Communications and Reporting Officer, Juba, South Sudan


Effective with the release of this position announcement, Winrock International is seeking applicants for the position of Communications and Reporting Officer to be based in Juba, South Sudan as part of the United States Agency for International Development (USAID)-funded Room to Learn South Sudan (RtL) program. The responsibilities, duties, and qualifications are described in the attached position description.

The Room to Learn South Sudan (RtL) program, a five-year cooperative agreement, is funded by the USAID/South Sudan Mission. RtL is being implemented by Winrock International (Winrock), with sub-partners FHI360, Plan International, and Souktel. The USAID RtL program began in 2013 and will continue until 2018.

POSITION DESCRIPTION


POSITION TITLE: Communications and Reporting Officer


PROJECT: Room to Learn (RtL) South Sudan


LOCATION: Juba, South Sudan


GROUP: Civil Society and Education


REPORTS TO:Communications and Outreach Manager


BACKGROUND


Room to Learn South Sudan will offer safe access to quality education for a minimum of one million children and youth, with a special focus on increasing access to the most disadvantaged groups: girls, the disabled, pastoralists, returnees, internally displaced individuals, and others suffering from poor quality, disrupted, unsafe, and/or total lack of access to education. Room to Learn South Sudan will use a community-based approach to rapidly reach out-of-school children with an emphasis on early grade literacy, gender equity, conflict mitigation, and reaching marginalized populations. The project aims to reach one million children, either directly enrolling them in school, improving retention by addressing the quality, safety and relevance of their instruction, or via distance learning, such as radio instruction, for the hardest to reach populations.


POSITION DESCRIPTION


Winrock International RtL Project seeks applications from qualified professionals for the position of Communications and Reporting Officer. This position reports to the Communications and Outreach Manager and will work closely with the Communications and Outreach Manager, technical staff, hub and county teams and partners. The main purpose of this job is to support the Communications and Outreach Manager to develop a communications strategy and to coordinate and ensure the quality of all project communications with an external audience (the public, USAID, beneficiary populations).


The position is based in Juba, but with estimated 35% travel time to the field.


Duties and responsibilities:


Under the guidance of the Communication and Outreach Manager, the Communications and Reporting Officer will:


· Ensure that information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner;



· Coordinate with the Grants Database Administrator to mutually share project implementation weekly updates and other field activities;


· Ensure effective communications, visibility and knowledge management;


· Assist the Communications and Outreach Manager to develop, implement and monitor a project communication and visibility plan, facilitate better understanding among Government as well as international partners about program progress, and adhere to Winrock’s communications and visibility guidelines, and RtL’s branding and marking plans;


· Undertake field visits to gather information and results related to the program;


· Assist all components of the program in producing and documenting a range of program related reports including advocacy and visibility materials;


· Establish and maintain fully operational state-of-art program documentation unit;


· Participate actively in the preparation of Quarterly and Annual reports, and other reports as requested by USAID or RtL;


· Provide high quality editing and formatting for all program related documents;


· Support program staff in organizing and managing field visits, workshops, and conferences as required;


· Prepare and edit press releases, program related progress reports and documents;


· Provide relevant expert services to the project management unit, program components and implementing partners on reporting and communications;


· Under the supervision and guidance of the Communications and Outreach Manager, as required, provide training to RtL staff and partners on digital photography and preparation of briefings on program activities;


· Draft success stories and build the capacity of the RtL staff on how to capture success stories and the basic information required to write a success story;


· Ensure the maintenance of sound filing system and appropriate use and recording of all project experiences, activities and results;


· Perform any other duties assigned by the project management.Qualifications and Background


****Education****: Bachelor’s Degree in Communications, Journalism, English, Marketing, or relevant international development field


****Work Experience****:


· Minimum 5 years of relevant experience designing and managing communications and outreach strategies for complex international development program(s)


· Experience writing program summaries, success stories, press releases, initiating story ideas and placement, and monitoring media coverage


· Experience understanding and following USAID branding and marking requirements for assistance awards


· Experience producing radio programs, including interviews, call-in shows, public service announcements, and long-format programs


· Experience working with social media helpful


****Skills****:


· Native or fluent command of English (written and oral)


· Ability to manage multiple tasks and deadlines simultaneously within a multi-functional, collaborative environment


· Demonstrated motivation and willingness to learn and adapt


· Graphic design (Adobe Creative Suite) and photography experience is an advantage


· Excellent interpersonal and oral communication skills, including ability to interview program participants


· Excellent written communication skills, including ability to craft engaging and informative pieces and edit documents in English


· Computer literacy, specifically in Microsoft Word, Publisher and Excel, is required


· Ability to use media evaluation metrics including basic knowledge of Google Analytics is an advantage



· Previous experience in South Sudan or East Africa, highly preferred
