The Government

of the Republic of Uganda has received a loan and a grant from the

International Fund for Agricultural Development (IFAD) to finance the Project

for Restoration of Livelihoods in the Northern Region (PRELNOR), and intends to

apply some of the proceeds to recruit staff to implement the project. PRELNOR

will cover the districts of Adjumani, Agago, Amuru, Gulu, Lamwo, Kitgum, Nwoya

and Pader.


The overall

goal of the PRELNOR is: Increased income, food security and reduced

vulnerability of poor rural households in the project area. This will be

through increased sustainable production, productivity and climate resilience

of smallholder farmers with increased and profitable access to domestic and

export markets.


Job Summary:  The Agribusiness and Partnerships Management

Specialist takes the overall responsibility for achieving the project

objectives, outcomes and targets under improved market access sub-component,

and will work closely with other specialists where relevant. The agribusiness

specialist reports to the Project Coordinator.


Key Duties and Responsibilities: 

  • The

    incumbent will be tasked with becoming thoroughly familiar with the

    proposed PRELNOR community, farmer, SME and MSP engagement and

    implementation processes.

  • Establish

    lines of communications and coordinate with all major stakeholders for

    PRELNOR implementation, i.e.local governments, the district farmers

    associations (DFA’s), the traders’ associations like district chambers of

    commerce and industry (DCCI), the UNFEE, the National CCI, the Uganda

    Cooperative Alliance, service providers for technical agriculture

    (including farmer field schools), climate change and business developments

    services and strategic partners) and international development agencies

    delivering similar technical services in the project area.

  • In

    charge of preparing contracts and bidding documents in accordance with

    IFAD and Government of Uganda (GoU) procurement requirements for the

    competitive procurement of project implementing agencies and service

    providers. Prepare memoranda of understanding for partnerships with other

    agencies designated to implement or benefit from specific activities under

    the project.

  • Technically

    support the development of and assist in finalising the AWPB for outputs

    managed by him/her. Ensure that all plans are properly planned,

    implemented and monitored according to specified deadlines and within the

    allocated budget.

  • Develop

    relevant project management guidelines, procedures and operating practices

    for project execution and proactively manage changes in project scope,

    identify potential constraints and devise contingency plans.

  • Finalize

    Training Guidelines based on the provisions contained in the PIM.

  • Identify

    opportunities for community, SME or multi-stakeholder platforms (MSPs) to

    apply or become agents for innovative applications of technical,

    information and communications technologies to improve adoption and/or

    uptake in rural areas; identify potential partners or agencies interested

    in piloting or scaling up such innovations.

  • Establish

    procedures for screening and selecting applications for grants and

    cost-sharing under the Market Infrastructure sub-component.

  • Take

    responsibility for implementation of income generating activities for

    rural youth under Market Linkages sub-component; and oversee and support

    the work of the Sociologist for implementation of youth income generating

    activities under the Livelihoods component.

  • The

    incumbent will support the Monitoring, Evaluation and Learning specialist

    in establishing a monitoring, evaluation and knowledge management system

    for this component of the project and ensure the submission of all

    progress reports on time.

  • Identify

    how best to use the Technical Assistance included in the AWPB and develop

    the terms of reference and most appropriate timelines for use of this

    assistance.

  • Support

    supervision and implementation support missions, mid-term review, and

    project completion report, including analysing project activities and making

    recommendations for improvement and ensuring that agreed recommendations

    are implemented.

  • Perform

    any other relevant task assigned by the Project Coordinator.


Qualifications, Skills and Experience: 

  • The

    agribusiness and partnerships management specialist should hold a Master’s

    degree in agribusiness, agricultural economics, or business management

    from a recognised University / Institution

  • A

    minimum of six years’ experience, including three years in financial

    institutions and/or government/donor programmes and a track record as a

    successful manager and administrator in the Ugandan context.

  • Prior

    experience in rural and/or SME development and in managing a major

    international programme or institution.

  • Demonstrated

    capacity to take on a leadership position with strong managerial skills

    and capacity to manage people and interact with a wide range of private

    sector partners and public sector representatives, as well as managers and

    implementers of large-scale rural / community / SME development programmes.

  • Detailed

    knowledge and understanding of aspects of technical writing to different

    categories of audiences

  • Prior

    experience of working with different stakeholders.

  • Ability

    to bring together various stakeholders for purposes of policy dialogue.

  • Strong

    organizational skills and knowledge of strategic planning.

  • Excellent

    oral and written communication skills in English.

  • Broad

    knowledge and understanding of climate change, capacity building and

    gender issues.

    The International Potato Center (CIP) is seeking a highly competent and dynamic individual to fill the newly created position of Deputy Program Leader to support the management and further development of CIP’s Strategic Program on Resilient, Nutritious Sweetpotato.


    The Center:CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world.     The Strategic Program: The Strategic Program on Resilient, Nutritious Sweetpotato seeks to combat micronutrient deficiency and improve nutrition and livelihoods amongst 15 million food insecure households in Africa, Asia, and Latin America and the Caribbean. The Program currently comprises a dynamic portfolio of over 30 research and development projects in 16 countries. We pay specific attention to gender and poverty aspects of our work and monitor our impacts closely. At this time, the Program seeks to scale up our success to more countries through strategic research and development partnerships.


    The Position: The Deputy Program Leader will report to the Program Leader and will be based in Kampala, Uganda with extensive travel to project countries in particular in Africa. He/she will work closely with project leaders, country managers, and other teams responsible for project management and program development. The position demands expertise in program management, proposal development and technical writing, as well as good technical understanding of agriculture and nutrition in the context of international development.


    Duties and Accountabilities:


    1. Program management (60%)

    2. Support the Program Leader in overseeing implementation and management of the global sweetpotato program portfolio.

    3. Work with Project Leaders and their teams to ensure projects generate high-quality results and contribute effectively to wider CIP and CGIAR objectives. Specifically, support Project Leaders in technical reporting, work planning, partnership management, and during major reviews and evaluations.

    4. Review technical project reports to donors and project partners for technical quality, consistency, and completeness.

    5. Coordinate review of monthly internal project updates and work with Project Leaders and relevant CIP teams to identified and address technical and operational issues that require support.

    6. Coordinate reporting of Program progress to CGIAR Consortium Research Programs and contribute to high-level analysis and synthesis of results for donor forums.

    7. Contribute to the monitoring and annual update of the rolling Program Business Plan.

    8. Program development and resource mobilization (30%)

    9. Support the Program Leader in identifying and responding to opportunities for continued program development and growth, working with CIP’s Resource Mobilization Unit and other relevant CIP teams.

    10. Specifically, support Country Managers and Project Leaders to develop funding proposals, including hands-on support for writing and negotiations with implementing partners. This will often involve extensive travel to project countries.

    11. Publications and communications (10%)

    12. Contribute to technical publications and presentations based on Program research and development as will be agreed with the Program Leader.

    13. Coordinate internal communications within the Program to ensure that project teams are well connected for research and management.

    14. Working with the CIP communications specialists, contribute to external communications about the Program through a wide range of media.

    Selection criteria:


    • PhD degree in a relevant discipline, including agricultural, biological, or social sciences. An equivalent degree with strong experience may also be considered.

    • At least 10 years of management experience in international development, including at least 5 years senior responsibilities in project or program management.

    • Excellent command of program management tools, including up-to-date MLE approaches, business planning, and communications.

    • Excellent proposal and report writing skills with a proven track record of success.

    • Direct work experience in field-based research or development projects, preferably in agriculture. Direct work experience in sub-Saharan Africa is an advantage.

    • Strong understanding of the priorities and approaches of CGIAR research and development programs, in particular of the agriculture and nutrition agenda.

    • Excellent leadership skills that support teamwork and service within complex work relationships.

    • Excellent English written and verbal communication skills are essential. Working proficiency in French is a strong advantage.

    • Ability and willingness to travel extensively, and at times at short notice, to project locations in Africa and other regions.

    Conditions:Employment contract will be for a three-year term (with three months probation period) with the possibility of renewal,subject to availability of funding. The salary will be internationally competitive, paid in US dollars, and commensurate with experience.

    Under the supervision of the Protection Program Manager, the incumbent will perform the following functions:


    Protecting refugees or other persons of concern to SGBP Program and:


    • In the case of partner-referred asylum seekers, such interviews will assist in the determination of whether further HIAS assistance is appropriate.

    • Determining for all cases seen by the Psychosocial Program the most appropriate protection solutions for referred refugee clients.

    • Assist in research, development of training curricula and conduct presentations on a need to basis in line with the psychosocial program goals and objectives;

    • Represent the agency in various forum with a focus on highlighting the plight of Sexual and Gender based Violence clients.

    • Assist in identification and referral of cases for psychosocial assessments, medical assistance and other services and monitoring of the same.

    • Ensuring that the Psychosocial Program maintains correct data on its protection, advocacy and capacity building activities, and its caseloads.

    • Preparing Monthly, Annual Reports and Donor reports on Sexual and Gender based Violence activities and caseloads for submission to the Protection program manager.

    Education: A minimum of a bachelor’s degree in Law from a recognized university, Post Graduate Diploma from Law Development Centre. Master’s degree a plus


    Skills and competencies


    • Computer literacy a must with strong knowledge of ACCESS, EXCEL AND WORD;

    • Ideal candidate should have a keen awareness and a good knowledge of protection issues and the complexities of working on these issues with a refugee population;

    • Strong analytical and report writing skills;

    • Must have at a least 3 years’ experience in providing legal assistance in multi-cultural environment. Experience with refugees plus;

    • At least one year of training experience;

    Job Summary:  The Financial Controller will primarily be

    responsible for financial management of the project and for maintaining all

    project accounts in good order. As head of the finance unit, the financial

    controller will take charge of all matters in the project accounting cycle. The

    project accounting cycle to be overseen by the financial controller starts from

    financial-related inputs in AWPB preparation and budget control, committing

    funds, disbursements and cash flow management in an effective and efficient

    manner, financial reporting to ensuring smooth audits and facilitation for

    supervision missions on all financial management aspects The Financial

    controller will be responsible for expediting all loan management and

    disbursement activities through MoLG systems.


    Key Duties and Responsibilities: 

    • Ensure

      the installation of appropriate accounting/reporting systems to ensure

      that the PMU and especially the Project Coordinator are regularly informed

      of on-going financial status and transactions.

    • Ensure

      timely capture of PRELNOR in the GoU budget yellow book as required by the

      GoU budgeting processes and calendars to be able to access counterpart

      funding.

    • Routinely

      communicate to all implementing partner institutions, service providers

      and districts their financial responsibilities, the funds available and

      how to access it, and the requirements of reporting and record keeping in

      accordance with prevailing government practices which are acceptable to

      IFAD.

    • Make

      sure that all project funds are used in accordance with the conditions of

      the financing agreements, with due attention to economy and efficiency,

      and only for the purposes for which the funds were provided;

    • Ensure

      that all necessary supporting documents, records and accounts are kept in

      respect of all project activities, with clear linkages between the books

      of account and the financial statements presented to the financiers;

    • Ensure

      that designated account and operational accounts are maintained in

      accordance with the provisions of the financing agreement and in

      accordance with the financier’s rules and procedures;

    • Ensure

      that the financial statements are prepared in accordance with

      International Public Sector Accounting Standards as adopted in Uganda;

    • Work

      closely with external auditors to audit the project accounts to meet the

      required submission dates by both GoU and IFAD;

    • In

      charge of handling all documentation and follow up on disbursements from

      the government and IFAD to ensure that releases are not delayed. Ensure

      that funds for project implementation are disbursed in a timely manner to

      enable project interventions to be carried out on time:


    Qualifications, Skills and Experience: 

    • The

      Financial Controller should hold a good Bachelor’s degree in accounting

      from a recognised University / Institution and must be Certified Public

      Accountant duly registered with the Institute of Certified Public

      Accountants of Uganda (ICPAU).

    • A

      minimum of eight years’ experience, including at least four as a financial

      manager or accountant in government/donor programmes or large

      institutions.

    • Excellent

      managerial skills and demonstrated capacity to manage people and interact

      with a wide range of private sector partners and government

      representatives;

    • Working

      knowledge of work planning, budgeting and reporting;

    • Excellent

      quantitative and analytical skills;

    • Computer-literacy

    learners in the primary grades through interventions to reduce school-related

    gender-based violence (SRGBV) in schools. 

    If awarded the contract, NORC will conduct a rigorous impact evaluation,

    evaluation will include a focus on the impact of reducing school-related

    gender-based violence on student retention and literacy test scores.


    Job Summary:  The Local Evaluation Coordinator will be part

    Qualifications, Skills and

    Experience: 


    ·        
    The Assistant Company Secretary should be a

    qualified practising advocate / Company Secretary.


    ·        
    Membership of the Chartered Institute of Secretarial

    and Administrators (ICSA) or Certified Public Secretary is an added advantage.


    ·        
    At least ten years’ experience / out of which 5

    years as Company Secretary in an industrial group.


    ·        
    Computer literacy skills i.e. proficiency in MS

    Office Word/Excel/PowerPoint.


    ·        
    Age: Below 40 years
