Finance & Administration Manager – Uganda Sanitation Program
Position Overview: CAMRIS currently seeks a Finance & Administration Manager – Uganda Sanitation Program to provide support to USAID’s 5-year Uganda Sanitation Program (USP), which aims to accelerate sustainable improvement in water and sanitation access and improve hygiene behaviors in select target districts. To accomplish that the Awardee shall conduct activities which contribute to following distinct types of outputs: increase household access to sanitation and water services; expand key hygiene behaviors at home, school, and health facilities; and strengthen district water and sanitation governance. It is expected that USP shall be implemented in up to 25 potential focus districts. USP will begin district-based activities in a phased approach. District implementation shall initially begin work in roughly eight districts then incrementally scale-up based on achievement of milestones. USAID wants us to target districts where sanitation coverage is lower, in the western and northern districts.
Duties:
· Ensure compliance and consistency with CAMRIS policies and procedures, as well as compliance with the terms and conditions of USAID contracts and agreements.
· Analyze and present financial reports, budget to actual expenditure information and monthly and annual financial statements in an accurate and timely manner to CAMRIS headquarters (HQ).
· Oversee all financial and project accounting and reporting.
· Maintain records and accounts of daily transactions, ensuring accuracy and completeness of files and supporting documentation to serve as evidence of transactions.
· Prepare and submit reports and required documentation in compliance with local government laws.
· Ensure cost consciousness at the direction of the Chief of Party.
· Provide assistance to program staff and project budget preparation, as needed.
· Process cash disbursements in accordance with financial management policies and established approval levels.
· Assist CAMRIS HQ with monthly yearly reconciliations, VAT reimbursements, inventory lists, etc.
Qualifications:
· Bachelor’s degree with professional certificate or higher in Accounting, Business Administration or Related field.
· A minimum of 10 years of experience in financial management.
· At least 5 years of successful experience overseeing donor-funded technical assistance projects of similar magnitude and complexity in developing countries.
· At least 3 years of successful experience providing administrative support to an international organization, including dealing with procurement, contracts management, and HR related matters.
· At least 3 years of experience in overseeing subawards including construction contracts and/or subgrants.
· Substantial financial management experience managing USG funded awards as well as knowledge of USG policy, procedural and reporting requirements.
Experience with computerized accounting and strong organizational and leadership skills.
