The

International Rescue Committee helps people whose lives and livelihoods are

shattered by conflict and disaster to survive, recover, and gain control of

their future. It was created by Albert Einstein more than 80 years and has been

working in Uganda since 1998. It has particularly working in the conflict zones

where tens of thousands of people have been kills and over 1.6 million

displaced. Following a peace agreement in 2006, Ugandans are returning home and

looking to rebuild their lives. The IRC is there to protect women and children

from violence and exploitation by fostering a safe environment and encouraging

education, and is supporting farmers and small businesses, and helping communities

promote peace and long-term development.


About DFID SURGE Project:


IRC, in a

consortium led by a well-respected private sector provider operating in the

International Development context, is applying for funding through a commercial

contract from the UK Department for International Development (DFID) to deliver

DFID’ Strengthening Uganda’s Response on Gender Equality (SURGE). The intended

Outcome is “equal access by women and men to opportunities and a life free from

violence.”


The expected

Outputs are:


Output

3
: Increased access to safe spaces/shelter, legal, health, psychosocial

services and economic opportunities by survivors of gender based violence


It is expected

that part of the programme’s contribution will continue to support Action Aid

and Mifumi to operate the 13 GBV shelters (safe spaces) to provide counselling,

legal, health and economic empowerment services to at least 10,000 survivors of

GBV.


Job Summary:  The Gender Based Violence (GBV) Response

Coordinator will serve as the Output 3 Lead, under the coordination of the

programme Team Leader, will be responsible for ensuring that this component of

the programme achieves its stated objectives. The incumbent will coordinate

with the other components for the overall success of the programme.  The Output 3 Lead will ensure technical rigour

and manage grants to Action Aid and Mifumi to implement a comprehensive GBV

response model.


Key Duties and Responsibilities: 


In the

Inception Phase, the Output 3 Lead will, among other things:


·        
Interrogate the current GBV response model and

develop an effective theory of change that will lead to efficient and effective

delivery of response services to GBV survivors


·        
Manage the development of effective psychosocial

counselling protocols and provide psychosocial services to survivors of GBV


·        
Develop effective protocols for providing temporary

shelter to survivors of GBV, ensuring the intervention “does no harm”


·        
Ensure continued effective functioning of the

existing 13 GBV response centres currently operated by Action Aid and Mifumi


In the

Implementation Phase, the Output 3 Lead will, among other things:


·        
Coordinate the provision of health services and

active referral services for victims of GBV shelters


·        
Steer the provision of innovative legal aid services

both directly and in partnership with other legal aid providers for survivors

of GBV


·        
Ensure that results are in put into the MGLSD’s GBV

information management system


·        
Define a transition process of the shelters to Local

Government ownership during the course of the programme


·        
Provide leadership and direction, define and

implement activities and manage the output activities to achieve the greatest

coverage and impact


·        
The incumbent will manage the output by planning,

monitoring and evaluating output activities in accordance with the project

agreement


·        
Steer progress reviews, the establishment of

workplans, the set-up of performance targets and identifies challenges to

achieve the output objectives


·        
Demonstrated ability to lead diverse staff and

teams, manage performance, foster a positive working environment and manage

issues sensitively and diplomatically


·        
Support project staff by creating and maintaining a

work environment that promotes teamwork, trust, mutual respect, and empowers staff

to take responsibility, thus enabling an environment for high performance.

Consortium and Donor Coordination:


·        
Manage external relations by representing the output

and, when appropriate, the organization in the public and ensuring the

distribution of information about output achievements and lesson learned


·        
Ensure timely, accurate and good quality reporting

to the donor and others.  


Qualifications, Skills and

Experience: 


·        
The applicant should possess a minimum of seven years

of development experience, of which at least 2 in the region – longer

experience in the region, and particularly in Uganda, a strong advantage


·        
Broad knowledge and understanding of the drivers of

Gender-based violence in Uganda and the region, as well as of good practices in

GBV response programmes in the region and across the world


·        
Understanding of the key elements of Gender Equality

and Human Rights (particularly relating to women and girls) and Public Finance

Management


·        
Ability to oversee the measurement and communication

of robust results and impact


·        
Computer and IT literacy i.e. proficient in Word,

Outlook, Excel


·        
Ability to manage a large and varied workload, work

under pressure and meet deadlines


·        
Previous experience in coordinating GBV response

services at County or Sub-county level in Uganda a strong asset


·        
Detailed knowledge and understanding of the

institutional and political context in Uganda is desired


·        
Previous experience working with DFID, or similar

bilateral donors, on commercial contract management is also desired
