Uganda: Program Development Officer


Background


DRC is an International Non-governmental Organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.


In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in the refugee settlements in West Nile (Rhino camps, Adjumani and Kiryandongo settlements).


Purpose


The Program Development Officer is responsible to assist in Program Development in the country program and M&E. The Program Development officer is also responsible for communication and visibility of projects in the Uganda country program.


Key Responsibilities


Program Development and Fundraising


  • Under guidance from the HOP, be responsible for program development, writing concept notes and developing project proposals.

  • Ensure coordination with various components of the program, and receive and collage the information required for projects.

  • Draft proposals in response to relevant call for proposals.

  • Identify new opportunities for program expansion within the strategic priorities of Uganda program.

  • Develop rapport and possibility for partnership with relevant organizations for the longer term cooperation and possible joint programming.

  • Liaise with the Program and support teams for quality enhancement of program development.

Monitoring and Evaluation


  • Be responsible for developing and implementing M&E plan for dedicated projects in Uganda, in coordination with the Head of Program and Area Managers.

  • Influence program development in Uganda with timely feedback based on monitoring and impact reports.

  • Support the M&E Unit in preparing certain reports

Communication and visibility


  • Act as the communication and visibility focal point for Uganda, liaise with Regional Office and HQ on communication and visibility.

  • Keep abreast the Communication and visibility plan for Uganda country program and constantly update it

  • Develop human stories and other printed materials to assist the visibility of projects

  • Regularly update the DRC social media webpage.

Personal Specifications


Essential:


  • Postgraduate in international development and/or humanitarian action with at least 1 year work experience in the field

  • Possess strong analytical and conceptual skills.

  • Fluent in written and spoken English.

Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa Regional Office. For national staff, employment conditions would be in accordance with the Danish Refugee Council’s Terms of Employment for National staff in Uganda.

Background:


The purpose of this consultancy is to establish a baseline measurement for a Livestock Pilot‘s projected objectives, results and indicators. A clear survey methodology, including tools, will also be established for monitoring purposes as well as for use during the endline assessment.


Purpose / Project Description:


Mercy Corps recently launched a Livestock Pilot as part of the agency’s USAID funded Growth, Health and Governance program in Karamoja, Uganda. The goal of the 24 month pilot is to identify interventions that can later be scaled to increase productivity and competitiveness of the Karamoja livestock sector, thereby building resilience capacities (Absorptive, Adaptive and Transformational). With this goal there are three strategic objectives:


SO1: Increase livestock productivity and household incomes


SO2: Improve household food security/nutrition from livestock production


SO3: Lay the foundation for a strong enabling environment for the livestock sub-sector


Resilience, gender and youth will be cross-cutting issues throughout each SO. Also embedded across the SOs is a focus on climate-smart agriculture and sustainable natural resource use, noting the importance of bio-diversity and the critical issues surrounding water resources and use.


Activities are implemented in the Karamoja sub-counties of Kalapata and Loleila in Kaabong District, and Kacheri and Renegen sub-counties in Kotido District, and two sub-counties of Amudat and Karita in Amudat District, and Namalu and Nabulatuk in Nakapiripirit District, as well as in the emerging livestock trading nodes of Moroto, Amudat, Kaabong and Kotido Towns.

Job Summary: The Personal Banker will deliver exceptional sales performance by identifying and meeting customer needs through selling & cross-selling of all Barclays Africa Retail products & services.


Key Duties and Responsibilities:                                                                           


1. Sales to Retail Banking Customers: 50%

  • Actively participate in specific product campaigns by ensuring that the products are explained to customers.

  • Agree, meet and exceed targets for specific sales campaigns.

  • Maintain own sales performance statistics for management information usage.

  • Own and manage personal product & channel sales targets to contribute towards the outlet sales objectives.

  • Refer to the appropriate area of delivery for specialist product help or advice (e.g. Schemes or Home Loans) when uncertain about the product delivery or application process. Respond directly to the customer.

  • Build effective relationships with branch staff to ensure that non-sales staff refer customers to the Personal Banker when they identify a particular product or service need.

  • In integrated branches, build effective relationships with Customer Advisors to ensure that they refer standard customers who become eligible for Prestige products and services.

  • Responsible for complete account opening documentation together with customers and submit to the Branch Manager for review before submitting to operations for processing.

  • Call customers when their accounts have been opened, generate welcome pack letters and send to customers.

  • When selling loans to Retail prestige customers, complete the financial analysis and statement review on customer accounts. Where customers do not meet the minimum criteria, advise the customer, verbally or in writing as the customer requires. Report such denials to the Branch Manager on a daily basis.


2. Provision of Customer Service: 15%

  • Own customer queries and complaints around account opening, loans and card applications and resolve in a timely manner. Escalate any unresolved queries, or queries not resolved in a short period of time to the Prestige Branch Manager.

  • Build relationships with internal service providers (Operations and KYC Helpdesk) to ensure a quick turnaround time of escalated queries and complaints.

  • Guide customers to the appropriate delivery channel to meet their needs e.g. cashiers, drop boxes, ATM etc.

  • Guide customers as soon as cheque books, cards and other account items are ready for collection. Follow up with customers that have not collected the items within a reasonable time.

  • Guide customers as soon as new loans are approved and encourage draw-downs on the new loans.

  • When the branch is busy, walk the queues- resolve quick inquires and direct customers to the correct counters.

  • Restocks merchandising materials (pamphlets, forms) in the Prestige Branch and advise the Branch Manager if supplies are running low.


3. Operational Rigour and Compliance with KYC Requirements: 20%

  • Ensure accuracy of each new account application, loan document, Barclaycard application and bank account mandate change. Personal Bankers are held personally accountable for accuracy and quality of these and supporting documents that they complete and submit.

  • Achieve operational rigour excellence in all aspects of procedures and processes personally undertaken to ensure green audit.

  • Follow the Retail end to end account opening ensuring new accounts are authorized and KYC compliant. Escalate any items that exceed the agreed service level time lines or where there are unresolved KYC requirements, to the Branch Manager.

  • Comply with all general Barclays operational risk & rigour requirements e.g. KYC and anti-money laundering regulations.

  • Occasionally, assist the Branch Manager to open and close cashier tills at the beginning and end of each day.

  • Carry out snap checks as allocated by the Branch Manager.

  • Work in liaison with the Branch Manager/BOM, open and close Cashier tills at the beginning and end of each day.

  • Authorise cashier transactions above their teller limits when called upon.

  • Serve as the cash custodian for the Branch. This involves checking cashier cash levels throughout the day, restocking cashiers or repatriating excess funds, and reordering cash from the external provider based on daily limits as set out.
