In April 2015, CRS Uganda was awarded a 5 year OVC grant of $38.5 million to implement the Sustainable Outcomes for Children and Youth in Central and West Uganda. The program will improve the health, nutrition, education and psychosocial wellbeing of vulnerable populations, as well as reduce abuse, exploitation and neglect to a minimum of 625,000 children and 101,500 households in 17 districts in central and western Uganda. CRS’ partners include Action for Community Development (ACODEV), African Network for Prevention and Protection against Child Abuse and Neglect (ANPPCAN), TPO Uganda, and Futures Group.Catholic Relief Services (CRS) is looking for a Finance and Compliance Manager who will oversee all financial and compliance matters within the project, including managing the project budget, generating financial reports (including donor reports), tracking expenses, overseeing the administration of sub-awards, managing grants management staff at the Kampala office and supporting staff in district offices.Responsibilities:Leadership and Management
· Ensure application of documented policies and procedures for grants management to ensure effective support and compliance across the project;
· Ensure that a system is in place for regular performance assessment of project finance staff, including providing technical support and opportunities for development.
· Ensure that all financial information is consolidated on time and provided to the COP and Country Representative as appropriate for analysis and dissemination;
· Provide guidance to and overall supervision of the project finance and grants management teams;Financial
· Manage and review the project finance procedures to ensure efficiency and effectiveness;
· Direct the timely and accurate preparation of, and approval of all donor financial reports in respect to accounting, legal and contractual requirements;
· Monitor monthly cash needs ensuring cash requirements of the project and sub-awardees are met;
· Oversee the development and implementation of a plan to minimize the project’s foreign exchange exposure to currency gains and losses;
· Work closely with senior management, subcontractors and implementing partners to develop and monitor annual project budgets and budget updates;
· Perform final financial reviews of sub-award budgets prior to approval.Sub-award and sub-contract management oversight
· Ensure adequate sub-award and sub-contracting development processes, monitoring and management systems are in place to ensure effective and timely issuance, reporting and oversight of all sub-awards/sub-contracts;
· Monitor the effective oversight and support to recipients of sub-awards and sub-contracts by the project to ensure consistent compliance with the terms of their agreements including financial management and compliance with donor regulations;
· Monitor the timely submission of accurate financial and activity reporting by sub-award recipients.Compliance Oversight
· Assess and monitor compliance with institutional and donor policies and procedures through field visits and management report reviews;
· Ensure that regular and comprehensive risk and cost-efficiency analyses are conducted;
· Ensure that the program adheres to USAID requirements including ensuring a robust risk management and fraud reporting system, developing and maintaining a project risk management and issues log, and developing a system for digitizing payments from the projectsAgency-wide Competencies (for all CRS Staff)These are rooted in the mission, values, and principles of CRS and used by each staff member to fulfill his or her responsibilities and to achieve the desired results.· Serves with Integrity

· Promotes LearningSUPERVISORY RESPONSIBILITIES: Finance and Operations Project TeamKEY WORKING RELATIONSHIPS:Internal to CRS: Country Representative, Chief of Party, Deputy Chief of Party, all Country Program staff, Headquarters technical staff.
External to CRS: Officials at USAID, government organizations, representatives from for-profit and other non-profit organizations, representatives of non-traditional public donors including UN, World Bank, and others, and stakeholders.Qualifications:· MBA or Master’s degree from an accredited university in business administration, finance, accounting;
· At least 8 years of relevant experience managing the finances and operations of a project this size and
· At least five years overseeing sub-grants comparable to those under this award;
· Demonstrated exemplary diplomatic, management, communication, and interpersonal skills;
· Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with USAID funding;
· Demonstrated experience in managing donor funded procurements and subcontracts/grants;
· Strong demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills;
· Diverse background in operations, with strong understanding of finance, administration supply chain, human resources, information technology, and business processes;
· Two years of experience working in a developing country, preferred experience working in complex and fluid operating environments;Disclaimer Clause:
