Salary: £26,364 – £35,656 net

Job Summary: The Oxfam Public Health Promoter Coordinator will

actively facilitate quality, gender-sensitive, accountable, and impact-focus

public health interventions in Yemen through technical advisory, capacity

building to staff and partners, system/model building on programming, as well

as influencing policy and practice through researches, analysis, networking and

advocacy to concerned stakeholders for the current Humanitarian crisis response

for Yemen.


Key Duties and Responsibilities: 


1. Strategic Planning and

Coordination:

  • Responsible for designing strategies on

    public health interventions for immediate response in

  • Yemen

  • Make sure that the strategy is informed by

    sound analysis, with consultations with teams and concerned stakeholders

  • Ensure that programmes strategies are

    devised in promotion of Oxfam’s values, culture and beliefs

  • Provide strategic advisory support,

    linking up with other offices in Oxfam, and/or with regional bodies and

    associations with Oxfam’s work in Yemen

  • Actively contribute to knowledge building

    and sharing within Yemen and other Oxfam offices

  • Ensure that “lessons learned” from the emergency

    interventions in Yemen is conveyed to the department to influence future

    policies and planning

  • Explore and develop strategic partners

    contributing to quality and scaling up of programmes


2. Project Design and Implementation:

  • Technically support the preparation/

    inception of projects, including recruitment of key PH staff and activity

    planning as required

  • Develop guidelines and tools with teams

    for implementation, and also to ensure compliance with established

    guidelines and standards.

  • Work closely with Oxfam’s partners and

    other stakeholders in monitoring needs and identifying opportunities for

    effective programme actions

  • Offer technical support in designing

    appropriate public health interventions for emergency interventions.

  • Endeavour to ensure a good working

    relationship with support functions.


3. Capacity building for

partner and Oxfam staff:

  • Actively facilitate capacity building for

    team members and our partners to develop stronger Water, Sanitation and

    Hygiene promotion expertise.

  • Coach and support field staff on quality

    programming in collaboration with MEAL staff.

  • Technically matrix management relevant

    field staff.


4. Monitoring, Evaluation,

Review, and Learning:

  • Offer technical support on developing new

    MEAL tools to be used by the team to ensure that relevant information is

    being collected to inform strategy and implementation, and to ensure accountability

    and learning.

  • Advise and support field staff in

    effective on-going monitoring on project outcomes/impacts, and render

    technical advice for fine-tuning plans/modalities where required.

  • Guide on technical standards in operation reports

    (internal/ for donors).

  • Guide the team in planning and analysis in

    the baseline, mid-term review and final evaluations.

  • Ensure project learning is captured, consolidated

    and disseminated.

  • Incorporate best practices in projects,

    and guide program staff on sharing strategies, procedures, successes and

    lessons learnt at national level and if appropriate regional level with

    appropriate partners and within Oxfam.


Qualifications, Skills and Experience: 

  • The ideal candidate should preferably have

    over five years’ experience on emergency WASH programming with Oxfam. This

    includes large scale up (sudden onset)

  • Significant experience in working in

    conflict setting/remote operations

  • Ability to work remotely with team –

    guiding on community mobilisation and PHP

  • Able to influence/negotiate and advocate

    technical options and strategy to donors and team

  • Possess excellent monitoring skills – the

    ability to integrate protection and gender into the response

  • Ability to take initiative and have

    leadership skills

  • Good English written skills

  • Good knowledge and understanding of

    programmatic application of humanitarian mandate and principles is desired

  • Prior experience in working in a fragile

    state is also an added advantage
