The Central

Corridor Transit Transport Facilitation Agency (TTFA) is a multilateral Agency

established on 2nd September, 2006, formed by an Agreement by the five

Governments of the Republic of Burundi, the Democratic Republic of the Congo

(DRC), The Republic of Rwanda, The United Republic of Tanzania and the Republic

of Uganda. The TTFA was formed in recognition of the right of landlocked

countries (LLC) to transit trade as declared under specific United Nations

General Assembly Resolution 56/180 on particular needs of Landlocked Developing

Countries from which other declarations and action programmes evolved.


Job Summary: The Executive

Secretary who should be a senior specialist of outstanding competence and

experience in the field of transit transport and will be responsible for the

execution of all the tasks entrusted to the Secretariat. S/he will organize the

practical day-to-day management of the Articles of the AGREEMENT and its

Schedules, Annexes and Protocols and s/he will ensure the coordination of

implementation of all decisions and resolutions made by the Interstate Council

of Ministers, Executive Board, STACON and STAREP.


Key Duties and Responsibilities:   The Executive Secretary performs some or all of the

following:


·        
Ensure effective overall management and supervision

of the agency’s’ activities


·        
Oversee the formulation of policy proposals for

consideration by the Board of Directors in relation to physical and financial

functions of the Agency:


·        
Interpret policies laid down by the Executive Board

and issue internal regulations and procedural instructions accordingly.


·        
Ensure that the Agency’s activities conform with the

applicable laws and reputations.


·        
The incumbent will act as main advisor to the Board

of Director on all aspects of the organization’s activities


·        
Be the final authority for management decisions

within the Agency


·        
Foster effective team work between the Board and the

Executive Secretary and between the Executive Secretary and staff


·        
Act, as a spokesperson for the organization


·        
Conduct official correspondence on behalf of the

Board as appropriate and jointly with the Board when appropriate


·        
Represent the organization at regional and

international activities to enhance the organization’s profile


Operational

Planning and Management:


·        
Develop an operational plan which incorporates goals

and objectives that work towards the strategic direction of the organization


·        
Ensure that the operation of the organization meets

the expectations of its clients, Board and Funders


·        
Manage the efficient and effective day-to-day

operation of the organization


·        
Draft policies for the approval of the Board and

prepare procedures to implement the organizational policies; review existing

policies on an annual basis and recommend changes to the Board as appropriate


·        
Ensure that Member States, personnel, client, development

partners files are securely stored and privacy/confidentiality is maintained


·        
Provide technical support to the Board by preparing

meeting agenda and supporting materials


Program

Planning and Management:


·        
Manage the planning, implementation and evaluation

of the organization’s programs and services


·        
Ensure that the programs and services offered by the

organization contribute to the organization’s mission and reflect the

priorities of the Board


·        
Actively monitor the day-to-day delivery of the

programs and services of the organization to maintain or improve quality


·        
Manage the planning, implementation, execution and

evaluation of special projects


Human

Resources Planning and Management:


·        
Recommend to the Executive Board staffing level

requirements for organizational management and program delivery


·        
Ensure that of the human resources policies,

procedures and practices including the development of job description for all

staff are in place and that they are implemented effectively.


·        
Establish a positive, healthy and safe work

environment in accordance with all appropriate legislation and regulations


·        
Recruit, interview and select staff that have the

right technical and personal abilities to help further the organization’s

mission


·        
Ensure that all staff receives an orientation to the

organization and that appropriate training is provided


Financial

Planning and Management:


·        
Manage the preparations and prepare annual budget

for the Agency and submit to the Executive Board for approval.


·        
Work with the Board to secure adequate funding for

the operation of the organization


·        
Ensure that all the Agency’s financial transactions

are authorized and controlled in accordance with agreed procedures and that

proper internal controls are maintained.


·        
Regularly review, actual performance of plans vis a

vis budget and submit to the Board


·        
comprehensive reports including the periodical

revenues and expenditure of the organization


·        
Safeguard the Agency’s assets and ensuring the

sustainability of the Agency.


Qualifications, Skills and Experience: 


·        
The ideal candidate should hold an advanced

university degree (Master’s degree or equivalent) Transport, Economics, MBA or

related field. Ph.D in economics or related field is desirable. A first-level

university degree in combination with qualifying experience may be accepted in

lieu of the advanced university degree.


·        
At least fifteen years (or over seventeen years for

candidates with a first level university degree) of progressively responsible

experience in transport economics, financing for development, or related field.


·        
Significant experience in programmatic activities in

an international, regional or multicultural institution highly desirable.

Research and analysis in any of the above-mentioned fields as demonstrated

through authored, peer-reviewed publications is desirable.


·        
Demonstrated experience in establishing and

maintaining professional networks is desirable.


·        
Work experience in the Africa is an asset.


·        
Language: Knowledge of

English both oral and written is an added advantage.


·        
Adaptability:


·        
Demonstrate a willingness to be flexible, versatile

and/or tolerant in a changing work environment while maintaining effectiveness

and efficiency.


·        
Professionalism:


·        
Knowledge of the transport sector, trade

facilitation, logistics and substantive fields of economic and social

development, financing for development, or related area.


·        
Ability to produce analytical reports and papers on

technical issues and to review and edit the work of others.


·        
Demonstrates high-level managerial and programmatic

competence.
