sampling; data preparation, collection, cleaning and management; and developing

About USAID LARA Project:


The Literacy Achievement and

Retention Program is designed to “improve key aspects of reading skills in both

English and three local languages in the early primary grades (Result 1); and

improve the retention of learners in the primary grades (result 2).”   The project seeks to improve retention of

learners in the primary grades through interventions to reduce school-related

gender-based violence (SRGBV) in schools. 

If awarded the contract, NORC will conduct a rigorous impact evaluation,

using experimental and/or quasi-experimental designs, and a performance

evaluation of the project.  The impact

evaluation will include a focus on the impact of reducing school-related

gender-based violence on student retention and literacy test scores.


Job Summary:  The Local Evaluation Coordinator will be part

of NORC’s evaluation team, serving a key coordinating role between the

implementer and evaluator. The incumbent will technically will support the

development of the Impact and Performance Evaluation designs; support the

design quantitative and qualitative research tools; conduct Key Informant

Interviews (KIIs) and Focus Group Discussions (FGDs); and support the senior

evaluators in data quality assessments and analysis.


Qualifications, Skills and Experience: 

  • The

    ideal candidate should preferably hold a Bachelor’s or Master’s degree, or

    equivalent experience in relevant field (education, statistics, research,

    development, economics, etc).

  • A

    minimum of two years’ related experience in project evaluation using

    quantitative and/or qualitative methods in developing countries,

    preferably in Uganda.

  • Prior

    experience working on School-Related Gender-Based Violence (SRGBV)

    projects.

  • Past

    exposure and experience in education projects focusing on literacy.

  • Past

    exposure and experience conducting qualitative interviews (KIIs and/or

    FGDs).

  • Prior

    experience with surveys is an added advantage

  • Past

    experience with USAID is an added advantage.
