About USAID SPRING Project:


Strengthening Partnerships, Results, and

Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded

by the United States Agency for International Development (USAID) to provide

state-of-the-art technical support and facilitate country- led, regional, and

global programs to improve the nutritional status of women and children. The

SPRING implementation team consists of JSI Research & Training Institute,

Inc., Helen Keller International (HKI), The International Food Policy Research

Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG).


Job Summary: The Program Officer (PO) – Industrial Fortification

will be responsible for SPRING/Uganda’s efforts to build on the work that       has been ongoing in industrial

fortification in Uganda, working with the Government of Uganda (GOU) and other

partners  who are engaged in industrial

fortification related interventions to consolidate gains that have been made,

expand the high impact interventions and strengthen systems for uptake of such

interventions at national, regional, district and community levels.


Key Duties and Responsibilities: 


·        
Technically

support the NWGFF in coordinating national fortification efforts including

developing an annual plan, strengthening capacity to build a membership

network, strengthening    capacity to use

data to monitor the national fortification plan, and advocating for support and

resources to institutionalize – the NWGFF.


·        
Work

closely with the Ministry of Health, NWGFF, and UNBS to strengthen the quality

control system for industrially fortified foods.


·        
Work

with the Private Sector Foundation Uganda and industries to ensure compliance

with mandatory fortification including documenting progress in implementation

of food fortification, challenges encountered, lessons learned and new

approaches for improvement to adherence to mandatory fortification.


·        
Technically

support SPRING/Uganda in exploring options for the fortification of maize flour

and other foods as determined by GOU and backed up with evidence.


·        
Actively

participate in the identification, recruitment and management of consultants

for industrial fortification related research, design of documents and other

relevant tasks, as necessary.


·        
Working

with Micronutrients Advisor to planning, executing, monitoring and evaluating

of industrial fortification initiatives in the country.


·        
Take

the initiative in identifying and supporting the functionality of private

public partnerships for industrial fortification in the country.Identify,

document and disseminate key success stories on industrial fortification

efforts in Uganda through different platforms including in advocacy meetings.


·        
Work

with the Micronutrients Advisor to represent SPRING/ Uganda in industrial

fortification technical and coordination meetings within the country, region

and in other places as needed.


·        
Support

Ministry of Health and other GOU sectors in mainstreaming fortification into

other nutrition efforts


·        
Work

with the M&E Analysts and the Micronutrients Advisor to support the

Ministry of Health, NWGFF and UNBS in the development, implementation and

utilization of monitoring and evaluation systems for fortification in Uganda.


·        
Work

with the SBCC team and Micronutrients Advisor to support the development and

rolling of a social behavior change communication strategy for uptake of

industrial fortification initiatives in Uganda.


·        
Write

monthly, quarterly and annual fortification reports and submit these in a

timely manner to the Micronutrients Advisor or his/her designee. .


·        
Works

closely with anaemia and micronutrient program officer, MNP program officer,

SBCC program officer and SBCC advisor as well as M&E analysts to promote

harmonious planning, implementation, monitoring and evaluation of broader micronutrient

programs for SPRING/ Uganda


·        
The

Program Officer will also strengthen associations and cooperatives of companies

and industries involved in industrial fortification such as wheat millers

associations, etc.


·        
Carry

out any other responsibilities assigned by the supervisor or his/her designee.


Qualifications, Skills and

Experience: 


·        
The

ideal candidate should preferably hold a Master’s degree in Food Science and

Technology or Food Processing Technology.


·        
Proven

experience in working with food industries.


·        
A

minimum of five years’ professional working experience in fortification and

other related micronutrient initiatives in developing countries.


·        
Proven

ability to problem solve.


·        
Working

knowledge of USAID and familiarity with USAID monitoring and evaluation rules

and requirements.


·        
Proven

coordination and advocacy skills and experience.


·        
Excellent

English language written and spoken communications skills.


·        
Demonstrated

ability to manage multiple tasks, coordinate activities across different partners

and with the government.


·        
Acts

decisively in daily work, and works well in a multi-cultural team environment.


·        
Proven

coaching and mentoring skills.


·        
Must

be authorized to work in Uganda.
