Hebrew Immigration Aid Society

(HIAS) Africa was established in 2002 as HIAS Refugee Trust of Kenya (HRTK) as

a partnership between local NGOs and HIAS Inc. This was in response to a

critical gap in resettlement case identification for refugees out of Nairobi.

HIAS Africa is registered in accordance with Kenyan, Ugandan and Chad laws and

operates both as a humanitarian service provider and an advocacy voice. Their

major goal is to address the assistance, protection and durable solutions needs

for refugees at heightened risk in Africa, through the provision of direct

psychosocial, social and resettlement services (Kenya and Uganda), as well as

through community outreach and capacity building for partners.


Job Summary:  The Assistant Counseling Psychologist will

render support in managing the operations of a HIAS Uganda field site with

regard to psychosocial assistance and supervise a field team of social workers

and incentive workers;


Key Duties and Responsibilities: 


·        
Render support in the implementation of a coordinated

multi-sectoral psychosocial field office and psychosocial response strategy;


·        
The incumbent will be providing counseling services

and other short term therapeutic services to refugees referred to the office in

individual and group settings;


·        
In charge of carrying out psychosocial/mental status

assessments and prepare related reports; assess refugees in need of psychiatric

care, refer those in need to a psychiatrist and monitor progress;


·        
Work closely with the Legal Officer in the

implementation of a comprehensive child protection strategy ensuring

participation and best interests of the child, care & protection and

realization of child rights;


·        
Work closely with the Counseling Psychologist in the

monitoring, documentation and intervention in SGBV cases;


·        
The incumbent will support the development of

training materials and facilitate internal and external capacity building

activities on a variety of topics, including psychosocial support, SGBV, child

protection and PSN;


·        
In charge of identifying and assessing the

individual needs of refugees at heightened risk and present cases to the

psychosocial panel;


·        
Responsible for overseeing provision of social

assistance as needed;


·        
Ensure up to date record keeping including case

preparation, keeping continuous counseling notes and daily records;


·        
Providing technical support to social workers and

incentive workers in the tracking of individual cases, updating status, case

review, and maintaining client database etc.;


·        
Assist in follow-up and monitoring general case

status and processing of refugee cases and prepare field site’s weekly casework

plans;


·        
Work closely with partner agencies in the provision

of and referral for services and attend stakeholder meetings; and


·        
Ensure services are offered in a professional and

ethical manner and perform other duties as required.


Qualifications, Skills and

Experience: 


·        
The Assistant Counseling Psychologist should hold a

bachelor’s degree in psychology, counselling psychology or its equivalent from

a recognized university. Possession of a Master’s degree is an added advantage


·        
A minimum of two years’ practical experience in

providing counseling services to traumatized individuals (group), preferably in

the NGO sector. Prior experience with refugees is an added advantage;


·        
A year of training experience;


·        
Past exposure and experience in planning and

implementing psychosocial project activities including facilitating individual

and group therapy training;


·        
Previous experience working with children and child

therapy, with good knowledge of child rights and protection;


·        
Broad awareness and detailed knowledge of

psychosocial issues and the complexities of working on these issues with a

refugee population;


·        
Excellent analytical and report writing skills and demonstrated

ability to conduct psychological assessments;


·        
Computer literacy skills with proficiency in

Microsoft Access, Excel and Word;


·        
Group facilitation skills and experience


·        
Good team player with excellent cross-cultural

international skills, proactive and able to work under minimal supervision while

exercising diplomacy, flexibility and assertiveness;


·        
Ability to confront and discuss sensitive issues

with respect and confidentiality


·        
Language: Proficiency in

English and Swahili. Working knowledge of French and other languages as an

added advantage.
