Operations and Procurement Officer (CCN), South Sudan
Democracy International (DI) seeks a junior/mid- level Operations and Procurement Officer for its election and political processes program in South Sudan, Systems to Uphold the Credibility and Constitutionality of Elections in South Sudan (SUCCESS) project. Through SUCCESS, DI is working to promote effective, inclusive, and accountable governance to inform an increasingly stable South Sudan. The Operations and Procurement Officer will be responsible for the procurement and logistics of all necessary goods and services as well as assist with operations management. The position is based in Juba. Please note that South Sudanese citizenship/nationality is required.
Responsibilities:
The Operations and Procurement Officer’s major responsibilities are as follows:
Develop and maintain efficient and cost effective procurement systems;
Develop and maintain service/contractual agreements necessary for operation or implementation of the program;
Ensure that all local project procurement complies with DI procedures and USAID regulations;
Ensure the effective and efficient reception of goods;
Manage inventory spreadsheet and prepare property purchase report;
Prepare reports reflecting quantity, status, and location of inventory items and provide suggestion to the management about maintenance and repair of inventory item, its disposal, and effective use;
Conduct inventory check on periodic basis;
Assist with preparation of Procurement Plan;
Assist the Finance Director with the program budget and monitor against expenditures, including all service/contractual agreements;
Assist in managing day-to-day operations of Juba office;
Assist with organization of workshops and other project events;
Support the Finance Director to ensure the program remains in compliance with DI and USAID rules and regulations relating to project operations and implementation;
Serve as point of contact for organizations and agencies relating to project operations;
Assist with personnel administration; and
Report to the Finance Director.
Qualifications:
Candidates should possess the following qualifications:
3+ years of relevant experience in procurement/operations management;
Prior USAID experience preferred;
Professional fluency in English required; and
Relevant degree in administration or similar field required.
