Mannya Beef Cattle Farm Development


TERMS OF REFERENCE FOR CONSULTANCY TO DEVELOP A BEEF CATTLE PRODUCTION AND MARKETING ENTERPRISE UNDER FEEDLOT SYSTEM.


INTRODUCTION


COTTON ON FOUNDATION is a philanthropic arm of the Cotton On Group. Cotton On Group is a retail clothing company that was established in 1991 by Nigel Austin in Australia and has a retail footprint of over 1,000 stores globally. The Cotton On Foundation is part of the Cotton On Group’s identity; it is a central part of the Group and was officially established in 2007.


Cotton On Foundation Uganda currently operates in Southern Uganda in the districts of Rakai, Lwengo, and Masaka. Its projects are based on four pillars: Education; Health; Sustainability and Infrastructure. These pillars were derived from the Uganda National Development Plan, United Nations Millennium Development Goals and proposed Sustainable Development Goals and form the basis of every project undertaken by the Cotton On Foundation.


The sustainability pillar implements a number of projects falling within two key result areas: Agriculture and Environment, and Community Development.


The organisation intends to raise part of the funding to its programmes in Education, Health, and Community development locally using its 731 Acres of land in Rakai District. Part of this land has been allocated for the establishment of a beef cattle farm, initially planned to start with 200 heads of cattle, with a potential to expand to up to 1500 heads of cattle.


The Foundation intends to develop a beef cattle enterprise on Feedlot for beef production in order to raise finances for it Sustainability Fund. As such we are looking for the services of a consultant to help in the development of a Beef cattle enterprise in a four phased approach.


Based on the above background, we are soliciting for proposals (Technical and financial) from individual contractors/firms with a proven experience and professional background in beef cattle enterprise management especially in respect to the East African region to undertake the following task(s). Firms/individuals can express interest in some or all of the phases where they feel they have requisite competencies. Interested firms/individuals must have the permission to work in Uganda and demonstrate evidence of execution of similar assignments elsewhere.


Phase 1: Business Planning (15 Days)


Key deliverable is a business plan clearly identifying the following: Strategic focus; Production system (market overview; supply chain analysis; product flows); Operating Plan (functional divisions, cost of production); Strategic review (SWOT analysis, risk management, sustainability strategy); Governance and management (governance structures, business structure, personnel profiles, contractors and advisors, reporting framework); financial projections (funding required, profit and loss, sensitivity analysis); Investment Proposal (funds required, application of funds, investment structure); and Return on funds employed.


Phase 2: Site Plans and Infrastructure Designs (30 Days)


The key deliverables include site survey report; site plans; structural layout; structural designs; and the associated approvals


Phase 3: Stocking, Health, & Nutrition Management (22 Days)


Key deliverables here include: site development, feedstuffs, forage management and conservation plans, ration formulations, feed processing and feeding management, ruminant supplementation for grazing; formulating, making and feeding dry loose licks, blocks, complete grain mixes, water medication and silage. This should also be accompanied by waste management plans for a sustainable beef cattle enterprise.


Phase 4: Market Development (22 Days)


Key deliverables include: Market and marketing environmental analysis, marketing organisation analysis, marketing arrangement analysis and recommendations, product characteristics- analysis & recommendations, competitive strategy, distribution channels, pricing, advertising and promotion, marketing information networks, marketing infrastructure and support facilities analysis and recommendations.


The deliverables identified above are not exhaustive but serve to indicate the scope of the task under each phase. Interested bidders are therefore encouraged to develop their proposals using the above narrative as a guide, but very much drawing from their experience and technical training to propose exhaustive professional requirements under each phase of the task.
