Summary: Manage Field Monitoring, Evaluation, and Learning Program, including large-scale RCT carried out by IPA, management of M&E innovations and organizational learning, implementing new econometric and statistical analyses for understanding impact, MEL program staff capacity building, and cooperating with M&E partners throughout East Africa.

Position Overview: Village Enterprise is seeking to hire a Director of Monitoring, Evaluation, and Learning who will report to the East Africa Regional Director. This position will be based in East Africa in one of the three Village Enterprise offices in Uganda or Kenya. The MEL Director will work directly with our African and US field staff on projects impacting the people and communities with whom Village Enterprise works in East Africa.


Job Description


MEL Role:


Manage relationship with Innovations for Poverty Action (IPA), external evaluator on impact evaluation;
Manage relations with external evaluation partners for disseminating results of ongoing impact evaluation;
Research new econometric and statistical tools and models for analyzing program impacts;
Identify conferences and journals for submission of research papers, white papers, or posters for presentation to advance organizational learning;
Manage and assess Village Enterprise Business Owner targeting (an ultra-poor targeting process);
Oversee and increase the quality and efficiency of core program and special project monitoring;
Provide performance monitoring data to management and provide recommendations for action based on results of studies and field experiments;
Design and lead special project evaluations, write reports for funders;
Build capacity of staff on data collection, interviewing, data entry, analysis and other tasks as required;
Design new survey tools; quantitative and qualitative


Operations Role:


Assist in the implementation, monitoring and expansion of the Village Enterprise core program;
Attend regular management meetings with in-country staff and US office;
Train trainers, mentor other employees and build capacity in country offices;
Act as a liaison between the Field Operations Team and Development Team in the US.


Qualifications


Qualified Applicants should possess:



Bachelor’s degree in International Development, Development Economics, Agricultural Economics, Statistics, or other applied social science research degree; Master’s degree strongly preferred
3 to 5 years of experience in M&E for International Development, in some cases additional experience will be considered in lieu of advanced degree;
Experience in quantitative data management and data visualization
Qualitative and quantitative evaluation skills
Progressive experience managing teams
International work experience
Experience with quasi-experimental and experimental design for evaluations such as: RCTs, regression discontinuity, difference in difference models
Self-starter who is highly motivated and seeks to find solutions to challenges
Experience with STATA, SPSS, or another statistical analysis software package
Ability to self-manage, take ownership of goals, while still balancing working in a team
Ability to use digital solutions for communications and management across distances
Strong writing and analysis skills, particularly for report writing for funders and head office
A passion for innovative approaches to poverty alleviation
Strong project management skills and the ability to manage multiple high-priority tasks under tight deadlines


Language: Fluency in English required; Swahili is not required
