Research & Policy Coordinator NGO Jobs - Oxfam



Duty Station: Kampala, Uganda


Oxfam

is an international confederation of 17 affiliates networked together in more

than 90 countries committed to ridding the world of poverty and injustice. To

achieve this, we support local projects in developing countries, we lobby

governments and companies to take into account the interests of the poorest

people and we campaign to involve citizens in our work. We implement our

programs by working with local NGO partners and civil society organizations and

engaging with private sector and governments. Oxfam employs over 6,000 people

worldwide in more than 90 countries. In Uganda, our program is anchored on

three broad themes deliberately focused on Women’s Rights: Resilient

Livelihoods, Governance and Accountability and Humanitarian Preparedness and

Response.


Key Duties and Responsibilities: 


1. Provide advice and

support to the Uganda Program and its partners on advocacy strategy and on

campaigns: 50%

  • The jobholder will support Program Managers

    to prepare Policy Positions and Briefing Papers on key development and

    humanitarian issues and work closely with the Communications and Media

    Officer to ensure production of quality external communication materials.

  • Coordinate with colleagues in the Oxfam

    confederation to share ideas and information about Oxfam’s global

    influencing agenda and support and contribute to the development of

    Oxfam’s global Position Papers, which is reflective of the Uganda’s

    development, political and humanitarian contexts.

  • Manage the development, implementation and

    evaluation of campaigns/advocacy strategies for Oxfam and partners.

  • Support the development and linkage of Oxfam

    and partner’s advocacy work; ongoing and planned, from local, national,

    regional, continental and global platforms and vice versa.

  • Work in liaison with program teams, identify

    ,Initiate and support the building of strategic partnerships with key

    external contacts in the CSOs, private sector, government agencies,

    political entities, educational institutions, diplomatic circles, informal

    groups and the citizenry.

  • Ensure strong and consistent advocacy

    messaging and adherence to the OCS commitments on the issues of women

    rights, youth and pastoralists.

  • Initiate and coordinate the development of a

    clear mapping of the sphere of influence for the thematic areas of the

    OCS.


2. Lead on research for

Oxfam in Uganda: 20%

  • Work closely with program leads and partners,

    advice on areas, which require deeper investigations or studies to inform

    the program implementation design as well as the advocacy agendas of

    Oxfam.

  • Provide leadership in ensuring Oxfam and

    partner’s commission quality and innovative researches and coordinate the

    production process of the study.

  • Compile and keep an up-to-date inventory of

    the contemporary and past research publications and Policy Positions by

    Oxfam, partners, other INGOs, government agencies, private sector

    institutions and other stakeholders.

  • Provide and assess up-to-date information

    including a power analysis about trends in politics, development work,

    humanitarian and citizens engagements and advise on the likely

    implications to Oxfam’s programs


3. Lead on policy

analysis for Oxfam in Uganda: 20%

  • Guide Oxfam and implementing partners on the

    opportunities and risks associated with policy advocacy especially on

    political and governance issues.

  • Provide and assess up-to-date information

    including a power analysis about trends in politics, public policy,

    planned changes to legislation, interpreting this against the backdrop of

    Oxfam in Uganda’s strategy


4. Provide capacity

building on areas of expertise to Oxfam staff and partners: 10%

  • Initiate and support capacity-building

    initiatives of Oxfam program teams and partners in areas of policy

    advocacy, influencing and campaigns.

  • Guide and support program managers to ensure

    they are fully capacitated with relevant and contemporary ideas, tools and

    tactics in the market to take forward the model of integrating advocacy in

    programs across all thematic areas.


Qualifications, Skills and Experience: 

  • The applicant should hold a Bachelor’s degree

    with at least two to five years of related experience

  • Demonstrated ability to critically analyze

    external or independent processes, risks, opportunities and provide

    accurate assessment of the implications to Oxfam program and brand.

  • Excellent skills in political and power

    analysis

  • Good skills and articulate in public

    speaking, media engagement (including new media) and presentation.

  • Proven ability to build and maintain

    connections with external resource persons.

  • Ability to write quality policy briefings and

    position papers.

  • Excellent analytical skills and keen eye for

    details in public policy pronouncements or publications.

  • Skills in developing advocacy and campaigns

    strategies delivered in a multi stakeholder policy reform drives

  • Strong partner management skills

  • High level of interpersonal and communication

    competencies, persuasive capability, diplomatic tact and negotiation

    skills. Able to effectively represent Oxfam in relevant policy spaces.

  • Excellent program management skills

  • Broad knowledge and understanding of external

    contexts and contemporary development especially in the socio economic and

    political environments.

  • Excellent knowledge of gender dimensions and

    issues with capability of conducting quality gender analysis

  • Knowledge of working in and managing

    coalitions, networks and loose groupings

  • Sound Knowledge of government policy

    formulation cycle, processes and structures.

  • Fair knowledge of Uganda’s legal context

    including policy and law formulation processes.

  • Previous experience in civic engagement and

    citizen mobilization.

  • Working knowledge of national, regional and

    international affairs, engagements and process broadly but relevant to

    Oxfam areas of work

  • Knowledge and experience in linking local,

    national, regional, continental and international campaign and advocacy

    issues and opportunities
