The Government

of the Republic of Uganda under the Ministry of Health has received funding

from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support

among other things recruitment of key staff to assist in improvement of the

Health Systems Strengthening (HSS) grant performance. The goals of the Health

Systems Strengthening grant are to:


·        
Strengthen the Procurement and Supply Management

(PSM) system


·        
Support improvements in the Management Information

Systems and Monitoring and          


·        
Support community involvement in the delivery of

health services


Additionally,

the National TB and Leprosy Program (NTLP) is under the department of the

National Disease Control (NDC) in the Ministry of Health. NTLP’s overall

functions are to establish country wide quality diagnosis and treatment

services for TB and Leprosy and to coordinate the implementation of TB and

Leprosy control activities. Under the National Program is a National TB

Reference Laboratory whose functions are; to provide technical guidance to all

TB diagnostic facilities and standardization of Laboratory TB and Leprosy provide

technical supervision and training of laboratory staff on TB and Leprosy

Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up

culture and drug susceptible tests as a national referral facility. It also

supports coordinated drug resistant TB surveillance and technical support roll

out of new laboratory technologies and support their uptake and utilization. It

also carries out operational research activities.


Job Summary:  The Reproductive Health Focal Person will

carry out regular site support supervision visits to individual health units

located within the region to provide training and ongoing mentoring of core

program staff on reproductive health, MCH and program management skills.


Key Duties and Responsibilities: 


·        
Carry out rapid assessments at health facility, to

identity gaps that require capacity building through training or hands-on

skills building, supervision, supply of medicines or health supplies and

equipping.


·        
Regularly mobilize the required support identified;

(RH training or hands-on skills building,


·        
RH supervision, RH medicines or RH health supplies

and RH equipment) targeting the health facilities in need.


·        
Technically support MoH in organizing for the

training or hands-on skills building in target districts/ health facilities.


·        
Support the District authority (DHT and CAO) and the

RH division of MoH to monitor progress in fulfilling set goals/targets in

implementation of RH activities in the districts. For the districts that will

be indicating lack of progress in attainment of set targets for specific RH

indicators, the RH Resource Persons will be responsible for notifying RH

Division of MoH so that the required interventions are put in place to

accelerate implementation, including carrying out outreaches, or community

mobilization and sensitization, or social marketing or even mobilization of the

required human resource.

The incumbent will also support poorly performing

districts in ensuring that they quickly access relevant Reproductive Health

equipment, medicines, and related health supplies including Family Planning

equipment and supplies.


·        
Support districts and health units in identifying

training needs and mobilizing teams to support the needy districts and health

units in accessing critical trainings/ mentorships in the area of Leadership,

Governance and Planning


·        
Responsible for improvement of timeliness and

completeness of reporting on RH-related outputs from health facilities


·        
Perform any other duties as assigned by team leader


Qualifications, Skills and

Experience: 


·        
The ideal candidates should hold an MBChB, Bachelors

of Nursing, or Bachelors Population Health from a reputable university. Post

graduate degree in Population Studies, Demography or Obstetrics and Gynecology

is an added advantage.


·        
A minimum of three years of postgraduate working

experience in a field related to reproductive health (Maternal and child

health) or public health is required.


·        
Prior work experience in implementation of a

Reproductive Health program and experience working in a rural health facility

are of an added advantage.


·        
Computer literacy skills and knowledge is a MUST.


·        
Competences in management, team building skills,

knowledge of policies and guidelines that impact on Reproductive Health are

preferred.


·        
The incumbent must have an in-depth understanding of

the Sexual and Reproductive Health (Maternal health and Family Planning) as

well as adolescent health programming.
