The Ministry of Lands, Housing and Urban Development (MLHUD) has received funding from International Development Association (IDA)/World Bank to implement Albertine Region Sustainable Development Project (ARSDP). MLHUD is implementing component 2: Local Access Planning and Development of ARSDP over the next three financial years. Job Summary: The Project Accounts Assistant will be tasked with processing of all financial transactions, posting and reconciling books of accounts and records.


Key Duties and Responsibilities:
The jobholder will be managing ledgers for ARSDP to ensure they are well balanced
Responsible for processing payments for the Project
Follows-up accountability for funds released in form of advances and have them retired in time.
Offers supports F&AS in handling cash payments at workshops and events organized by the IDA funded projects/program under the Ministry.
In charge of reconciling books of accounts and extracting draft trial balance/transaction list for review by F&AS
Responsible for arranging bulk financial data in excel for the project(s) for eventual upload to an automated accounting systems such as IFMIS.
File returns for URA and NSSF in consultation with the F&AS and MLHUD’s focal person responsible for compiling the returns.
Offers supports to the F&AS in managing financial and accounting processes of the World Bank funded Projects/Programs and other duties as may be assigned by the Ministry.


Qualifications, Skills and Experience:
The ideal candidate should hold a Degree in Commerce (Accounting option), Business
Administration (Accounting option). Accounting and Finance or its equivalent from a recognized university.
A minimum of three years of practical experience in financial management or related accounting duties in a busy public or private organization.
Specific experience working with GoU /Donor funded Projects will be an added advantage
Computer literacy with skills in Microsoft office applications.
Previous experience in accounting packages will be an added advantage

Uganda: Research Consultancy TOR


SIHA Regional Women’s Rights Programme; towards Solidarity and Inclusion of Women’s Movement in the Horn of Africa.


Terms of Reference (ToR) for research assignment
Organisation Profile: The Strategic Initiative for Women in the Horn of Africa (SIHA) is a civil society coalition bringing together grassroots women’s rights organizations from Sudan, South Sudan, Somalia, Somaliland, Djibouti, Ethiopia, Eritrea, and Uganda. It was established in 1995 by a group of women’s rights activists, with the view of strengthening the capacity of women’s rights organizations to combat all forms of violence against women and girls.


SIHA aims to contribute to unlocking the massive potential of women’s rights movements in the horn of Africa, by improving the capacity of local organizations, and to build a strong network of grassroots civil society members that are able to interact and support one another in advocating for effective change. SIHA operates as a regional platform for the mobilization of activists, vulnerable and marginalized groups of women, men, and girls to harness resources that include, but are not limited to knowledge and information, capacity building and financial support aimed at challenging the root causes of problems and challenges faced by women and girls in the Horn of Africa Region.


Background to the assignment:


The prevalence of armed conflicts across the Horn of Africa sub-region has resulted in a massive influx of rural to urban migration and displacement of communities; this burden is largely shouldered on women, who typically have to assume additional economic roles while adjusting to the challenge of new livelihoods or location contexts. Women’s strongest engagement in the Horn is within the subsistence and informal economy, yet such sectors are neither recognised nor adequately supported by national, regional, or international institutions or policies. The reality is that Horn of Africa countries are increasingly crowded with numerous women living on the peripheries striving to survive undertaking livelihoods that are not recognised or fairly regulated by police or laws, such professions include street vendors selling tea or perishable goods, alcohol brewers, and domestic workers. These women are exposed to unfathomable levels of violence and persecution; poor women are easy targets under the application of ill-defined standards. Such women are invisible, yet the work they carry out day in and day out supports the economy around them, it is their voices SIHA wishes to amplify, to such ends to make their plight known regionally and internationally.


Publications and documentaries have proven to be an excellent avenue for SIHA to engage in advocacy and create awareness and understanding of the plight of these women and girls, so that societal shifts can occur and can be recognised in the future.


As a part of the SIHA Regional Women’s rights programme under a project titled Solidarity and inclusion of women’s movement in the Horn of Africa, funded by the OSI, SIHA intends to undertake a series of initiatives on behalf of informal sector labourers, also referred to as invisible labourers. These efforts are aimed at improving the ability of the informal sector labourers to exercise their economic, social and cultural rights as defined in the International Covenant on Economic, Social and Cultural Rights (1966), particularly aspects related to labour rights, standard of living, and participation in cultural life.


Core to this assignment is a research assignment set in three (3) locations in the Horn of Africa, aimed at bringing greater visibility and support to these women in the informal sector.


Purpose of the research assignment:


Through the undertaking of an in-depth research exercise, SIHA intends to engage informal sector workers, women activists and organisations in the peripheries across the Horn of Africa to bring voice to these invisible labourers.


The research assignment will be focus on women active the informal sectors of Uganda, Somalia and South Sudan and as a result, three (3) papers will be developed to present the challenges (economic , socio-legal, political and cultural) encountered by these laborers in the identified locations. In addition, the 3 papers will qualitatively reflect the conditions of women in the informal sector by developing case studies on identified women in each country. These studies will reflect their day to day experiences with their customers and the authorities, as well as their general social and political interactions with the various actors (policy makers, among others) in their different contexts. Further to this, the papers will examine the backgrounds of these women in an effort to trace underlying causes for their reliance on the informal sector as their main source of livelihood. Lastly, the papers will also capture the strategies employed on ground to navigate the identified challenges in order to achieve sustainable livelihoods.


As a result, the 3 research papers will allow SIHA to feed into the regional analysis of issues faced by women informal sector workers in the Horn, and will better position SIHA and her member organisations to assist these populations. This will lead SIHA to advocate better, on behalf of this large population for better labour rights and positions within society.


The specific objectives of the research:



  1. Provide a strong analysis and present case studies on the dynamics within the informal sector; how and why it is evolving and how it positions women in 3 contexts with a focus on existing laws, policies and practices, or lack thereof, and details on the various professions of these women.




  2. To document the challenges/opportunities, strategies and coping mechanisms encountered and adopted by women invisible laborers in Uganda, Somalia and South Sudan. While at the same time, looking at the impact of their work on their families and communities against the social, political and cultural challenges.




  3. To explore initiatives undertaken by women activists and informal sector associations to promote economic and social rights of the invisible labourers in the three different contexts. And what effect, if any, it has had on the status and recognition of invisible labourers.




  4. To specifically pin point successful and effective strategies undertaken by these invisible labourer associations and organisations to deal with identified challenges.




  5. To identify the lessons learned from the activities undertaken by the existing women activists and labour associations.




  6. To suggest potential entry points for SIHA, policy makers and donors to support and bring further visibility to groups of invisible labourers in the 3 research locations.



Tasks under the research assignment and expected outputs:



  1. Presentation of detailed research methodology plan to SIHA staff.




  2. Undertake field research and provide transcripts of data and information collected including names, locations and contact details of all interviewees.




  3. Design questionnaires and guidelines for FGDs and share with SIHA team.




  4. Carryout an extensive literature review andidentify similarresearch papersand relevant information recourses.




  5. Produce 3 comprehensive edited research papers, each paper will be between 35 -40 pages long inclusive of reference lists. The researchpapersshould incorporate all the areas detailed under the specific objectives of the assignment.




  6. Provision of clear and concise recommendations based on the documented findings. These recommendations are subject to review by the SIHA Programmes team.




  7. Involvement in all review, editing and revision process of the 3research papers.



Timeline for assignment:


· The assignment will commence during the week of 25th -29th July 2016


· The researcher will undertake a total of 28 days to complete the field data collection exercise. 7 days (including travel days) for each location.


· 15 days will be allocated for report development after which SIHA will be provided with a draft for review and comments.


· 1 day will be allocated for SIHA to share an overview of feedback and comments and questions after review of the research draft report.


· 3 days will be allocated for the researcher to incorporate SIHA comments and feedback, after which a final draft will be submitted.

Deputy Country Director – Kampala – PEAS


Who we are
PEAS (Promoting Equality in African Schools) is a UK based charity/social enterprise with a mission to ‘expand access to sustainably delivered, quality secondary education across Africa’. PEAS establishes and operates low-cost secondary schools in Uganda and Zambia in areas where access to quality secondary education is limited due to cost and geographical barriers. PEAS’ interventions are built upon 3 pillars of education impact; Access, Quality and Sustainability. Since opening its first schools in 2008, the PEAS network has grown to 30 schools, and we are currently educating over 13,000 students. What’s more, external evaluations have proven that although PEAS students come from poorer backgrounds and begin secondary school academically behind their peers in other similar schools, they are able make significantly more academic progress by studying in PEAS schools.
PEAS has a small team of about 10 people in London who provide fundraising, programme and management support to the country teams. PEAS has two country offices (a larger one in Kampala, Uganda and a smaller one in Ndola, Zambia), who provide management and programme support and supervision to the school networks. PEAS Uganda has about 50 staff at the Country Office team and over 600 staff working in the network schools. We work in close partnership with the governments of Uganda & Zambia and local communities to help every learner in our schools to gain the knowledge and skills needed to lead a fulfilling and socially responsible life.


The Role

Reporting to the Country Director, the Deputy Country Director of Operations will serve as an integral member of the Senior Management Team (SMT) and will be responsible for delivering organisation wide results on a day-to-day basis.

Child Protection and Gender Officer – Right To Play



JOB SUMMARY:
The Child Protection and Gender Officer reports directly to the Africa Program Manager, and ensures that Right To Play’s commitment towards child protection and gender equality is translated into concrete and measurable actions. The Officer provides technical support on Child Protection (CP) and Gender Equality, guides the mainstreaming of CP and gender equality into program design and proposals, program implementation, monitoring, reporting and supports with capacity development as well as gender equality policy, strategy, advocacy and research.
The Africa CP and Gender Officer works closely with a diverse team of program officers within the Africa Office and provides indirect support to country level Gender Focal Points and Gender Advisors, to ensure that gender equality is strengthened across all areas of program implementation.
The Africa CP and Gender Officer is based in Kampala with occasional travel to Right To Play program countries across Africa.

Job Responsibility #2: Ensuring Effective Gender Equality and Child Protection Practices in All Programs (40%)
• Supports Right To Play country and field teams with the mainstreaming of effective gender equality and child safeguarding and protection practices in program design, development, implementation and evaluation
• Supports the field teams with gender and child protection analyses throughout the project life cycle
• Guides and advises country and field teams with the development of tools to increase the participation of girls and ensure the protection of all children linked to program activities
• Reviews, assesses and updates child protection and gender equality issues across the region, highlighting emerging and recurring issues requiring a response, and makes recommendations on specific actions required.
Job Responsibility #2: M&E, Impact Measurement, Learning, Research and Reporting (20%)
• In collaboration with the Regional MEL Officer, leads the implementation of transparent and accountable mechanisms for monitoring and evaluating progress for the region’s gender equality and child protection programming.
• Works with Monitoring, Evaluation and Learning, and Policy and Advocacy colleagues through a collaborative, cross-organizational process to inform a comprehensive program of research that advances the evidence base for gender equality, child protection and play.
• Contributes to core publications, articles, books and panels to share research results and practice.
• Provides technical inputs on gender equality and child protection issues in the development of all proposals, reports and documents at the regional level
• Assists, as required, in the review of RTP’s gender equality and Child Safeguarding and Protection documentation, policies, procedures and manuals.
Job Responsibility #3: Training and Capacity Building (20% of Time):
• Supports the preparation of toolkits, training manuals and checklists on gender equality and child protection for the Africa Region.
• Supports the training team in organizing workshops on relevant topics that focus on changing knowledge, attitudes and behaviour towards women and girls, men and boys.
• Ensures that the child safeguarding and protection procedures are understood and adhered to by all staff. Identify and satisfy training needs of local staff as well as CPFs to support understanding and implementation of the Child Safeguarding Policy.
• Job Responsibility #4: Advocacy and Partnerships (10% of Time):
• Develops and strengthens core partnerships and networks with key stakeholders in the gender equality and child protection sectors, including regional networks and multi-lateral institutions
• Drives collective advocacy initiatives at the regional level, contributing to policy papers, standards and tools on child protection and gender equality
• Works in partnership with the Policy and Advocacy team to ensure alignment with prevailing external trends and innovation in the fields of gender equality and child protection, while ensuring that program teams across the region adopt best practices.

EDUCATION/TRAINING/CERTIFICATION:
Required (must have):
• Master’s Degree or equivalent in International Development Studies, Gender Studies, Education, or related discipline (e.g. Social Work and Child Protection)


EXPERIENCE:
Required (must have):
• At least 5 years of experience in dealing with issues of gender equality and child protection issues within public institutions, UN agencies and/or the international system
• At least 3 years of working experience at the international level in a similar role.
• Experience in designing development projects and programs with a gender and child protection lens.
• Experience with the monitoring and evaluation of programs with a gender and child protection lens
• An understanding of humanitarian, development, child rights and gender issues that is particular to Right To Play project locations
• Familiarity with and experience in quantitative and qualitative participatory research methods

JOB SUMMARY:
The Africa Communications Officer (ACO) is responsible for the overall development and execution of Right To Play’s internal and external communication strategies across the Africa region: Ethiopia, Mozambique, Tanzania, Burundi, Uganda, Ghana, Mali, Benin, Liberia, Rwanda). This role manages all aspects of communications planning, including media relations, Africa key messaging; print/audio visual materials production, writing, and branding.
The ACO will develop communications and informational materials about Right To Play’s program activities and achievements in the Region to support fundraising and communications efforts at the Field and International level (including success stories, videos, factsheets, communications propocols, social media and applicable photographs), and will assist in building Right To Play’s communication strategy across the Region.
The ACO is responsible for accurate representation of Right To Play and its program activities with all target audiences in the Region including media, funders, government, community leaders and other key stakeholders. Further, the ACO will assist with enhancing the organization’s overall public image in the Region.


PRIMARY RESPONSIBILITIES:

Job Responsibility #1 Communications Planning and Strategy (20%)
1. Develop and implement annual Africa Communications plans, in line with the organization’s global plan, that are designed to maximize program impact, brand awareness, and fundraising goals.
2. Develop and implement a crisis/issues management communication plan, in line with Right To Play International (RTPI), designed to manage issues and crises with minimal brand risk.
3. Ensure that communication plans are in-line with all project grant agreements and reports.
4. Implement communications deliverables as required by project grant agreements and reports.


Job Responsibility #2: Media Relations: (10%)
1. Establish, develop and maintain relationships with international, regional, and country based media, and conduct appropriate media pitching/liaising; including writing media releases, media advisories, and reactive/proactive statements.
2. Serve as spokesperson in Africa for Right To Play when delegated to do so by the Vice President, Africa Programs or the Africa General Manager.
3. Build capacity of spokespeople in the Region to communicate accurately and effectively about Right To Play and its programs – including Country Managers, Project Managers, Project Officers, and Coaches.
4. Closely monitor, track and analyze media coverage for Right To Play and Sport for Development in the Region.
5. Partner with media agencies and local opinion leaders to build their understanding and expertise in leveraging popularity of sport and play based learning.


Job Responsibility #3: Communications/Advocacy Materials Production (35%)
1. Develop an Africa -wide system to produce program success stories, quotes and photographs that are shared with RTPI on a monthly basis for communications and fundraising purposes.
2. Take photographs and write human interest stories, and gather quotes by interviewing staff, children, Coaches and families who benefit from Right To Play’s work and share with RTPI for use in all communications and fundraising materials.
3. Provide training and build capacity designated at Africa Office and Country staff, to deliver usable materials and information to meet RTPI and Africa needs.
4. Establish and develop portfolio of freelancers that can be used for in-region photography and videography. Facilitate hiring of in-region photographers and freelancers as needed
5. Job Responsibility #4: Internal Communications across the Organization (30%)
1. Act as a link between the Africa Office and RTPI to promote a two-way communication and
accountability.
2. Work with RTPI to ensure that all Right To Play products, communications, and actions in the
Region follow brand guidelines.
3. Oversee and approve all merchandise/print orders in the Region before being printed; including
but not limited to t-shirts, signs, etc.
4. Accompany and support high-profile visitors to the Region, while developing and implementing
media strategies for their visit; including preparing background materials, relevant packages, and
team briefings.
5. Act as a “point person” on the playspace intranet and liaise with RTPI and Africa staff on all
content.

III. QUALIFICATIONS**


Education: A degree in communications, public relations, journalism or related fields
Experience and Core Competencies:
• At least seven to ten years of relevant employment experience, preferably in the region.
• Demonstrable experience in developing communication, and media plans and materials.
• Excellent command of written and spoken English, and French
• Comprehensive computer skills; fully conversant with Microsoft Office software and at least one publishing software.
• Excellent written and oral presentation skills and ability to communicate to a variety of audiences, including the media, the public, government officials, NGOs, Right To Play’s affiliates, and others.
• Good knowledge of the NGO, media, and political environment in the region.
• Experience in media relations.

Projects Coordinator – Mbale – Seeds


JOB DESCRIPTION
The Uganda Projects Coordinator works in conjunction with N.E.W. Foundation and a micro finance institution, Seeds’ two project partners in Uganda. S/he will be responsible for supporting the partners in the development of their project/business, training partners in business best practices and technology utilization, managing aspects of the projects related to financial records and reporting, and researching partnership expansion possibilities. This position offers the opportunity to develop project management, field research, and training skills, and it requires a highly motivated, flexible self-starter who can successfully work cross-culturally.


MAJOR RESPONSIBILITIES
I. Project Management and Training
i. N.E.W Foundation, first project: development of an income-generating activity (a tailoring business) with a women’s community group, thanks to a microfinance loan:
• support the project development: coordinating/supervising the tailoring space construction works, the tailoring training and, most importantly, the set-up of the tailoring business
• provide capacity building on business management, provide advice on the organization of the production and other services and on the repayment of the micro-finance loan that they will use to purchase the sewing machines and other materials
ii. N.E.W Foundation, second project: development of Village Savings and Loans Association groups (community based micro-finance approach):
• support the project development: supervise the quality of the local coordinator’s work, measure the social impact of the developed microfinance groups, evaluate options of program’s growth
• provide capacity building on records keeping and financial management of the project
iii. Microfinance Institution, third project: support of (a) microfinance institution(s) (Credit Cooperative):
• provide capacity building for the MFI staff (financial management, clients’ protection principles, loan recovery management, IT tools development, etc),
• conduct an informal audit related to all departments/sections of the MFI
• conduct a study on the social impact of the work of the MFI and support the MFI in the implementation of best practices in that field,
• other needs depending on the MFI needs of the moment and the availability and background of the volunteer
II. Research
i. Project expansion: Explore feasibility of new business possibilities, growing existing tailoring business, expanding projects to surrounding villages
ii. Potential new partnerships: explore and identify new potential partners within the microfinance local organizations
iii. Demographic and geographic data: Collect data about the region such as population, district map, and other useful indicators
III. Other activities as required
