Re - advertised Manager Monitoring and evaluation

The Uganda Road Fund (URF) was established by Act of Parliament – the Uganda Road Fund Act 2008,
with the mandate to finance the routine and periodic maintenance of public roads in Uganda. The Uganda Road Fund Board is responsible for overseeing the performance of the Fund, while the day to day
business of the Fund is carried out by a Secretariat headed by an Executive Director.

The Secretariat commenced operations in January 2010 and has since disbursed Road Maintenance
Funds to UNRA and Local Governments collectively known as designated agencies. The Board now seeks
to recruit the Manager, Monitoring and Evaluation and accordingly invites applications from suitably qualified individuals for the position.

The successful candidate will report to the Executive Director and join the Fund Management Team
to guide the Secretariat through its development processes, and ensuring it effi ciently and effectively
carries out its functions. The Fund Management Team drives the strategic direction and output quality
of the Secretariat through clear business planning and robust management frameworks. It also takes lead in development of policies, procedures, strategies and plans for the Fund. The team provides effective leadership to the Secretariat staff by guiding them and promoting the organisation’s mission and values, providing technical leadership, enhancing strategic capability and providing service excellence in the respective disciplines.

The Manager, M&E will be responsible for developing, maintaining and operating an ongoing monitoring and  evaluation programme addressing the performance of designated agencies supported by the Fund. This shall include managing the monitoring and evaluation function, developing a work program for M&E team and managing workloads and work streams to ensure the program is delivered according to plan with value addition, developing key performance monitoring indicators(KPIs) for designated agencies and the Secretariat, mapping M&E results into organisational objectives and goals ; ensuring compliance with
all internal policies and procedures and relevant legislative provisions; producing M&E reports on
specifi c issues from time to time in the respective projected workplans for each quarter ; design and
implement studies, surveys, mid-term and annual reviews and propose improvements to the procedures
and principles used in M&E programs; monitor laws and other sector provisions to ensure compliance with
all applicable requirements, develop and implement applicable research and training programs .

Applicants must possess:
a) First degree in civil engineering from a recognized University/or institution;
b) Postgraduate qualification in project management with monitoring and evaluation will be an added advantage;
c) At least 10 years work experience in road
d) Chartered or registered status with appropriate internationally recognized institution;
e) Proven strategic thinking capability and management experience at senior level with strategic focus in a large and complex organization with multiple revenue streams;
f) Ability to rise above details, to summarize overall patterns, assesses value and trends;
g) Experience in leading and motivating staff including developing staff potential, encouraging ownership and providing for two way communication;
h| Experience in effective business planning: delegation, managing workloads and work streams, budgeting and monitoring costs, and ensuring compliance;
i) Experience in monitoring and evaluating road sector programmes and in methods used to determine Key Performance Indicators (KPI's) and priorities with an understanding of the principles of road management, will be an added advantage;
j) Understanding of effective information delivery techniques including education, marketing and
k) Experience in building and fostering relationships;
1) Age limit- Not more than 50 years.

Director Monitoring & Evaluation

The Foundation has received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the South-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. The STAR SW project has four main objectives:

1. To strengthen decentralized HIV/TB service delivery system, with emphasis on health center IVs, IIIs and community outreaches.

2. To improve quality and efficiency of HIV/TB services within health facilities and Community Service Organizations /groups.

3. To strengthen networks and referrals systems to improve access to, coverage of and utilization of HIV/TB services.

4. To intensify demand generation activities for HIV/TB prevention, care and treatment service.

The STAR-SW project will provide a comprehensive service package of HIV counseling and testing (HCT), prevention of mother to child transmission (PMTCT), HIV/AIDS chronic care services, HIV/TB collaborative services, community based directly observed TB treatment-short course (CB-DOTS); and antiretroviral treatment (ART) for both ARV-naïve people living with HIV/AIDS (PLWHAs) and the transitioned TREAT -supported

PLWHAs currently receiving ART. This program will foster the development of strong partnerships with other district-based TB and HIV/AIDS programs in each of the regions in order to improve coordination; expand the referral network; and ensure more efficient use of resources.

The Foundation has the opening of Director Monitoring & Evaluation under the STAR-SW project.

Key responsibilities

•As a key project personnel, the M & E Director, will provide overall leadership for project activities.

•Develop performance monitoring plan (PMP) in collaboration with donor agency

•Advise the Country Director in planning for STAR-SW M & E activities and liaise with the Foundation’s Home office M & E structures to ensure the technical soundness of M & E implementation strategies.

•Ensure that monitoring and evaluation related project activities are conducted in accordance with MOH, donor and Foundation strategies. The M & E Director will keep track of all the monitoring and evaluation schedules and work with the project’s technical staff, district personnel and other stake holders to design and implement M&E procedures and ensure timely collection and collation of the project’s data needs.

•Work with and support project technical staff at regional level as well as district local government personnel, civil society organizations and other stakeholders to follow up programmatic indicators, analyze and interpret data generated from databases

•Assist the project’s partners to collect, analyze and report programmatic indicators in a timely manner.

•Ensure that the project’s technical staff and stakeholders are provided with timely, accurate and reliable information generated through the project’s M&E system

•Assist in planning, technical assistance and review of implementing partner/CSO proposals, work plans and budgets prior to funding.

•Regular performance monitoring and data quality improvements prior to PEPFAR reporting

•Provide assistance to other routine functions of the project’s M&E team.

Required Qualifications

•MSc degree in statistics, demography, epidemiology or other relevant discipline, including social sciences and public health

•Proven successful experience, at least 7 years working as a data manager in large organization and at least 3 years in a senior leadership position. The successful candidate should demonstrate clear ability to understand the information needs of ability to understand the information needs of project management

Knowledge, Skills and Abilities

•Substantive knowledge of current HIV & AIDS and TB as well as other health program strategies in Uganda. Experience of working with local information systems and USAID/PEPFAR programs.

•Well motivated, committed with proven ability to work as a member of multi-disciplinary team

•Proven organization capability, good analytical skills and ability to pay attention to detail is a must

•Familiarity with computer programming, routine management of information systems, and maintenance of electronic databases

•Excellent writing and data analysis skills. Ability to think concisely and critically as well as to distill information for lay audiences is a must

•Good working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS access, MS excel, STATA, SPSS and Epi Data, and GIS

•Substantive knowledge of current HIV&AIDS, TB and other health related diseases in Uganda. Experience of working with USAID projects as well as local government structures especially on HMIS is an added advantage

•Strong skills in team work, networking, facilitation, strategic thinking, oral and written communication

POSITION: COORDINATOR POLICY ANALYSIS AND MONITORING (POVERTY REDUCTION AND LIVELIHOOD)

General Description:
DENIVA seeks to recruit a Coordinator Policy Analysis and Monitoring Poverty Eradication and Livelihood Improvement Programme (PELIP) to work under the supervision of the Assistant Executive Director-Programmes at DENIVA secretariat. He/she will take lead in local, regional and national policy and advocacy initiatives and contribute effectively in the realization of the DENIVA advocacy programme objectives and desired results that are related to agriculture, trade and climate change. He/she will also work closely with the DENIVA member organizations across the country.

QUALIFICATION, EXPERIENCE AND PROFILE:
? A Masters Degree preferably in Agriculture, Agribusiness, Economic Development or related discipline
? At least three years experience working in a similar position with an NGO/CSO
? Knowledge of climate change issues both at the position with an NUU/USU
?Knowledge of climate change issues both at the National and international Levels
?Knowledge of international trade policies, tarrifs, treaties, and agreements and how they are linked to national practices and policies
?Proven track record in policy analysis, lobbying and advocacy work is essential.
? Ability to work effectively in teams, build positive working relationships and foster open communications
? Evidence of versatility in writing ability and capacity to use normal office and data management software
? Initiative, self-motivation and a commitment to continuously work toward improved results
? Excellent English language skills, both written and oral are required
? Any other duties as assigned by the supervisor

SPECIFIC TASKS AND AREAS OF RESPONSIBILITY:
? Coordinate the implementation of activities and projects of poverty eradication and livelihood improvement programme with special reference to agricultural development, climate change and trade
? Provide strategic and technical support to DENIVA's advocacy work at national and local levels. This will include developing and operational policy and advocacy strategy.
? Research, analyze, monitor and report on local and international policies that affect the livelihood situations
? Supervise programme officers who directly implement the various projects.
?Build positive relationships with, engage with and represent DENIVA to advocacy coalitions and other relevant stakeholders and constituencies in support of DENIVA advocacy programme objectives
? Develop recommendations for policy and advocacy at local and national levels
? Ability to conceive innovative and effective research and communications approaches, ?Ability to think analytically and plan strategically.
? Ability to prioritize and work under pressure, use own initiative and work independently
? Carry-out other tasks as and when required by the supervisor
