Head of Programs NGO Careers - Oxfam







Duty Station: Kampala, Uganda


Oxfam

is an international confederation of 17 affiliates networked together in more

than 90 countries committed to ridding the world of poverty and injustice. To

achieve this, we support local projects in developing countries, we lobby

governments and companies to take into account the interests of the poorest

people and we campaign to involve citizens in our work. We implement our

programs by working with local NGO partners and civil society organizations and

engaging with private sector and governments. Oxfam employs over 6,000 people

worldwide in more than 90 countries. In Uganda, our program is anchored on

three broad themes deliberately focused on Women’s Rights: Resilient

Livelihoods, Governance and Accountability and Humanitarian Preparedness and

Response.


Key Duties and Responsibilities: 


1. Strategic management

and thought leadership: 30%

  • Under the leadership of the CD, leads

    programme strategy development

  • Provide overall strategic and technical

    leadership in the design, development, planning budgeting, and

    implementation and monitoring of the OCS

  • The jobholder will initiate, coordinate and

    lead Oxfam’s ONE Program in Uganda ensuring it delivers on the OCS vision

    and objectives and championing the new ways of working embodied in the OCS

  • Deputise for the Country Director as required

  • Actively participate in the annual budget

    process, leading on the program budget process, and provide ongoing

    oversight of program budgets


2. Lead program

development and delivery: 40%

  • Ensures the delivery of a country program

    with demonstrable impact and is accountable for overall program quality

    and learning

  • Working with the PQ & L Coordinator,

    develop, implement and embed, a knowledge management system, that will

    ensure the sharing of knowledge across the program, other country

    programs, and the broader confederation

  • Manages the development of program and

    project improvement plans, to ensure effective and timely implementation

    of the projects and program

  • Builds strong synergy between development and

    humanitarian programming ensuring that resilient thinking, humanitarian

    planning and as necessary response meet Oxfam standards.

  • Ensures that Women’s rights are protected and

    promoted in all of Oxfam’s work in Uganda

  • Works closely with the program funding

    manager, indentify opportunities for funding to ensure the financial

    sustainability of country programme of Oxfam in Uganda

  • Directs and coordinates external program

    engagement

  • Oversee the partner portfolio, with specific

    reference to the identification of both implementing and strategic

    partners, and building and maintaining these relationships


3. People Development and

Management: 30%

  • Manage the program team to deliver on the

    OCS, providing leadership, Inspiration and guidance and ensuring that the

    management of the team is in line with Oxfam’s HR policies and procedures.

  • The HoP with support from HR, will manage the

    life cycle of individuals within the team from pre-recruitment to exit,

    including performance management processes, and working with HR on issues

    such as disciplinary matters.

  • The jobholder is a key member of the CMT,

    support the Country Director steer organisational learning for effective

    delivery taking into account Oxfam’s new ways of working.


Qualifications, Skills and Experience: 

  • The applicant should hold a Bachelor’s degree

    with at least five to seven five years of related experience

  • Broad working knowledge and experience of

    development programs, humanitarian response and advocacy and campaigning.

  • Working knowledge of capacity building,

    learning and development activities and how to create a learning and

    sharing environment with a strong knowledge management basis

  • Politically astute, with a good understanding

    of key external organisations, how they operate and make decisions, and

    the country development context

  • Commitment to and knowledge of creating a

    partner-led operational environment, with an ability to create an internal

    Oxfam approach that is focussed on developing and supporting partner

    organisations to achieve direct impact and results relating to Oxfam’s

    objectives

  • Knowledge of, and experience in working with

    donors

  • Excellent track record on strong people

    management skills

  • Influencing experience and ability to develop

    organisational networks and associations

  • Experience managing humanitarian and

    development programs

  • Good managerial skills to co-ordinate the

    Uganda program team to deliver on the OCS objectives.

  • Proven ability to coach on the building of

    strong, credible relationships with international and local NGOs,

    government associations, business leaders and communities

  • Excellent inter personal communication

    skills, in written and verbal English, with high impact influencing and

    persuasive skills. Able to use different approaches to achieve

    followership.

  • Ability to adjust to constantly changing

    situations while maintaining focus on delivery and follow-through

  • Proven ability to cultivate knowledge based

    relations with different stakeholders going beyond grant based relations

    (strategic partnerships)

  • Excellent analytical and conceptual thinking

    skills; able to understand complex issues and translate them into simple,

    workable actions and plans

  • Ability to think strategically, work

    creatively, effectively and in an innovative manner

  • Show commitment to Oxfam’s overall aims and

    policies and experience of promoting women’s rights and those of

    marginalised people in all aspects of Oxfam’s work in Uganda.
