About URC ASSIST Project:


University Research Co., LLC

(URC), a US-based public health organization working in Uganda since 2005, is

implementing the USAID Applying science to strengthen and Improve Systems

(ASSIST) Project which is a five-year cooperative agreement dedicated to

improving health, population and nutrition services through technical support

to service delivery institutions, country Ministries of Health, USAID country

missions, and cooperating agencies.


Job Summary:   The

Monitoring and Evaluation Advisor will be responsible for the daily

implementation of evaluation including work planning, tracking progress towards

objectives, development of data collection instruments and sampling strategies,

on-site research and data collection, supervision of an evaluation team,

writing/ editing required reports, developing/conducting presentations of

findings, and liaising with stakeholders on technical matters. The Advisor will

be part of the USAID ASSIST design and implementation and will plan for and manage

the implementation of existing and new data systems.


Key Duties and Responsibilities: 


1. Leadership and Supervision:

  • Oversee

    and mentor monitoring and evaluation Officers

  • Management

    of research assistant staff conducting data collection and validation

  • Offer

    leadership to the collection and analysis of data and turning it to useful

    information for ASSIST MoH and donors.


2. Monitoring and Evaluation:

  • Work

    closely with the technical team, provide on-site support and management of

    quality improvement information.

  • Support

    the evaluation of current indicator and the identification of new ones

  • Strengthen

    and support both internal and external evaluation processes for USAID

    ASSIST supported projects

  • Monitor

    data entry process and ensure programmes are adequately utilizing the

    USAID ASSIST database.

  • Maintain

    quality monitoring system in USAID ASSIST to enable the generation of

    reports to donors and other stakeholders

  • Ensure

    programme staff are using data collected to make informed and timely

    decisions related to program implementation

  • Take

    overall responsibility in assisting Ql teams both in office and at

    facilities supported in data collection and validation of 25% of the

    Quality Improvement indicators, compilation, analysis, storage and

    reporting.


3. Programme Design and

Development:

  • Offer

    technical oversight in developing and implementing evaluation activities

  • Working

    closely with ASSIST staff, prepare specific logical models, performance

    measurement frameworks, including the collection of baseline data and

    establishing targets and defining objectives, for newly designed projects

  • Work

    in close collaboration with Quality Improvement advisors and officers,

    ensure monitoring and evaluation components are well integrated in the

    design templates


4. Capacity Building and

Training:

  • Support

    USAID ASSIST and partner staff to increase their technical capacity in the

    area of monitoring, evaluation and operational research

  • Technically

    support partners we work with in utilising Quality improvement tools for

    Ql.


5. Reporting Responsibilities:

  • Supports

    the compilation of: Progress Towards Objective Reports, Annual Program

    Reviews, Semi-Annual program Reviews,

  • Represent

    USAID ASSIST and create presentations at professional meetings and

    conferences.

  • Render

    support in the reviewing regular programme reports prepared by programme

    staff for submission to stakeholders.

  • Perform

    any other duties assigned by the supervisor


Qualifications, Skills and Experience: 

  • The

    ideal candidate should preferably hold a Master’s degree in either public

    health, demography, epidemiology, biostatistics or a related field

  • At

    least seven years’ experience and a proven track record in the

    implementation science encompassing health project monitoring and

    evaluation including outcome evaluations, health informatics and

    biostatistics, M&E systems,, research methodology, statistical

    analysis and epidemiological methods.

  • The

    Monitoring and Evaluation Advisor should have proven data management and

    health programming experience and knowledge and usage experience of

    statistical software.

  • Be

    a good team player

  • Possess

    excellent interpersonal skills

  • Possess

    the ability to work in a high profile, fast-paced environment.

  • Excellent

    written and oral communication skills

  • Proven

    ability to review, synthesize information and produce quality reports

  • Proven

    self-starter and ability to work with limited supervision.

  • Flexibility

    to travel on a regular basis.
