SESAME-GREEN JOBS UGANDA (SGBU): Eco-Agriculture-Sesame Livelihoods and Organic - Green Business Opportunities -Young People

The position contributes to this goal through change in consumption management to reduce the negative environmental impact in the northern area of Uganda, increase Livelihoods opportunities for youth sesame-farmers through the access to eco-agriculture production and green economy inclusion and strengthening of cross-border collaboration and regional integration in a market perspective. At the national level, the action will promote cross-district collaboration through the promotion of market relation building among informal organisations in Lira with organisations at national level or other sesame producing districts, achieving Regional integration through a cross-border approach with neighbouring countries to market sesame production and diversification and address the high demand in sesame from different countries. The project aims at providing key relevant organisations (formal and informal farmers) an equitable access to and use of eco-markets opportunities in a productive way, and mainstream waste-based energy, participate in the micro and macro development process and coordination with revenant actors.


Specific Job Responsibilities:
• Lead the execution of the project, Design project management system, M&E plan, up the logical framework, collect information and lead the procurement process of services.
• Ensure efficient and effective implementation and delivery of all outputs/ components of the Project result areas:
• Prepare, coordinate and manage detailed work plans and budget of the Project;
• Supervise the preparation of Terms of References and Letters of Agreement for key project input (personnel, sub-contracts, training and procurement) and liaise with other departments.
• Supervise and coordinate the work of project, consultants (local and international consultants) and sub-contractors to ensure expected outputs;
• Prepare project progress reports and project final report and organize project steering committee meetings, mid-term reviews/ and end evaluation missions, as well as follow-up requirements on implementation issues.
• Support policy dialogue on promotion of climate change adaptation best practices in Uganda;
• Ensure close technical and operational collaboration and coordination with Government Agencies (Ministry of Water and Environment and Ministry of Agriculture, Animal Industry and Fisheries) and District Local Government partners of the Project;
• Coordinate and supervise the preparation of reporting and accompany the external monitors from UNDP , knowledge compilation, materials/ frameworks and protocol/studies on climate change adaptation and watershed management, including presentations, briefs and overviews for local and international distribution/ dissemination;
• Ensure that emerging lessons from the Project interventions are translated into new pipeline proposals/ concept notes and, where required, applied to on-going related projects;
• Advise and support other projects/programme on climate change and watershed management in support of the implementation of the Country Programming Framework (CPF);
• Perform other related duties, as required.
• Provides information for linkages across program activities to help identify critical points of integration;
• Provides information and documentation on specific stages of projects/program implementation;
• Accompany Evaluators and donors to the projects infield.
• Briefing, Backstopping, Debriefing missions to field-country offices (COs). Implementation analysis: replicable projects and scale up.
• Support the establishment of a national roundtable with relevant government ministries, private enterprises and investors, relevant business intermediaries, experts, civil society and relevant development partners to better define the necessary outputs of the project in the national context;
• Support the development of a ‘Country Implementation Report’ detailing: management structure for SWITCH Africa Green at the national level; composition of the NTCC; national level delivery plan and log frame;
• Support the development of program management system, and following the donor procurement and management procedures. Report covering the results of policy support analytical work, i.e. analysis of focal areas, existing policies, regulations, review of business environment and green business opportunities.


Coordinating UN and development partner’s inputs into the Project:
• Provide information on the project to all relevant partners and stakeholders;
• Respect of visibility guidance provided by the EU in its Communication and Visibility Manual;
• Link directly to the government focal points and NEMA.
• Provide a detailed description of focal areas/activities through consultations at national level/national coordinators, and of the key stakeholders in the public and private sector and civil society that should be engaged;
• Support the organization of national and local training to be carried out under the project;
• Facilitate synergy and coordination of the implementation of the SWITCH Africa Green project with on-going UN programmes and activities, building on existing collaborative projects and working closely with UN Country Teams under the leadership of the UN Resident Coordinator;
• Explore, identify and develop opportunities for expanding UN Green economy projects and programmes.


Providing policy, research support and networking.
• Participation in network activities organized by UNDP, UNEP, UNOPs and government between the framework of the programme (component A, B and C), and draft reports.
• Identification of sources of information related to policy-driven issues;
• In collaboration with the Government and other strategic partners and associates, contribute to: inventory of existing policies, regulations, standards and instruments and mapping of gaps; assessment of the business environment in focused sectors and identification of capacity building needs; review of green investment opportunities in the selected sectors;
• Support in identification of green economy opportunities for new UN engagement and share these with UNCT members for consideration and support development of new UN initiatives.


Monitoring and risk management of grant:
• In support of the green business development component, and in close collaboration with the UNEP-UNDP-UNOPS Regional Project Coordinators, support the preparation of the call for proposals (e.g. drafting of guidelines for grant applicants) and the review of proposals (e.g. assessment of formal requirements and physical verification of grant applicants);
• Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results;
• Financial and substantive monitoring and evaluation of the grant, identification of operational and financial problems, development of effective and efficient solutions;
• Constant monitoring and analysis of the grant implementation as per the monitoring framework to be provided by UNOPS.
• Prepare and submit grant monitoring reports (quarterly and annual) to the UNEP-UNDP-UNOPS Regional Project Coordinators, and the NTCC, as per the requirements of the project;
• Prepare and submit progress reports to the UNEP-UNDP-UNOPS Regional Project Coordinators, and the NTCC, as per the requirements of the project.

    The

    Infectious Diseases Institute (IDI) is an international non-profit organization

    which is a partnership of infectious diseases and public health specialists.

    The overall objective of the IDI is to strengthen health systems with strong

    Infectious

    Diseases Institute (IDI) received funding from Centers for Disease Control and

    Buliisa and Kiryandongo. The project is called “Accelerating Comprehensive

    HIV/AIDS Service Delivery through Health System Capacity Building and Technical

    Assistance of District Health Teams and Health Facilities in Western and West

    Nile Regions in the Republic of Uganda under PEPFAR.”


    Job Summary: The Field Human Resources Officer will be in

    charge of implementing HR actions and administering terms and conditions –

    for Healthy Communities (CHC) is a five- year program implemented through a

    and US government (USG) implementing partners to design and implement quality

    health communication interventions to contribute to reduction in HIV

    infections, total fertility, maternal and child mortality, malnutrition,

    Job Summary: The Data Manager (Quantitative) will coordinate

    all project data management tasks including but not limited to database set up,

    data entry, data security management, data quality management, and oversight of

    document records and content management. The incumbent will participate in all activities

    related to targeted evaluative research, routine monitoring, and knowledge

    management with an emphasis on formulating, implementing, and enforcing proper

    data collection and data entry practices.


    Key Duties and Responsibilities: 

    • Acquaint self with the CHC monitoring,

      evaluation,          and learning plan

      (MEL-Plan) to ensure that databases      

      are designed and/or updated with user interface, reporting and operability

      as priorities

      • Keenly review of (and updating)

        project indicators and reporting requirements with the M&E/Research

        (MER) unit and other project teams

      • Routinely troubleshoot/ identify

        gaps in the current database/system, and draft a plan for

        review/correctional measures

      • Clearly and efficiently communicate

        status of current databases to the MER and senior technical team.

    • Design/update and administer M&E/Research

      database for CHC that will be populated with performance indicators,

      indicator narratives, PDF documents, photographs, and other project data.

    • Perform and document procedures for data

      preparation including data entry, data cleaning, standardization and

      analysis.

    • Respectively, draft standard operating

      procedures (SOPs) and build navigations to:

      • Run queries, create crosstab

        queries, create parameter queries, create action queries, create

        multi-table queries, save queries, and delete queries

      • Manage database relationships and

        keys

      • Search specific records, set a form

        as the startup option, use navigation forms, set navigation options, set

        data dash-boarding options and platforms, change views.

    • The jobholder collects data generated at

      regional level and enters into national-level system.

      • Troubleshoot data quality issues

        (includes distinguishing data submission errors versus data entry error

        issues and institute correctional measures accordingly

      • Work closely with relevant staff on

        data coding problems and assist in developing means for correction

        required by M&E/Research team and other project sections/stakeholders

        templates and application parts

    • Actively contribute to development and

      implementation of evaluation methodology related to various HC data to

    Qualifications, Skills and Experience: 

    • The ideal candidate for the USAID FHI360 Data

      Manager (Quantitative)career opportunity should either hold a Bachelor’s

      degree in monitoring and evaluation, public health, demography, data

      management, social science, biostatistics, statistics, or a related field

      with 7-9 years relevant experience OR

    Job Summary: The Midwife Mentor will oversee mentorship and

    include coordinating trainings, providing mentorship, supporting documentation

    and reporting related to MCH and EMTCT.

    monitoring and providing on-site support of logistics management in the
