Job Summary:  The Programme Analyst, RH/MH/RHCS analyzes and
assesses relevant political, social and economic trends and provides
substantive inputs to project formulation, implementation and evaluation. The
programme officer guides and facilitates the delivery of UNFPA programmes by
coordinating activities, supporting UNFPA field based staff and monitoring of
results achieved in the implementation. 
S(he) ensures and guides the appropriate application of systems and
procedures and develops enhancements if necessary.



Key Duties and Responsibilities:  


·       
Keeps
abreast of new policy developments and strategies analyzing policy papers,
strategy documents, national plans and development frameworks and the
humanitarian situation in Uganda.


·       
Promotes
translation of national RH policy into action/implementation at district level
including for humanitarian districts by providing regular updates to UNFPA
field based staff on maternal health, reproductive health and HIV and analysing
basic factors affecting the achievement of RH results, recommends corrective
actions and follows up on recommendations.


·       
Supports
UNFPA field based staff and effectiveness of UNFPA programme implementation.


·       
Brings
forward relevant issues and recommendations from implementation level/district
level  to national and policy level and
follows through with action as required


·       
Evaluates
maternal health, sexual reproductive health/HIV integration programme
activities by conducting field visits, participating in review meetings and
evaluation missions and preparing inputs to donor reports and other reporting
requirements.


·       
Engages
in humanitarian and development coordination structures. Ensures synergies with
existing programmes and linkages with partner programmes and interventions.


·       
Identifies
opportunities for UNFPA assistance and interventions and contributes to
resource mobilization, including for humanitarian and development programmes


·       
Prepares
and monitors budgets and expenditures through the UNFPA global financial and programme
software (Atlas); and reviews funding authorization and certificates of
expenditure reports.


·       
Monitors
UNFPA’s programme activities by keeping close record of activities being
implemented on ground, funds being expended at the project level and agreements
and work plans with implementing partners. Continuously guides implementing
partners on UNFPA programming processes including RH technical support and
adherence to correct, quality and timely reporting.

Contributes
to the creation and sharing of knowledge by synthesizing and documenting
findings and lessons learned, success stories and best practices, strategies
and approaches of the Country Office for increasing access to and utilization
of RH services more so among vulnerable populations, including refugees and
people with disabilities




Qualifications, Skills and Experience:


·       
The
ideal candidate for the United Nations Population Fund (UNFPA) Programme
Analyst, RH/MH/RHCS job opportunity should hold an advanced university degree
in medicine, public health, social science or other relevant field


·       
Professional
experience preferably in programme/project management in the public or private
sector.

Excellent

in Maternal Health and local government systems would be an added advantage

work experience in the field of SRHR, GBV and/or Gender in humanitarian and

PROJECT COORDINATOR – KASESE & TORORO



Contract type: Short Term



Contract Duration: 6 Months

1.0 Background



International Justice Mission (IJM) is an international human rights organization that works to ensure that all, especially the most vulnerable, have proper and appropriate access to justice. IJM works directly with survivors of violence to offer support and assistance. IJM also works closely with local and national governments, religious and traditional leaders and in particular with the public justice system to support them and build system wide capacity.



IJM has been operating in Uganda for over 13 years and has a nationwide partnership with the Justice Law & Order Secretariat that focuses on effective prevention of and response to all forms of violence against women & children. IJM’s vision for its work in Uganda is that by 2030 all women and children across the country are protected by the justice system, are empowered and live free from violence.



2.0 EU – UN Spotlight



The Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls. In Uganda the Spotlight Initiative will work across 7 districts focusing on responding to violence against women and girls and harmful practices.



As part of the Spotlight Initiative, International Justice Mission is working in Kasese and Tororo districts through its mentoring and collaborative casework model to improve knowledge of essential services, strengthen and improve the coordination of services, incorporate survivor voice and strengthen community accountability. IJM will use this innovative, evidence-based model to implement Outcome 4 of the Spotlight Initiative:



Outcome 4: Quality Services: Women and girls who experience violence and harmful practices use available, accessible, acceptable, and quality essential services including for long term recovery for violence.



3.0 Purpose



Through the Spotlight Initiative work in Kasese and Tororo, IJM is working with different Stakeholders that include JLOS institutions, Civil Society Organisations, Health Service providers, Community leaders and Survivors to improve knowledge of and access to quality and essential services and integrated SRHR, including longer term recovery services and opportunities for Women, girls and communities at risk of VAWG/ HP. Through the implementation of these activities, IJM is also working to strengthen and improve the coordination of services, incorporate survivor voice and strengthen community accountability mechanisms.[1]



A consultant is required to coordinate the project activities of IJM on the ground in Kasese or Tororo with the different Stakeholders, ensuring representation and advocacy for IJM in the delivery of the Spotlight Initiative project. The project coordinator will ensure that the project activities in the district are well-organized, run smoothly and remain on track to meet the set Goals and Objectives of the project. This will include meeting and communicating with stakeholders on the ground in Kasese or Tororo, organizing for activity implementation, participating in activity implementation, reporting on activities to various departments at IJM, making sure the relevant teams at IJM are kept updated on the activities in the field, and representing IJM at different forums in the relevant districts for successful implementation of the project.



3.1 Scope of Work



As part of this assignment, IJM envisions that the Project coordinator will perform different roles on behalf of IJM in Kasese or Tororo. These include but are not limited to: -



3.1.1 Overview of Role



· Creating day-to-day visible IJM presence in the District through engagement with stakeholders ensuring IJM is integrated into Spotlight programming



· Offering relevant technical skills either on justice service delivery or survivor and community engagement that enables the transfer of knowledge and mentorship of local stakeholders



· Be the local point of contact who can speak the local language and can provide support to IJM Uganda teams when they are in District.



· Coordinate with local authorities to secure the necessary authorizations to implement activities within the district.



· Represent IJM with all levels of local stakeholder and with communities



4.0 Competencies



The consultant will have the following competencies



· Experience of working with similar communities on VAW/C + HP



· Effective communicator and networker



· Understands the relevant stakeholders within the District and can engage with them and build trust and engagement between them and IJM



· Good knowledge of the major local language and understanding of local culture, values, and traditions



· Technical expertise of sufficient level to enable them to mentor local stakeholders and build capacity



· Sympathy with IJM mission and values



· Attention to detail, ability to deliver tasks on time with limited supervision



· Ability to work independently



· Ability to deliver trainings and coordinate workshops.



· Demonstrated ability to work with a multi-disciplinary team of professionals



5.0 Education



· Degree in Social Work & Social Administration, Social Sciences, Education, International Development, Community Development or Developmental Studies



· Other Bachelor’s degree and relevant experience will be considered



· Project management experience or qualifications are desirable



6.0 Location



· To be based in Kasese or Tororo with some travel outside the District including to IJM offices



· To be embedded in the offices of a stakeholder at the District level



7.0 Deliverables



· Building capacity of programme stakeholders at the District level



· Liaison and trusted representative of IJM at the District level able to engage with the full range of stakeholders including survivors



· Able to mobilize and engage District stakeholders to work with IJM on wider programming



· Maintain an accurate record of IJM Spotlight activities at the District level including capturing stories of change and photos



· Able to provide administrative support to IJM activities at the District level, including through translation support



· Other duties, as assigned



8.0 Type of Supervision provided



The consultant will work under supervision of the Senior Manager from the respective district. The supervisor will have frequent interactions with the consultant at various stages in order to brief the consultant on the situation/assignment; agree on the process and clarify the deliverables; provide feedback and comments on intermediary products; and track the progress made by the consultant. The supervisor will evaluate the consultant’s work and certify delivery of work.

the UN WASH Specialist will undertake the following tasks:

Provide
technical support to UNICEF Kampala office to manage the KOICA funded WASH in
School programme in Karamoja effectively and efficiently. Specifically,

Support
the WASH Unit to undertake procurement for the WASH in school Infrastructure in
a timely and quality manner;

and prepare WASH in school programme reports for the donor including monitoring
and reviewing budgets for the programme;

and support exchange visits and learning events between the Uganda programme
team and Korean counterparts;

in inter-sectoral collaboration with other programme colleagues, Education,
Health, Nutrition and Local Government to identify priority needs and

the implementation of a comprehensive water, Sanitation and hygiene programme
in Karamoja region.

Strengthen
the knowledge of WASH teams by providing support to implementation of the WASH

WASH programming;

in enhancing programme efficiency and effectiveness through evidence-based

monthly report including in Korean, which includes progress of work plan,

Qualifications, Skills and Experience:


·       
The
ideal candidate for the United Nations Children’s Fund (UNICEF) WASH Specialist
job opportunity should hold a Master’s  degree or equivalent in Civil engineering, Water
and environmental management, Public health, Social sciences, Political science
or other WASH related field.

At least
five years of demonstrated experience in WASH sector at national and
international levels in programme management, monitoring and evaluation.

Knowledge
of policies and program management in post crisis situations;

supervision of the Head of Office and under the direct supervision of the OHCHR
Human Rights Officer and within delegated authority, the National Human Rights
Officer will be responsible for the following duties:


·       Assist in the execution of the Office work
plan;


·       Assist to develop and coordinate an
Office-wide strategy to promote the respect and protection of human rights in
the country, and contribute in particular to the realization of Sustainable
Development Goal 16;


·       Review, monitor and evaluate activities
related to the implementation of international human rights instruments,
including recommendations of treaty bodies and mechanisms of the Human Rights
Council, in relation to the country;


·       Take part in promoting and overseeing
initiatives linked to supporting human rights promotion and protection, in
collaboration with the existing civil society organisations (including NGOs)
and UN agencies;


·       Provide technical support to capacity-building
and awareness-raising activities directly organized by OHCHR or co-organized
with national partners;


·       Contribute to the establishment and
maintenance of a strong network of local and international human rights
partners for the regular exchange of human rights information;


·       Keep abreast of, including by liaising with
relevant stakeholders, and research on legal developments in the country
concerning access to justice, including transitional justice and inform
relevant colleagues, also suggesting possible actions;


·       Provide substantive and timely legal analysis
on proposed bills and existing laws, regulations and other relevant documents,
in particular concerning rule of law and non-discrimination issues, with the
aim of advancing advocacy engagements;


·       Draft technical documents, provide updates on
assigned interventions under the relevant thematic area, and contribute inputs
to other documents as requested;


·       Develop an engagement strategy with
Parliament, and in particular the Parliamentary Human Rights Committee, the
Ministry of Justice and Constitutional Affairs, the Justice Law and Order
Sector Secretariat and other relevant institutional counterparts;


·       Participate in technical meetings dealing
with human rights/legal developments within the Justice Law and Order Sector;


·       In consultation with the head of office,
represent OHCHR at other working-level meetings, including coordination
mechanisms, and liaise with development partners, civil society and other
stakeholders, as requested;


·       Ensure the integration of gender perspectives
and attention to specific women/girl’s and children’s rights issues within all
activities;


·       Ensure optimal uses of resources allocated
for activity implementation;


·       Develop, plan and implement any other
assigned activities as agreed upon with management.


                                                                 



Qualifications, Skills and Experience:


·       The ideal applicant must hold a University
Degree (Master’s degree or equivalent) in law, political sciences,
international relations, social sciences or any other discipline related to
human rights. A first level university degree with a relevant combination of
academic qualifications and work experience may be accepted in lieu of the
advanced university degree.


·        Minimum of 2 years of
relevant experience working with national, regional, or international
organizations or non-governmental organizations, in the field of human rights,
rule of law, relevant legal advisory services, or a related field. Experience
working with international human rights standards, instruments and mechanisms would
be an asset. Demonstrated knowledge and experience with the JLOS sector would
be an asset.


·       Experience utilizing computers, including
word processing, spreadsheet and other standard software packages and systems
