The Norwegian Refugee Council

(NRC) is a non-governmental, humanitarian organization with 60 years of

experience in helping to create a safer and more dignified life for refugees

and internally displaced people. NRC advocates for the rights of displaced

populations and offers assistance within the shelter, education, emergency food

security, legal assistance, and water, sanitation and hygiene sectors.


Norwegian Refugee Council (NRC)

has been implementing projects for Internally Displaced Persons and Refugees in

Northern Uganda, West Nile and South Western respectively, since 1997. Having

smoothly phased-out by end of August 2014 in the North, NRC reopened from

September 2014, to compliment efforts of the Government of Uganda and UNHCR in

supporting the South Sudanese Refugees currently settled in the Districts of

Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, NRC is

implementing integrated projects in Adjumani/Arua refugee settlements.


Job Summary:  The Programme Development Manager is primarily

responsible for the development and monitoring of all projects (or core

competence) in West Nile. The current projects include education,

livelihoods/food security and WASH.


Key Duties and Responsibilities: 

  • In

    charge of developing strategies for Education, Livelihoods, WASH and other

    programmes that may come at national level

  • Actively

    monitor the projects and ensure high technical quality and synergies

  • Prepare/verify

    proposals related to this sector

  • Ensure

    the evaluation, review and quality control of ongoing and completed

    projects are done and in time

  • Identify

    trends in conditions/standards and donor priorities and assess better ways

    to assist

  • Responsible

    for carrying out training and development of staff

  • Ensure

    adherence to the CC tools and handbooks and other NRC policies

  • Build

    and strengthen working relationship and partnerships in the humanitarian

    community and coordinate with authorities at regional and ministry level

  • Responsible

    for providing programme contextual analysis and needs assessment as input

    to Country Strategy and Contingency Plan

  • Accountable

    for development of Programme strategies and Macro LFAs

  • Accountable

    for ensuring programme M&E according to NRCs standards

  • Steer

    local partners’ assessment, selection and capacity building

  • Responsible

    for development of funding forecasts for country programme and grants

    management calendar, including proposals and reporting to donors

  • Accountable

    for grants opening and closure meetings at country level

  • Accountable

    for development of grants proposals and budgets

  • In-country

    representation of NRC

  • Actively

    promote the rights of IDPs/refugees in line with the advocacy strategy

  • Line

    management of project coordinators, M&E staff and other senior program

    staff


Qualifications, Skills and Experience: 

  • The

    ideal candidate for this opportunity should preferably hold a bachelor’s

    degree in Social Sciences, Agriculture, Forestry, Aquaculture or a related

    field

  • At

    least ten years’ experience from working as a senior Project

    Manager/Programme Manager in a humanitarian/ recovery context

  • Past experience in managing food security and livelihoods programs

  • Past

    experience from working in complex and volatile contexts

  • Cone

    competency expertise

  • Documented

    results related to the position’s responsibilities

  • Working

    knowledge about own leadership skills/profile

  • Fluency

    in English, both written and verbal

  • Possess

    a clean valid driver’s license

  • Working

    knowledge and experience of humanitarian context in East Africa

  • Prior

    experience in partnership and capacity building

  • Documented

    results in advocacy work for refugees or IDPs

  • Detailed

    knowledge and understanding of more than one programme (in this context

    livelihoods, education and WASH)

  • All
