United States Embassy Jobs - Assistant Security Investigator

DeLisi currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.Among the offices operating under the U.S Mission to Uganda are:United States Agency for International Development (USAID)Centers for Disease ControlPeace CorpsJob Summary: The United States Embassy Assistant Security Investigator will work under the guidance of the Senior Security Investigator of the Force Protection Detachment under the direction of the Special Agent in Charge (FPD SAIC) and performs all Regional Force Protection Detachment responsibilities delegated to Post's Foreign Service National Investigator's (FSNI) Program supporting Transient Department of Defense personnel and facilities within Uganda. Carries out liaison functions with working level GOU Officials, and using all available information provides security advice to Force Protection Detachment under the direction of the Special Agent in Charge (FPD SAIC). The incumbent conducts LES and Contractor background investigations, investigations related to terrorism, criminal activity, suitability and other issues in support of both DS and other USG law enforcement and security agencies. The incumbent also supports in the coordination of VIP protection operations for assigned visits including liaison activities with all GOU security elements during VIP visits such as AFRICOM CC, SOCAF CC, POTUS and CODELS.Key Duties and Responsibilities:  1. Investigator for the Force Protection Detachment Office (30%)Performs simple and complex investigations, which could involve fraud, consular cases, surveillance cases, theft, pilferage, malfeasance, fiscal irregularities and threats or security incidents and robberies involving official US personnel. Incumbent will conduct suitability for employment background investigations and maintain investigative files on the backgrounds of all national employees employed by the US Mission.Through the above mentioned liaison capacity, incumbent will utilize resources of the host government security services to aid in the investigative process. The investigative success will many times be dependent upon incumbents “access” to host country information. Incumbent will utilize a number of techniques to include interviewing, researching, and compiling and accurate interpretation of facts to achieve investigative closure. Some of these investigations will be extremely sensitive and necessitate the utmost discretion and confidentiality.Incumbent serves as the manager of the entire FPD FSN Investigation office and all duties and responsibilities carried out therein, under the direct supervision of the Senior Security Investigator and the FPD Special Agent In Charge (SAIC).2. Advisor to the Force Protection Detachment SAIC (30%)Serves as general security advisor to the Senior Security Advisor and the FPD SAIC. Cultivates and maintains close liaison contact with Uganda security services including police, and selected military, customs, other official. Maintains and cultivates relationships with Uganda officials in the Ministry of Justice, Ministry of Foreign Affairs and Ministry of Interior as necessary. Organizes and schedules meetings and accompanies FPD SAIC to meetings with Ugandan officials, serving as translator as needed. Provides protective security operations liaison services as needed. These activities includes but is not limited to arranging protective security, traveling with USG officials as liaison with local security, gathering information related to the security environment in other places in Uganda, and participating in protective liaison activities in support of VIP visits. Monitors local current events, and media, and uses liaison sources keeps FPD SAIC appraised of relevant security related matters. Uses good judgments and discretion to monitor report and suggest appropriate corrective actions to the FPD SAIC in security related matters.Give technical advice on the operational procedures and capability of host government security services in order for the FPD SAIC to make sound security decisions. Incumbent will brief the FPD SAIC and other American officers, including the Chief of Mission as directed on police security and civil/criminal proceeding and other matters of interest to the security operations of the US Mission and DoD transient personnel and facilities.With the FPD SAIC, the incumbent conducts diverse investigations including but not limited to personnel background investigations and re-certifications for employment suitability, visa fraud cases, and internal investigations as directed by the FPD SAIC. Investigations include, but are not limited to interviews as directed by the FPD SAIC may include sensitive matters related to theft, burglary, and other crimes involving U.S government personnel. Prepares and transports police checks to various government agencies. Advises FPD SAIC on nuances of case issue and make recommendations regarding action on cases.3. Police and Security Liaison for the Force Protection Detachment (20%)In the absence of the Senior Security Advisor and/or the FPD SAIC or American designee, incumbent is the primary liaison to the Ugandan Police and security services for the US Mission. The incumbent must be capable of maintaining contact within the highest levels of the Ugandan security services, up to and including the Inspector General of the National Police and Commissioner of Immigration. By maintaining daily contact with mid-level/operational commanders, to include Emergency response, Criminal Investigation, Special Branch, Internal Security Organization Protection Unit and Military Police, incumbent insures quick police/security response for the US Mission. In this liaison capacity incumbent is responsible for insuring the immediate flow of critical, security-related information from the security services to the FPD SAIC through the investigator, by maintaining multilevel and active liaisons. Due to the severe nature of the threats against the US Mission, the level, diversity, relative importance and extent to which the incumbent is required to develop and maintain outside contacts is critical to the continued security of the US Mission. The incumbent is the primary link between the FPD SAIC and (individually) the 450 managed local Guard Force with regard to operational/investigative issues that arise outside of the FPD SAIC'S contractor relationship. The job bearer is the primary link between that FPD SAIC and the host country provided Bodyguard Detail for the Chief of Mission. Incumbent is the primary link between the FPD SAIC and the host country provided 60 man, armed police platoon provided for facility security. Due to the ongoing threat situation, the embassy security program is reflective of a much larger (“Large”) post.4. Background Investigations (10%)The job holder initiates background investigation cases, which include new cases and revalidation cases of FSNs, PSCs, and contractors. The incumbent follows up these cases with the investigators to ensure that all requirements are full filled and cases are then closed. Other cases are also reviewed for completion, such as accidents, suspected persons, suspected vehicles, fraud, and other cases assigned to the office.The incumbent is responsible for making ID cards for DH Americans, American FMs, FSN, Contractors, domestic staff and any clearance pass as need arises. Incumbent must be capable of using digital cameras and the ID program; he must be able to produce a desired design for any pass required. He / she must ensure that cards are only given to personnel that are entitled to have them and that they have a security clearance. The incumbent is also responsible for keeping ID card materials secure and request for materials as the supplies run low. Collaborates with senior staff to ensure appropriate safety and security training is provided to post staff.Under the technical supervision of the PCSSO, works with the Training Manager to ensure that all safety and security learning objectives are integrated into Pre-Service Training/In-service Training (PST/IST) and successful completion is documented.Regularly provides staff safety and security briefings/orientations to ensure that they understand roles and responsibilities with respect to safety and security; conducts emergency preparedness training as appropriate.Provides an overview of Peace Corps' approach to safety and security and relevant, Post-specific, security concerns/considerations during training-of trainer (TOT) events.Trains a back-up to assist with safety and security responsibilities during a crisis or when the SSM is unavailable.3. Supports Homestays and site identification:Work closely with Programming and Training staff, establishes that safety and security criteria for the selection of home-stay families. When appropriate, participates in the development and delivery of home-stay family orientation.Visits sites with conspicuous safety and security concerns as needed to recommend for or against final approval (e.g areas of high crime or risk of natural disaster), or to identify mitigation strategies.Under the technical supervision of the PCSSO, collaborates with the Programming staff and Peace Corps Medical Officer (PCMO) to develop Volunteer site and housing criteria and verifies that PCV sites and housing has been inspected and approved prior to occupancy.Ensures GPS coordinates are maintained in VIDA for Volunteer sites, consolidation points and other key locations in accordance with Agency procedures. Ensures that GPS data is kept up-to-date based on changes in Volunteer placement. Trains staff on the use of GPS equipment (if applicable) to ensure that any staff involved in site identification and Volunteer visits can capture GPS data.Compiles adequate documentation on disaster-prone areas and ensures that Programming staff are aware of that information as part of the site identification process and the approval process of Volunteer housing.Works with appropriate staff in mapping Volunteer sites and consolidation points4. Manages Incident Reporting and Response:  FOR SEXUAL ASSAULTS- as part of the designated staff at post, manages the security and non-medical follow-up for Volunteer incidents of sexual assault, including but not limited to:Assuring that the Volunteer or other Volunteers are safe from imminent or serious threat and taking immediate action to remove victim or others if a serious or imminent threat exists.Actively communicating with the Assigned Security Specialist for guidance when required and according to the notification protocol.Protecting the confidentiality of information surrounding the sexual assaultCoordinates with the Office of General Counsel on the hiring of an attorney to advise a Volunteer on the legal process (when necessary)Conduct post-incident assessment to identify any ongoing threats or security concerns and mitigation strategiesActively participates in agency Coordinated Incident Response System (CARS) calls when needed.Makes logistical arrangements for Volunteers (e.g hotel or travel arrangements)Supports in developing a safety plan in collaboration with the Assigned Security Specialist and the Victim AdvocateFOR ALL INCIDENTS-Ensures that reportable incidents are communicated to the CD in accordance with policies and procedures; serves as the point person for completing incident reports in the Consolidated Incident Reporting System (CIRS) per the Consolidated Incident Reporting Guidelines.Under the technical supervision of the PCSSO, collaborates with the CD and PCMO to develop reporting, response and follow-up procedures for Volunteer Incidents; supports delivery of appropriate support services to victims in a timely manner such as:Providing immediate, direct and follow up support to a PCV in the event of an incident or security situation as directed by the CDReferring PCV to necessary medical and emotional supportSupporting PCV to file a police complaint and attending investigative meetings, court hearings or trialsReevaluating the Volunteer's site and/or homeProviding additional personal safety training or support and;Disseminating relevant information5. Advises on Safety and Security Policy and Program:Under the technical supervision of the PCSSO, makes recommendations to the Country Director for changes in training and program policy and procedures as they relate to Volunteer safety and security based on changes to the security environment at post.Under the direct supervision of the PCSSO, participates in the Legal Environment Survey and subsequent revisions to accurately advise the CD and PCVs when crime incidents occur.In collaboration with the CD, assists in developing a plan for implementing PCSSO visit recommendations. This plan will be reviewed by the PCSSO and coordinated with the RSA. Provides regular updates on implementation progress and/or challenges to the CD and the PCSSO.In collaboration with the CD and under the technical supervision of the PCSSO, prioritizes and executes improvements to post's safety and security systems.6. Prepares for and Responds to Emergencies:Serves as the main technical advisor to the CD and senior staff at post during an emergency situationCoordinates the testing of the EAP with Volunteers and staff at least once per year in accordance with the Agency's EAP testing guidelines. In collaboration with other staff, prepares a written report of the results of the EAP test and submits it to the PCSSO for review before distribution to other relevant parties.Under the direction of the CD and the technical supervision of the PCSSO, coordinates an annual risk assessment and review of the EAP. Through the financial support from the Royal Norwegian Embassy (RNE), ACF has been implementing the ‘Combating Gender Based Violence and Enhancing Economic Empowerment of Women in Northern Uganda’ project since 2011. Recognizing the positive impacts on the lives of women, RNE and ACF agreed for the programme to continue with greater focus on gender and capacity development aspects.

Reporting to the Technical Coordinator, the Food security & Livelihoods Program Manager is responsible for carrying out the following objectives:

Direct Line Manager: Technical coordinator

Objective 1: Ensure ongoing analysis of the local socio-economic and development context and contribute to the definition of ACF technical positioning

Ensure ongoing context analysis of socio-economic, gender dynamic, food security and livelihoods in Northern Uganda.Drawing from the mission strategic plan and ACF gender policy, conduct broader analysis on the relevance and appropriateness of the programme and incorporate emerging women needs.Carefully analyze the finding of the final programme evaluation and gender study and reflect best practice into the programme implementation.In partnership with local and national stakeholders, conduct gender analysis and establish the practical needs of women; align programme delivery to meet those emerging needs.Contribute to the development of strategic positioning for the department as part of the ACF annual country strategy process and as neededIdentify, propose and develop new program orientations, strategies and activities contributing to new proposal development

Objective 2: Ensure effective FSL project management according to ACF strategy and technical protocols

Facilitate strategic and planning workshops involving programme staff, partners and local leaders that Contribute to the creation of strategy that enhance programme outputs.Identify program implementation modalities that enhance departmental integration, participant targeting criteria, mobilization approaches, transfer mechanisms, local partnerships, seasonality of FSL activities.Facilitate detailed planning and implementation of activities in collaboration with TC and APMs.Identify areas of cross programme linkages and strive for maximum synergy, including p4p and gender programmes implemented by UNFPA.Prepare FSL monthly cash projections and monthly BFUs analysis, in coordination with PMs/APMs and Finance coordinator.Supervise the annual FSL procurement plan in coordination with PMs/APMs & base logs, and monitor the monthly progress of all procurement.Prepare internal and external reports for ACF and donors, including case studies and success stories and identify areas for further research.Assist other FSL country programs when necessary

Objective 3: Ensure effective management of FSL staff and oversight of local partners

Critically review the staff JD against programme objectives and targetsDefine objectives, update staff job descriptions and facilitate regular performance appraisals in consultation with HR Manager and Base AdministratorLead in the recruitment of competent staff in consultation with HR coordinator.Lead in the selection and oversight of local partners on the project in consultation with the Tech coordinatorFacilitate reflection and learning workshop, where all programme staff and partners will participateIdentify staff and partner training and staff professional development needs on the basis of needs assessments, feedbacks and observation.Organising and carrying out training sessions for program staff and partners taking into consideration their profiles, the cultural context and on the basis of the needs assessment.Coaching and mentoring of team members and partners in leadership and management skills.Facilitate cross programme learning through joint review and planning meeting.Assess the impact of the training on staff and partner capacity and programme performance.Ensure the respect of ACF policies and regulations by staff

Objective 4: Ensure FSL program quality and accountability

Ensure programme quality are maintained to the highest standards and are in line with programme objectives, including adherence to ACF gender policy, Cash transfer standard operating procedures and established administrative systems.Contribute to the appropriate development of high quality technical monitoring systems, indicators and supporting tools to monitor the impact and outcome of FSL programsCoordinate regular program monitoring that includes participatory monitoring, effectiveness of ACF facilitation, progress toward achieving targets, analysis of feedback from beneficiaries and measuring stated indicators and adherence to ACF humanitarian principlesContribute to the development and implementation of systems to reduce the risk of corruption, conflict of interest and extortion of beneficiaries by program staff and local authorities; and increase accountability and transparency of operations, including through the development and implementation of effective, locally adapted complaint and response mechanisms.Support internal and external evaluation of current and previous programs in the operational areaEnsure the respect of procedures and agreed timeframes around procurement planning, budget design, forecast and follow-up, monthly reports and donor reports, etc.Support learning and application of innovative approaches at field level in collaboration with other ACF technical departments and external partnersEnsure documentation and capitalization of lessons learnt and good practicesEstablish accountability mechanisms and ensure standards are met across the program

Objective 5: Represent ACF externally with local authorities, donors and partner agencies

Represent ACF externally and coordinate with government authorities, DLG, NGOs and UN agencies; give regular updates to the main stakeholders as necessaryEnsure that relevant stakeholders have a clear understanding of ACF charter, background, program objectives and activities in the field and ensure that humanitarian principles are strictly followed.Collaborate with potential and current partners in the field (local NGOs, local CBOs, farmers groups/associations, local committees) to improve the coverage and the efficiency of ACF programsEnsure active presence and participation in local FSL coordination forumsCreate links with FSL and Gender actors working in the same operational area and develop partnerships where relevant and appropriate

Bachelor or Master’s Degree preferably in agricultural economics, gender, rural development and related fields.Minimum 5 years humanitarian or development experience

S/he will  have technical oversight and support national staff capacity development through training of field-based based staff in EFS-VL. S/he will also represent Oxfam at field and national level in various humanitarian fora including sector specific coordination meetings.

The successful candidate will be responsible for leading and/or participate in multi-agency EFS-LV needs assessments and support Oxfam and partner staff in designing and planning EFS-LV interventions in the operational areas. S/he lead on Programme implementation, Monitoring and Evaluation, ensure that consideration in WASH and Nutrition as well as Gender and Protection are integrated into EFS-VL programming. S/he will contribute to proposal development and review partnership proposals ensuring that all stages of the partnership grant process are followed..S/he will also support fundraising initiatives, monitoring of operational budgets and writing of interim and final donor reports.

To be a successful candidate for this role you must have a degree in Agriculture / Agric Economics or a related field from a recognized university and at least 4 years experience in management and participatory strategy development and food security projects. Should have experience in emergency programme response delivery and preparedness programming with a good knowledge of humanitarian standards and principles. Should have experience in capacity development of partners and partnership ways of working. Experience in representing an organization at the level of local administration and supporting local civil society organizations is a key requirement. You should have excellent written and verbal English to report, motivate, influence, and negotiate effectively with other stakeholders.
