The Centers for Disease Control and prevention is seeking an individual for the position of Public Health Specialist (Care and Support).
BASIC FUNCTION OF POSITION
Job holder is one of two HIV/AIDS public health specialists responsible for the implementation, coordination, monitoring and evaluation of assigned HIV care and support program activities and report compliance and administrative record keeping with the implementing partners to ensure projects are conducted in accordance with the implementing agreement and that USG funds are appropriately utilized. The job requires public health technical knowledge, results-oriented analytical skills, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and host country ministries responsible for public health and OVC programs that are funded under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in Uganda. Job holder’s duties include technical support, advice and guidance, day-to-day program and administrative management, and coordination and collaboration with colleagues of other agencies and public health entities that administer PEPFAR-funded programs in Uganda. Job holder coordinates funding, report compliance and administrative recordkeeping with the implementing partners to assure projects are conducted in accordance with the implementing agreement and that USG funds are appropriately utilized.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- a. Education
Master’s degree in Public Health or Master’s degree in social sector planning and management with background in any of the following fields; Sociology, Social Work and Social Administration, Behavioral Science, Social Sciences, Child Psychology, and Children’s health care or closely related field required.
- b. Prior Work Experience
Five years mid to senior level public health experience providing support/guidance to regional and/or national level Health or HIV/AIDS care and support programs for children and youth including experience in managing OVC programs or closely related activities, conceptualizing, designing, managing and evaluating care and support interventions for children in countries aimed at improving public health or HIV/AIDS and OVC services, preferably in Uganda.
- c. Post Entry Training
On-going training in CDC or USAID approaches to program design, implementation and reporting. Technical updates focusing on surveillance and activities for OVC, their families and service providers. Computer and other information technology skills training. Training in technical areas related to the prevention, care and support of children highly affected by HIV/AIDS will be provided. Training required will be either online training or off-site training. Job holder must be willing to travel outside of country for training that may be required for this position.
- d. Language Proficiency: List both English and host country language(s) by level and specialization.
Level IV (fluency – speaking/reading/writing) in English is required.
- e. Knowledge
Detailed knowledge of current HIV/AIDS issues, care and support program design, implementation and evaluation is required. Subject matter expert on HIV prevention or palliative care for highly vulnerable children. Broad perspective and thorough knowledge of the principles of community mobilization, public health programs and practice. Familiarity with approaches to strengthen OVC programs in non-formal and/or formal education settings is strongly desired. Knowledge of the roles of N/C/FBOs in Uganda social services is required along with awareness of strategies, methods, processes and techniques used to plan, develop, implement and evaluate these programs in an international setting. Demonstrated knowledge of donor-funded project design, implementation, monitoring, and evaluation and general knowledge of health issues, practices and OVC in Uganda. In-depth specialist knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of care and support programs is required.
- f. Skills and Abilities
Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. Intermediate user level of word processing, spreadsheets and proprietary databases is required. Numerical skills for data analysis are required. Keyboarding skills that include speed and accuracy are required. Skilled in working with OVC Households in PEPFAR relevant OVC Core areas; and ability to acquire or learn OVC legislation, strategic priorities, and technical management and administrative requirements.
SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
