About USAID SPRING Project:


Strengthening Partnerships, Results, and

Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded

by the United States Agency for International Development (USAID) to provide

state-of-the-art technical support and facilitate country- led, regional, and

global programs to improve the nutritional status of women and children. The

SPRING implementation team consists of JSI Research & Training Institute,

Inc., Helen Keller International (HKI), The International Food Policy Research

Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG).


Job Summary: The Program Officer (PO) – Micronutrient

Powders will be part of the SPRING/Uganda program team, providing technical support

to the roll-out of the MNP pilot in selected districts. This position will

support the Micronutrients Advisor in the design, implementation, monitoring

and evaluation of the MNP pilot.


Key Duties and Responsibilities: 


·        
Offer

timely technical and logistical support in the development of a training

package for trainers of trainers and community health workers including

relevant influence materials.


·        
Assist

the Program Manager in maintaining a strong working relationship with Ministry

of Health and other members of the Uganda MNP Technical Working Group (TWG)

participating in this pilot.


·        
Oversee

all field operations, ensuring the teams in all locations work together

efficiently.


·        
Maintain

the integrity of the MNP intervention, ensuring close adherence to the

implementation protocol, including all plans for distribution and monitoring of

the MNP. The Program Officer will visit implementation sites regularly during

distribution of MNPs to document and monitor the MNP dissemination in

Namutumba, provide support to local SPRING/Uganda and District staff as needed,

and verify proper documentation and record-keeping.

Manage

the logistics of MNP transport to distribution sites to ensure adequate supply

of MNPs to all sites throughout the implementation.


·        
Support

SPRING/Uganda staff and TWG members in development of a survey tool for use in

Namutumba midline and end line data collection activities.


·        
Oversee

the collection of survey data at two time periods during the study, including

finalizing the survey tool (in collaboration with SPRING staff and TWG

members), hiring and training data collectors, organizing data collection and

entry, and managing data analysis.


·        
Manage

the rigorous qualitative documentation of experiences related to the MNP pilot

in Namutumba district. Data will be collected regularly in the field by

SPRING/Uganda interns, but the Program Officer for MNPs is responsible for

developing and maintaining the data collection process, as well as supervising

the process and ensuring overall data quality.


·        
Circulate

key project information and/or materials to the rest of the SPRING team on a

routine basis, including general project updates on a monthly basis.


Qualifications, Skills and

Experience: 


·        
The

applicant should preferably hold a Master’s degree in nutrition, public health,

statistics, marketing, economics or a related field (preferred).


·        
Excellent

written and oral communications and negotiating skills.


·        
Strong

initiative and self-motivation required, with a commitment to teamwork and

effectiveness within a non-hierarchical, participatory management environment.


·        
Computer

literacy and familiarity with basic word processing and spreadsheet software.


·        
Familiarity

with monitoring and evaluation systems, operations and/or formative research design,

and in the design, implementation, and analysis of quantitative and qualitative

research studies (preferred).


·        
Proven

ability to train staff in data reporting procedures (preferred).


·        
Experience

working in the areas of nutrition and maternal & child health (preferred).


·        
Experience

in social or commercial marketing (preferred).


·        
Demonstrated

use of statistical analysis software (Stata, SPSS, SAS) (preferred).


·        
Demonstrated

use of qualitative data management software (Nvivo) (preferred).
