Prevention of Online Child Sexual Abuse Consultant


1. Purpose of Assignment


The consultant will undertake the development of an Action Plan to address and prevent online child abuse and monitor the key outcomes and progress as per the targets identified and agreed upon.


2. Scope of Work


  1. Provide technical support and assistance to develop an action plan on prevention of online abuse for August 2015 – March 2016 with clear cut targets and key progress indicators highlighted.

  2. Provide coordination support to the National Working Group in monitoring progress against targets and flag any operational issue for corrective action to accelerate implementation.

  3. Support the Ministry of Internal Affairs to identify communication and training resources available on prevention of online abuse.

  4. Support the Ministry of Internal Affairs to develop relevant IEC materials on the issue of online abuse to be used by all relevant departments , have it approved by the National working Group, JLOS and others and provide UNICEF with a ready to print copy of IEC materials with distribution and dissemination plan.

  5. Support and provide Ministry of Internal Affairs and UNICEF relevant documentation, case studies, and lessons learned, good practices on the Prevention of On -Line abuse interventions for sharing with key GOU/Donor and UNICEF HQ colleagues.

  6. Provide back up support to key sectors and ensure that all policy heads of DPP, units of Uganda Police (Interpol, cyber- crime, CFPU, CIID etc.) are sensitized on prevention of online abuse issues for further dissemination to all key staff by their units.

7.Provide technical inputs along with SAFE team on the proposed baseline/documentation to be undertaken regarding prevalence and knowledge of online abuse in Uganda.


3.****Areas to be Considered


Prevention of online abuse issues are relatively new areas of work in Uganda and will need to be integrated into existing child protection systems as well as getting new partners in government like Uganda Communications Commission, Interpol, Service providers etc. on board.


Thorough knowledge of how systems work, track record in coordination & working with large systems including government is desirable, ability to network with CSO and technical experts on dealing with online abuse, and advocacy skills and capacity to deal with sensitive sexual issues with National partners is essential.


4. Expected Deliverables and time frame


Guidance


  1. Action Plan on prevention of online abuse with key indicators of progress developed and signed off by the Ministry of Internal Affairs.

  2. Quarterly progress submitted on key activities undertaken, gaps identified for policy guidance and action by the Working group.

  3. Soft copies of art work for the IEC materials (to be supplied by UNICEF) developed in consultation with key partners and submitted to UNICEF.

  4. Training/Sensitization of key partners schedule developed in consultation with key partners with clear cut objectives and expected results reflected in the Training Plan.

  5. Quarterly reports on back up support given to key departments and action taken by them

  6. Identification of best practices, lessons learned documented.

  7. Programme annual report submitted by end of the project.

  8. Technical inputs provided to UNICEF on base line survey.5. Tasks End Products/ Deliverables
    Task 1: Action Plan to prevent online sexual abuse of children. Deliverable 1: Action Plan with key indicators of progress developed and signed off by the Ministry of Internal Affairs
    Task 2: Monitor progress against quarterly targets in action Plans. Deliverable 2: Quarterly progress reports presented based on programme progress reports by departments /districts
    Task 3: Support Ministry of Internal Affairs in identification of resource material on prevention of online abuse. Deliverable 3: Soft copies of IEC material developed, training material, manuals , posters brochures identified from other countries and shared with the Ministry of internal Affairs Task 4: Provide technical inputs into TOR for conduct of baseline survey by UNICEF . Deliverable 4: TOR inputs given to SAFE. Task 5: Development of IEC materials and submission to UNICEF for printing.Deliverable 5: Approved art work for products with distribution plan to be given to UNICEF for printing and supply Task 6: Support development of content and training plan on prevention of sexual abuse. Deliverable 6: Training plan developed and monitored quarter wise. Task 7: Provide technical inputs on online abuse to key departments especially those new to child protection issues like Cyber- crimes, Interpol, UCC etc. Deliverable 7: Reports of monthly meetings held with the relevant departments to provide technical and back up support on child online abuse. Task 8: Identify areas of good practice on prevention of online abuse, Deliverable 8: Develop information formats , case study outlines.
    Task 9: Support UNICEF in documentation of case studies and good practices in specific sectors. Deliverable 9: TOR developed and consultant /writer identified and briefed , visits prepared. Task 10: Support UNICEF and Ministry of internal Affairs in Annual Report and development of proposal phase two. Deliverable 10: Annual report prepared and shared with National working group and project proposal developed for second phase by Ministry of Interior based on key lessons learnt

    6.** Desired background qualification and experience and competencies

Education


Master’s degree in Sociology/Social Work and/ or Human Rights degree or training.


Fluency in English and report writing skills essential.


Ability to analyze, advocate and present data to decision makers for action essential.


Experience in addressing and understanding of cyber and online child abuse issues desirable. Familiarity with development and understanding of software platforms and operation of internet required. Computer skills OFFICE essential.


Work Experience


Proven track record in addressing and working with government /non- government child protection systems, relevant background in child justice and familiarity of government systems and way of work on child protection including on line abuse issues.


At least five years of experience in working on large scale child protection issues preferably with Government or large international projects.


Ability to work with senior and field technical teams in government and non -government sectors in Uganda. Knowledge and familiarity of government systems in East Africa useful. 5. Condition:


Consultant will undertake travel to the districts as and when required and requested by Ministry of Interior and all related costs of travel by road /and air and DSA where applicable will be paid by UNICEF.


Consultant will have access to UNICEF SAFE team on a daily basis and will sit in UNICEF premises unless otherwise requested to do so in GOU premises.


The consultant will be paid on monthly basis.
