About USAID USP Project: 


PATH is seeks to implement an anticipated

United States Agency for International Development (USAID)-funded project

entitled Uganda Sanitation Program (USP). The five year Uganda Sanitation

Program (USP) aims to accelerate sustainable improvement in water and

sanitation access and improve hygiene behaviors in select target districts.


Job Summary: The Private

Sector Development Advisor will offer technical support to PATH international and

its partners through the development, adaptation and application of best

practices in public-private partnerships, marketing and behavior change, and guide

on successful approaches to create sustainable markets for low cost WASH

products for target populations. The Private Sector Development Advisor will

also provide strategic advisory guidance and recommendations to the Chief of

Party and project Team Leaders on leveraging commercial sector investment in

WASH products and services.


Key Duties and Responsibilities: 

  • The

    incumbent will build a vibrant private sector for water/sanitation service

    delivery and indigenous capacity, enhancing participation and encouraging

    accountability through service delivery models which include realistic

    lifecycle costing, provision for O&M, and transparency through the

    decentralization and empowerment of communities and individuals.

  • In

    charge of developing strategy and detailed implementation plan to mobilize

    private sector financing through small loan guarantees including

    networking with micro-finance institutions (MFI). Strengthen public

    private partnership and support the development of commercial oriented strategies

    to ensure appropriate sanitation services at schools and communities.

    Implement a range of best practice efforts to develop and scale up market

    based sanitation products and services in Uganda.

  • Leverage

    GoU financing, particularly seeking MoH and MWE commitment for

    contribution to rural sanitation and hygiene, for potential cost sharing

    of activities and continuation after project completion.

  • Build,

    maintain and engage key stakeholders in government, civil society and

    private sector to develop a plan, focused on formulating necessary

    research and testing to develop a national sanitation marketing strategy.

  • Focus

    on building strong institutions and improved counterpart capacity to

    successfully implement (potentially including the capacity to respond to

    changing contexts and emerging needs with adapted approaches.

  • An

    explicit approach to utilize the private sector’s potential to invest in,

    become more substantial actors, and provide WASH services.

  • Develop

    and implement demand-led, beneficiary driven, implementation of activities

    to demonstrate commitment, ownership, and continuity of the program

    outcome.


Qualifications, Skills and Experience: 

  • The

    incumbent for the USAID USP Project jobs should preferably hold a Master’s

    degree in Business, Management, Economics, Finance, Public Health or

    related field highly preferred.

  • A

    minimum of ten years’ experience in the private sector or providing

    technical assistance to improve private sector performance.

  • Significant

    exposure and experience with WASH and private sector development.

  • Prior

    experience in small and medium enterprise development and/or social

    marketing approaches in support of such development.

  • Past

    experience designing capacity building events and facilitating training

    sessions for a variety of audiences.

  • Excellent

    track record of effective liaison with Ugandan government officials and

    policy makers.

  • Proven

    ability to identify high-value partnerships with the private and public

    sector stakeholders and to leverage private investment.

  • Demonstrated

    ability in the development, adaptation and application of best practices

    in public-private partnerships, marketing and behavior change.

  • Demonstrated

    ability to work collaboratively with, and lead negotiations and reach a

    consensus among several private and public sector stakeholders.

  • Ability

    to work independently and effectively within tight deadlines.

  • Possess

    excellent oral and written communication skills, cultural sensitivity,

    ability to work with people, good judgment and commitment.

  • Excellent

    analytical and communication skills and ability to multitask under

    pressure and yet remain effective and productive.

  • Ability

    to travel to field sites as required by the project.

  • Excellent

    interpersonal skills; ability to work with partners and lead a team.

  • Strong

    computer skills (Word, Excel, Internet, etc.)

  • Experience

    working within Uganda.
