Cardno Emerging

Markets USA, Ltd. is implementing a USAID-funded USAID/Uganda Private Health

Support Program (PHS) program which will contribute to establishing a more

viable and cost-effective private sector option for health services in Uganda.

PUS includes three components: 1) expanded availability of health services by

private service providers; 2) increased affordability of private health

services and products; and 3) improved quality of private health sector

facilities and services.


Job Summary:  The Monitoring and Evaluation Assistant will

provide technical assistance to implementing partners (health facilities and

OVC grantees) to manage their data using national M and E tools; verify entered

data to ensure completeness and accuracy, and compliance with the set

standards; enter or upload the USAID/Uganda Private Health Support Program’s

achievements in the USAID Performance Reporting System (PRS) and MEEPP HIBRID

web based systems plus other relevant databases including DATIM.


Key Duties and Responsibilities: 


·        
Offer monitoring and evaluation (M&E) support

and guidance to PNFP grantees in the areas of documentation, data management,

data utilization and reporting; putting emphasis on national M and E systems

including HMIS/DHIS2 and OVCMIS.


·        
Significantly contribute to managing the PNFP

activity data base to facilitate timely production of strategic information to

aid USAID/Uganda PHSP decision making and programming.


·        
Regularly remind the health facilities to compile and

submit health facility HMIS reports and OVC grantees to compile and submit

OVCMIS data to the District Health Offices and Community Development

Offices/Probation offices respectively.


·        
Work closely with the District biostatisticians/HMIS

focal persons to ensure accurate and timely capture of data from supported

health facilities into the District Health Information System II (DHIS2).


·        
Carry out regular validation of data through Routine

Data Quality Assessments from supported health facilities/ organizations that

is prepared/submitted or entered into the DHIS2 and OVCMIS by the district

focal persons.


·        
Take part in the planning and conducting of PNFP

activity performance reviews and provide feedback on program progress to

USAID/Uganda Private Health Support Program staff and grantees.


·        
Actively contribute to the documentation of success

stories, bestI promising practices and lessons for scale up and program

visibility.


Qualifications, Skills and

Experience: 


·        
The applicant should hold a Bachelor’s degree

preferably in B. Stat, BSc (Econ), BSc (Stat), B.
 Quantitative Economics, B. Population Studies or any

other relevant degree. Possession of a higher degree in statistics, social

sciences or public health will be an added advantage.



·        
At least four years’experience in monitoring and

evaluation with substantive knowledge of current HIV/AIDS issues and

familiarity with PEPFAR reporting requirements including an in-depth

understanding of HMIS, DHIS2, HIBRID, DATIM etc.


·        
Excellent organizational and management skills and

the ability to work as a team and respond to deadlines.


·        
Working knowledge and advanced training in M&E

including use of relevant software applications statistical or otherwise.


·        
Broad knowledge and understanding of the M&E

framework including use of the national response to HIV/AIDS.
