The Government

of the Republic of Uganda under the Ministry of Health has received funding

from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support

among other things recruitment of key staff to assist in improvement of the

Health Systems Strengthening (HSS) grant performance. The goals of the Health

Systems Strengthening grant are to:


·        
Strengthen the Procurement and Supply Management

(PSM) system


·        
Support improvements in the Management Information

Systems and Monitoring and          


·        
Support community involvement in the delivery of

health services


Additionally,

the National TB and Leprosy Program (NTLP) is under the department of the

National Disease Control (NDC) in the Ministry of Health. NTLP’s overall

functions are to establish country wide quality diagnosis and treatment

services for TB and Leprosy and to coordinate the implementation of TB and

Leprosy control activities. Under the National Program is a National TB

Reference Laboratory whose functions are; to provide technical guidance to all

TB diagnostic facilities and standardization of Laboratory TB and Leprosy provide

technical supervision and training of laboratory staff on TB and Leprosy

Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up

culture and drug susceptible tests as a national referral facility. It also

supports coordinated drug resistant TB surveillance and technical support roll

out of new laboratory technologies and support their uptake and utilization. It

also carries out operational research activities.


Job Summary:  The Biomedical Laboratory Technologists will

perform laboratory procedures, safety practices and activities that strengthen

the quality management system. The job also requires planning and implementing

capacity building, supervision and mentoring periphery laboratory staff as well

as monitoring the performance and utilization of TB laboratories, Xpert machines

in the country.


Key Duties and Responsibilities: 


·        
Carry out laboratory procedures including sample

reception, processing, analyses, data entry, archiving and shipping in

accordance to approved standard operating procedures


·        
Perform safety procedures as documented in the NTRL

safety manual.


·        
Perform and document quality assurance and quality

control activities within NTRL


·        
The incumbent will perform assigned activities

related to strengthening the quality management system


·        
Plan, monitor, evaluate, report and document

external quality assessment activities organized by NTRL


·        
Compile and send monthly and quarterly summary

reports to the MDR TB Coordinator on newly diagnosed MDR TB patients, MDR TB

patients with follow up culture tests done/results.


·        
Work closely with data managers to ensure timely and

comprehensive updates and reporting in core program performance areas


·        
Take part in National program performance

activities, Coordination meetings, performance reviews


·        
Actively participate in development and dissemination

of new policies, standards, technical and operational guidelines as seen fit by

the NTLP


·        
Actively participate in setting diagnostic and

quality standards for the central and peripheral laboratories


·        
Identify health worker gaps and formulate plans for

capacity building and mentorships of these health care workers based on gaps

identified


·        
Perform any other roles as signed by the Program

Manager or the laboratory management


Qualifications, Skills and

Experience: 


·        
The applicants should hold basic degrees in

Biomedical Laboratory Science,


·        
Possession of a master’s degree in either medical

laboratory sciences or public health or Health Services Management


·        
A minimum of five years’ in a recognized national or

sub-national.


·        
Prior experience in a TB biosafety level 3

Laboratory of at least two years.


·        
Familiarity with MOH and Project reporting

requirements


·        
Broad knowledge and understanding of the MOH current

HMIS tools, TB policies and guidelines. Should have good report writing skills


·        
Excellent communication skills


·        
Well versed with laboratory quality management

systems


·        
Broad knowledge and understanding of TB laboratory

network and infrastructure in the country and health system setting in Uganda.


·        
Laboratory logistics management information system
