CARE International in Uganda seeks motivated and qualified professional to fill the position of Director Finance based in Kampala.
Job summary:
The primary function of the country office (CO) Finance Director is to develop, manage and administer the CO plans for proper recording, documentation, control, monitoring and reporting of financial operations in compliance with CARE policies and donor rules & regulations. S/he provides oversight of the day-to-day financial operations at the CO level and is in accountable for organizing and providing high level quality financial services to the CO programs, projects and units staff. S/he works closely but remotely with various CARE International offices worldwide and with the Regional Management Unit (RMU) in Nairobi. The role will lead intensive daily engagement with CARE’s Shared Services Centre (SSC) in the Philippines, and work closely with CO senior Management to ensure appropriate financial support and resources are available. S/he ensures a partnership is develop and nurtured between the Finance, programme and other programme support units in the CO.
The CO Finance Director role requires very strong accounting and financial management knowledge, analytical skills, attention to detail, ability to work effectively under time pressure, strong financial strategy and forecasting skills as well as very strong business partnering skills with the ability to influence CO senior staff. The Finance Director must be a proactive individual – able to initiate and complete tasks. The role requires a leader and a team player with the ability to provide structured guidance and to ensure that the right priorities are set for the CO finance unit. The person must have proven experience in training finance and non-finance staff and be fully proficient in written and spoken English. The CO Finance Director position is a member of the CO Senior Management Team reporting to the Country Director with dotted line relationships to the SSC and RMU.
Key Responsibilities include:

Quality review and analysis of financial reports to support management decision making in the CO
Ensure proper financial Systems operations, management and accurate CO data processing in the appropriate systems, proper functioning of People Soft operations, workflows, roles and user management; responsible for accounts payable, Treasury and cash functions; ensures that general ledgers, accounts receivables and other modules are proceeded timely and accurately; responsible for data and period closing functions; manages the budgeting and forecasting functions including adaptive planning roles.
Responsible for staff management, development, talent management and Capacity building in areas of financial management for finance and non financial staff in the CO
Compliance and control: leading controller ship and accounting as well as Audit support functions
General CO financial oversight and support through other duties like supporting proposal development processes, CO staff development plans and others.
Minimum Education level required:
· A Masters degree in Accounting, Finance or Business Management, Business administration, BCOM, MBA or equivalent combined with a bachelor’s degree in Accounting, Finance or Business management is required.
· Full membership certificate of professional Accountancy courses like ACCA/CPA is required.
Experience required:
· A minimum of ten years (10) years in a relevant filed of accounting of which at least 3 years must have been as a Finance Director or equivalent senior management level in accounting with responsibility for financial strategy, financial management and supervision of a finance unit’s staff and operations is required
· At least 5 – 7 years Professional work experience in not-for-profit financial, budgeting, accounting, financial reporting, grants/contract management, and business management in developing countries.
· Demonstrated experience with financial troubleshooting, auditing or grant management is required
· Experience with a robust Integrated web based Financial system is required
· Through knowledge of global and Uganda-specific financial and accounting practices and procedures;
Technical Skills required:
· Thorough understanding of financial accounting, reporting and grants and contract management processes
· Knowledge of the policies & procedures of major donors in the development and relief sector;
· Facilitation skills to conduct training sessions for small, medium and large sized groups;
· Solid analytical and problem solving skills.
· Ability to maintain customer focus while handling multiple priorities;
· Ability to quickly learn new systems, processes and procedures and adapt local practices to global standards
· Excellent leadership, coaching and negotiation skills
· Ability to work on teams, work at detailed level and understand the larger picture
· Strong oral and written communication skills in English.
· Proficiency in Microsoft Office and financial software applications
Competences:
· Ability to coach, communicates effectively, build partnerships and make decisions. Planning and organizing the unit work and ability to solve problems. The position require someone with high degree of integrity and accountability and stress tolerance
