The Danish

Refugee Council (DRC) is a private, independent, humanitarian organization

working on all aspects of the refugee cause in more than 36 countries

throughout the world. The aim of DRC is to protect refugees and internally

displaced persons (IDPs) against persecution and to promote durable solutions

to the problems of forced migration, on the basis of humanitarian principles

and human rights. DRC works in accordance with the UN Conventions on Refugees

and the Code of Conduct for the ICRC and NGOs in Disaster Relief. The

protection and assistance to conflict affected population is provided within a

long-term, regional and rights-based approach in order to constitute a coherent

and effective response to the challenges posed by today’s conflicts. Assistance

consists of relief and other humanitarian aid, rehabilitation, support to

return and repatriation as well as promotion of long-term solutions to

displacement and its causes. In addition, support and capacity building of

local and national authorities and NGOs form an integral part of DRC’s work.


Job Summary: The Shelter and

Infrastructure Manager’s primary function will oversee all Shelter and

Infrastructure projects within DRC Uganda. The incumbent will be responsible to

manage a team of Engineering Officers and Assistants. He/she will ensure that

technical specification for all infrastructure works are in line with DRCs

Infrastructure manual. In addition, he/she will be responsible for complying

with donor and internal DRC reporting and accountability policy and procedures.

The incumbent will be tasked with providing technical assistance and guidance

to the infrastructural works across the country programs.


Key Duties and Responsibilities:  


1.

Project Management, Implementation and Reporting:


·        
Oversee all aspects of shelter and infrastructure

works undertaken by DRC Uganda.


·        
Develop BOQs for infrastructure and shelter

activities according to defined standards.


·        
Monitor all infrastructure projects for quality

assurance.


·        
Build and develop a monitoring scheme which includes

performance and impact indicators for all infrastructures related activities.


·        
Routinely inspect and supervise work for quality

control and compile inspection report.


2.

Coordination and Representation:


·        
Responsible for coordination with stakeholders and

partners.


·        
Ensure project accomplishments according to

specifications and targets.


·        
Mentor, supervise and monitor field based engineers


Qualifications, Skills and Experience:  


·        
The applicant should preferably hold a Bsc in Civil

Engineering from a recognized Institution.


·        
A minimum of five years’ experience preferably with

and an NGO.


·        
Technical skills in Engineering, Project Planning

and Management.


·        
Good management and presentation skills


·        
Ability to use Engineering design software


·        
Ability to work under pressure, culturally

sensitive, and ability to work with minimal supervision
