poverty and environmental degradation.


About Heifer EADD-II Program:


The

East Africa Dairy Development (EADD-II) is an ambitious five-year program supported

mainly by the Bill and Melinda Gates Foundation and it’s designed to transform

the lives of resource poor farming families through a competitive and inclusive

dairy value chain in Kenya, Uganda and Tanzania. Heifer International as a lead

partner is implementing this project with its consortium partners that include;

The Livestock Research Institute (ILRI), Techno serve (TNS), the World

Agroforestry Centre (ICRAF) and African Breeders Total Cattle Management

(ABS-TCM). Based on the successes and learning of EADD phase one, the project

aims to double the dairy income of 136,000 farming households in Kenya, Uganda

and Tanzania, as well as stimulate income growth for an additional 400,000

secondary beneficiaries by 2018.


EADD

uses the hub model approach – a one-stop shop model towards facilitating access

to inputs and services, training, as well as access to markets for the dairy

farmers. Smallholder dairy farmers buy shares in a milk-bulking and/or chilling

hub where they sell a dependable, quality supply of milk to dairy processors

and receive income in return. They also gain access to bank credit as well as

private goods and services that they need to sustain and grow their dairy

business. This facilitates strong ‘win-win’ linkages between various

stakeholders in the dairy sector.


Job Summary: The Social Capital Development Local Consultants will

support the Production coordinators in the roll out of social capital

development at Producer Organization (PO) and Dairy Interest Group (DIG) level

within a specified cluster in the EADD II Uganda project. The Social Capital

Development Assistant will work directly with the Production Coordinators,

project staff in the cluster and liaise with the Gender and Social Capital

Development Coordinator, for technical guidance and quality control.


Key Duties and Responsibilities:  

  • Conduct capacity needs assessment and plans

    to address identified capacity needs of Producer Organization (PO) and

    Dairy Interest Group (DIG);

  • Coordinate delivery of different trainings to

    Producer Organization (PO) and Dairy Interest Group (DIG);

  • Facilitate participatory self-review and

    planning (PSRP) process at Producer Organization (PO) and Dairy Interest

    Group (DIG);

  • Actively involve other relevant staff members

    in planning and implementation of projects activities at Producer

    Organization (PO) and Dairy Interest Group (DIG);

  • Expeditiously follow-up the implementation of

    Producer Organization (PO) and Dairy Interest Group (DIG) budget in

    accordance with approved budgetary line;

  • Facilitate the procurement of project

    inputs-supplies in accordance with approved Heifer policies and procedures;

  • Identify and support the creative potential

    of Producer Organizations (POs) and Dairy Interest Groups (DIGs) to

    develop appropriate strategies and approaches for interventions at

    household level.

  • The incumbent will facilitate access to and

    effective use of appropriate tools for social capital development at

    household, Dairy Interest Group (DIG) and Producer Organization (PO)

    level.

  • Conduct regular monitoring of social capital

    development activities at household, Dairy Interest Group (DIG) and

    Producer Organization (PO) level.

  • Facilitate and promote collaboration between

    Heifer – EADD II project and other Public-Private development partners at

    all levels  in the Project area;

  • Compile and update data at Producer

    Organizations (POs) and Dairy Interest Groups (DIGs);

  • Strengthen effective communication from the

    at household, Dairy Interest Group (DIG) and Producer Organization (PO)

    level. 

  • Compile and submit monthly reports and

    accountabilities;

  • Perform any other duties and responsibilities

    as may be assigned by the supervisor;


Qualifications, Skills and Experience:  

  • The ideal candidate should hold a Diploma in

    Community Development. Applicants with  Bachelor’s Degrees in Rural

    Sociology/Anthropology and Community Development have an added advantage

  • At least five years’ experience primarily

    working at community based development activities.

  • Project management skills including

    experience of project cycle management and participatory approaches.

    Having project management certification is an added advantage.

  • Knowledge and experience of value chain and

    market system development.

  • Skills and experience working with

    smallholder farmers in undertaking farming as viable and sustainable

    business.

  • Proven ability to plan and ensure the

    implementation of projects, management and report on resources

    effectively.

  • Ability to live and work in a rural setting

    with minimum supervision;

  • Ability to cope with the demand of duties

    which might require extra hours of working;

  • Ability to manage and executing multiple

    tasks;
