Qualifications, Skills and Experience:  The ideal candidate for the United Nations World Food Programme (WFP) Logistics Assistant vacancy should hold a University Degree in either of the following fields: Accounts, Procurement & Logistics, Computer Science, Statistics or any other related field obtained from a recognized Institution; Or a Diploma in Accounts, Procurement & Logistics, Computer Science, Statistics or any other related field obtained from a recognized Institution; coupled with longer relevant working experience;A minimum of four or more years relevant working experience in a relevant field gained from a reputable organization;Excellent command of both written & oral English is essential;Computer proficiency i.e. Good working knowledge and experience with Microsoft Access, MS Word & Excel and other Networking Operating Systems. 1. Purpose of the Post

Under the direct guidance of the Supply Manager, assists in the procurement, distribution and monitoring of UNICEF's supplies, in support of the Country Programme.

2. Major Duties and Responsibilities

Assists in the implementation of the supply component of the Country Programme, including a system for the procurement and distribution of supplies to all project sites.Interacts with the Programme Section in the preparation of appropriate documents: Supply plans, distribution plans, TORs, supply / contracts requisitions, tenders documents and purchase orders, etc.; according to procurement specifications, UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.Undertakes local procurements, as required. Prepares RFQ/ITB/RFP invitations to potential suppliers, evaluates quotations, clarifies offers and negotiates with suppliers as appropriate. Makes recommendations for finalization of purchases, adjudicates offers. Prepares and defends submission to CRC. Drafts contracts and long terms arrangements.Assists the Supply Manager with logistics planning, and arrangements facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses. When required, maintains contact with customs officials, follows up on preliminary supply clearance documentations to facilitate timely customs clearance of supplies and equipment, in keeping with established protocol.Monitors supplier’s performance and market developments. Undertakes field visits to project sites and sub-offices to inventory and monitor supply inputs. Proposes corrective actions to improve logistical procedures.Identifies training needs and develops training activities in supply management for UNICEF's staff/consultants and counterparts, designed to improve supply delivery.3. Education:

University degree in Business Administration, Management, Law or a related technical field.

Work Experience:

Two years of professional work experience in supply/logistics management at the national and international levels.

Coordinate all logistics, suppliers, procurement requirements and deliveries to ensure the smooth operation of Living Goods offices and branches.Ensure Living Goods buildings are fully compliant with legal and licensing requirements while serving as the main point of contact for the landlords.Guarantee security requirements for Living Goods Ugandan facilities are in place.Procure all non-stock items and services required for the current and future Living Goods branches and offices, securing great prices that are negotiated and delivered on time while all appropriate LG procurement processes are followed.Coordinate all logistics and distribution within Living Goods Uganda for stock and non-stock items including where there are no direct deliveries from suppliers while minimizing logistics time and costs.Perform all quality control on all orders delivered and coordinate all product warranty/return/after service support with staff and suppliers.Coordinate all stock taking and inventory management requirements by assessing actual and POS stock levels, supporting good stock management practice at the warehouses and overseeing the stock-taking process across Living Goods in Uganda.Complete accurately and on time all stock level reporting including stock levels and shrink and conduct shrink investigations as directed.

Qualifications

Minimum of 2 years’ experience in logistics and stock management.A good eye for detail and excellent communication skillsExcellent computer literacy especially with Excel and data analysis.Experience with Quick Books POS system an advantage.Minimum of a Bachelor’s degree.

It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely: Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market Support (AMS). WFP has operations in various parts of the Country.     Under the direct supervision of the Logistics Of?cer, the incumbent will be responsible for the management of the warehouse operations and will be required to undertake the following;·             Coordinate loading and of?oading operations ensuring optimum utilization of storage space and safety of personnel and commodity and recommend actions for improvement;·             Ensure that all equipment and assets required for smooth and safe operation of the warehouse (computers, weighing scales, sampling spears, moisture meters, stitching machines, ? re extinguishers, among others.) is in functional condition and report any faults;·             Assist with the accounting, reporting on food and non-food items and ensure that internal control systems are functioning and that all relevant records are maintained;·             Liaise with contracted transporters at loading locations to execute daily dispatches from Central Delivery Point (CDP) to Extended Delivery Point) EDPs and across borders;·             Ensure proper utilization of WFP documents for all warehouse transactions as per WFP rules and regulations (waybills, Landside·             Transport Instruction (LTI), stock reports, loss reports among others.);·             Compile and reconcile daily and monthly stock reports with the commodity-tracking unit using the Commodity Movement Processing and Analysis System (COMPAS);·             Conduct joint inspection of quality and quantity of food commodities with designated superintendent agents at time of receipt or as necessary and report ?ndings to the Logistics Of?cer or his designate;·             Ensure Storekeepers in-charge are prompt in effecting segregation of damaged food consignments/stocks and these are stacked separately for immediate reconditioning/reconstitution works;·             Conduct regular inspection of commodities under storage with particular attention to expiry/ Best-Before Date (BBD) of commodities;·             Conduct regular stock inventory as required and submit reports on quantity and condition of commodities;·             Monitor the quality of food commodities at warehouse and follow up movement of such commodities along the pipeline using the WFP commodity tracking system (COMPAS).·             Institute loss mitigation measures, loss analysis and reporting, and provide oversight on the performance of contracted superintendent agencies;·             Follow up spoilt food disposal authorizations and collate data on commodities disposed of under CD’s authority;·             Participate in training staff at EDPs on storage procedures and practices as necessary;·             Ensure that food and non-food items (NFI) are controlled and accounted for according to WFP warehouse procedures;·             Monitor and supervise the activities of storekeepers, clearing staff, security, tally clerks and casual labourers during warehouse operations;·             Perform any other duties as deemed necessaryApplicants should be mature persons with sound judgment, ability to extract, interpret, analyse and format data, resolve operational problems, work with minimum supervision and accuracy, ready to work in a multicultural team environment coupled with the following:·             University degree or its equivalent in Business Administration, Statistics, Logistics or any other related ?eld attained from a recognized institution;·             At least ?ve (5) years of postgraduate professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, air operations, large scale road/rail transport and distribution management gained from a reputable organization;·             Pro?ciency in both oral and written English is essential;·             Good working knowledge and experience using MS Of?ce applications is necessary;Ugandan nationals who meet the above requirements are requested to submit their applications together with detailed curriculum vitae, copies of certi?cates under con?dential cover quoting on the envelop the vacancy announcement number and name of the applicant to: The Human Resources Of?cer, UN World Food Programme ,Hand delivered applications should be dropped in a box at the reception of WFP Of?ces at plot 17-19, Clement Hill Road.
