The Government

of the Republic of Uganda under the Ministry of Health has received funding

from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support

among other things recruitment of key staff to assist in improvement of the

Health Systems Strengthening (HSS) grant performance. The goals of the Health

Systems Strengthening grant are to:


·        
Strengthen the Procurement and Supply Management

(PSM) system


·        
Support improvements in the Management Information

Systems and Monitoring and          


·        
Support community involvement in the delivery of

health services


Additionally,

the National TB and Leprosy Program (NTLP) is under the department of the

National Disease Control (NDC) in the Ministry of Health. NTLP’s overall

functions are to establish country wide quality diagnosis and treatment

services for TB and Leprosy and to coordinate the implementation of TB and

Leprosy control activities. Under the National Program is a National TB

Reference Laboratory whose functions are; to provide technical guidance to all

TB diagnostic facilities and standardization of Laboratory TB and Leprosy provide

technical supervision and training of laboratory staff on TB and Leprosy

Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up

culture and drug susceptible tests as a national referral facility. It also

supports coordinated drug resistant TB surveillance and technical support roll

out of new laboratory technologies and support their uptake and utilization. It

also carries out operational research activities.


Key Duties and Responsibilities: 


·        
Update and keep NTLP database on TB and Leprosy.


·        
Receive, Enter, Analyze and generate quarterly

feedback reports on TB, TB/HIV and Leprosy


·        
Offer timely feedback to the National Program team and

TB/leprosy regional officers


·        
Steer integrating TB /Leprosy reporting system into

DHIS 2


·        
Prepare and submit Quarterly Progress updates for

sharing in the National performance review meetings and TB /Leprosy Stakeholder

meetings to support the M&E data need for MOH and funder reporting


·        
The Data Manager will render support in M&E in

Coordinating any update in Reporting and recording tools to suit needs and

required standards


·        
Periodically collect relevant performance related

information and reports for the program from different partners to support

National program performance and updates


·        
Support data analysis management activities in

Program operational research activities


·        
Assist the M&E Officer in compiling quarterly

biannual and annual reports


·        
Support and participate in data audit and quality

activities of the program


·        
Responsible for proper safe keeping and archiving of

the program data while following the right channels of authorization before

sharing any data


Qualifications, Skills and

Experience: 


·        
The ideal candidate should preferably hold a basic

degree in Statistics or MBChB or Nursing


·        
Possession of a Master’s degree in Biostatistics or

Epidemiology.


·        
A minimum of five years’ experience in a recognized

national or sub-national organization Competent in STATA, Epi-info, Epidata and

Excel


·        
Familiarity with the current HMIS tools


·        
Practical experience in data abstraction, analysis

and report writing.


·        
Excellent communication skills


·        
Additional skills in proposal writing an added

advantage
