About USAID SPRING Project:


Strengthening Partnerships, Results, and

Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded

by the United States Agency for International Development (USAID) to provide

state-of-the-art technical support and facilitate country- led, regional, and

global programs to improve the nutritional status of women and children. The

SPRING implementation team consists of JSI Research & Training Institute,

Inc., Helen Keller International (HKI), The International Food Policy Research

Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG).


Job Summary: The Micronutrient Advisor will provide

management of all micronutrient related programming including point of use

fortification with micronutrient powders (MNPs), industrial fortification and

other anaemia control and prevention related programmatic interventions. The advisor

directly supervises the MNP Program Officer, Industrial fortification Program

Officer and Micronutrient and anaemia Program Officer. The advisor also

provides technical support to the nutrition specialists in the implementing

regions.


Key Duties and Responsibilities: 


1.

National Anemia control and prevention program and Nutrition:


·        
Offer

technical support to SPRING/Uganda nutrition specialists working at facility

and community levels in southwestern and east-central Uganda for integration of

high impact nutrition interventions at facility and community levels


·        
Works

in liaison with the Anemia and Micronutrient Program Officer, strategically

identify areas of focus for SPRING/ Uganda


·        
Support

the SPRING/Uganda Food anaemia team to provide support to anaemia working group

to promptly and regularly participate in all planned activities. Therefore,

work with the NAWG and NWGFF and MoH secretariat.


·        
Provide

leadership in monitoring, evaluation and learning aspects of SPRING/Uganda

related national anemia control and prevention programming


2.

Industrial Food Fortification:


·        
Technically

support SPRING/Uganda and government of Uganda in exploring options for

fortification of maize flour and other staple foods as determined by GOU.

Therefore, participate in the UNBS biannual visits to industries for monitoring

GMP, reinforcement of mandatory regulations and the fortification standards.


·        
Advocate

to the GOU, implementing partners, private sector and other agencies for

strengthening the quality control system for industrial fortification.


·        
Provide

oversight role in the documentation and sharing of progress in implementation

of food fortification, challenges encountered, lessons learned and new

approaches for improvement to adherence to mandatory fortification.


·        
Working

closely with the Industrial fortification Program officer, support MoH in

mobilizing members of the NWGFF and its sub-committees for routine meetings,

industrial visits and other learning activities


·        
Write

monthly, quarterly and annual fortification reports and submit these in a

timely manner to the supervisor or his/her designee.


·        
Works

in liaison with the DCOP to examine issues related to food safety in country.


·        
Work

with the DCOP on initiating issues related to harmonization of standards in the

EAC and COMESA.


3.

Point of use fortification program:


·        
Working

with Micronutrient Powder Program Officer and Deputy CoP—Programs, represent

SPRING/Uganda in the national point of use fortification efforts including

developing an annual plan, strengthening capacity to build a membership

network, and advocating for support and resources to institutionalize point of

use fortification program


·        
Actively

participate in the identification, recruitment and management of consultants

for point of use fortification related research, design of documents and other

relevant tasks, as necessary.


·        
Represent

SPRING/Uganda in working with implementing partners, development agencies and

GOU in the design, piloting and documentation of the home fortification program

in the targeted geographic areas in Uganda.


·        
Provide

overall guidance to technical staff working with point of use fortification

program and SPRING/Uganda management team


4.

Program Management and Leadership:


·        
Steer

the development and management of the annual, quarterly and monthly budget for

micronutrient programming in SPRING/Uganda r


·        
Work

in liaison with the DCOP—programs, senior management and micronutrient

technical team to determine the operational needs of the micronutrient program


·        
Analyze

data gathered and propose alternative strategies of program implementation


·        
Compile

monthly and quarterly reports, ensuring statistics are correct and on time


·        
Work

closely with the health teams to design and implement a reporting system to

monitor and evaluate the objectives, indicators and outcomes of the

micronutrient program


·        
Carry

out assessments and contribute to production of proposals for new projects


·        
Work

with technical teams and logistics to procure program supplies within program

budgets


·        
Regularly

update DCOP—programs and management team on progression of programs as per work

plan


·        
Compile

program and assists with development of future programs as needed


·        
Work

closely with local authorities, donor and partner agencies to ensure program

compliance with donor policies and regulations and complementary with other

agencies’ efforts


·        
Work

with the supervisor to support the development of a social behavior change

communication strategy for uptake of micronutrient initiatives in Uganda.


·        
Take

the initiative in identifying and supporting the functionality of private

public partnerships for micronutrient programming (including industrial

fortification) in the country.


·        
Maintain

flexibility to take on added responsibility as and when needed


5.

Human Resources Management
:


·        
Support

the selection and training of qualified anemia control and prevention,

industrial fortification and MNPs t program staff and recommend promotions,

disciplinary action and termination of staff in consultation with the

D/CoP-Programs, CoP and D/CoP—Finance and Operations


·        
Manage

and mentor the Micronutrient and Anaemia program officer, Industrial

fortification technical officer and MNP program officer to ensure their smooth

and effective operations.


·        
Work

in close consultation with D/CoP programs to manage consultants as appropriate.


·        
Ensure

compliance to local labor laws including working hours


·        
Maintain

open lines of communications with all anemia control and prevention, industrial

fortification and MNPs staff


·        
Actively

participate in the identification, recruitment and management of consultants

for anemia control and prevention, industrial fortification and MNPs related

research, design of documents and other relevant tasks, as necessary.


6.

Monitoring, Evaluation and Learning:


·        
Work

closely with implementing partners, GOU and other stakeholders on collecting

relevant information and data for periodic reports to all micronutrient program

elements of anemia control and prevention, industrial fortification and MNPs as

required


·        
Write

and/or update reports on anemia control and prevention, nutrition, industrial

fortification and MNPs as needed


·        
Works

on developing and establishing monitoring and evaluation systems and design

tools for reporting on anemia control and prevention, industrial fortification

and MNPs.


·        
Work

with SPRING/Uganda M&E unit to streamline tools and systems for anemia

control and prevention, industrial fortification and MNPs.


·        
Assist

SPRING/Uganda micronutrient program and M&E teams with data collection,

analysis, and report writing for individual activities or events for anemia

control and prevention, industrial fortification and MNPs.


·        
Works

directly with the D/CoP—Programs on all relevant anemia control and prevention,

industrial fortification and MNPs initiatives


·        
Liaise

with other USAID implementing partners, INGOs, NGOs, research institutions and

academia to consolidate efforts for micronutrient initiatives, results,

innovations and partnerships in Uganda.


·        
Work

with the Strategic Information team to support the GOU, line Ministries,

government parastatals, research institutions, private sector and civil society

in the development, implementation and utilization of monitoring and evaluation

systems for micronutrient programming and uptake in Uganda.


·        
Identify,

document and disseminate key success stories on anemia control and prevention,

industrial fortification and MNPs efforts in Uganda through different platforms

including in advocacy meetings.


7.

Program Representation:


·        
Represent

SPRING/Uganda in anemia control and prevention, industrial fortification and

MNPs technical and coordination meetings within the country, region and in

other places as needed.


·        
Represent

the organization at task anemia control and prevention, industrial

fortification and MNPs force meetings, assessment missions, camp coordination

meetings, UN coordination meetings, INGO coordination meetings as appropriate


·        
Ensure

maximum visibility of the SPRING amongst the implementing partners, GOU and

development partners community


·        
Actively

contribute to the creation of a positive image and overall credibility of the

organization, notably through the application of the organizations Code of

Conduct, ethics, values and stand-point with regard to internal and external

actors


8.

Training/ Capacity Building:


·        
Determine

training needs for anemia control and prevention, industrial fortification and

MNPs staff


·        
Train

anemia control and prevention, industrial fortification and MNPs staff to

increase their responsibilities in order to I build capacity and ensure

sustainability of programs


·        
Advocate

and plan for professional development for anemia control and prevention;

industrial fortification and MNPs 5 staff


·        
As

team leader for micronutrients, coach and mentor anemia control and prevention,

industrial fortification and MNPs technical staff for SPRING/Uganda


·        
Carry

out any other responsibilities assigned by the supervisor or his/her designee.


Qualifications, Skills and

Experience: 


·        
The

ideal candidate should preferably hold a Master’s degree in Nutrition, Public

Health with a first degree in Nutrition, Food Science and Technology or Food

Processing Technology.


·        
Proven

experience in working with food industries, the

private sector, government, health facilities and communities.


·        
A

minimum of five years’ professional working experience in micronutrient

initiatives in developing countries.


·        
Proven

ability to problem solve.


·        
Working

knowledge of USAID and familiarity with USAID monitoring and evaluation rules

and requirements.


·        
Proven

coordination and advocacy skills and experience.


·        
Excellent

English language written and spoken communications skills.


·        
Demonstrated

ability to manage multiple tasks, coordinate activities across different

partners and with the government.


·        
Acts

decisively in daily work, and works well in a multi-cultural team environment.   


·        
Proven

coaching and mentoring skills.
