Monitoring, Evaluation, and Learning (MEL) Advisor - Uganda Sanitation Program


Position Overview: CAMRIS currently seeks a “Position title here” to provide support to USAID’s 5-year Uganda Sanitation Program (USP), which aims to accelerate sustainable improvement in water and sanitation access and improve hygiene behaviors in select target districts. To accomplish that the Awardee shall conduct activities which contribute to following distinct types of outputs: increase household access to sanitation and water services; expand key hygiene behaviors at home, school, and health facilities; and strengthen district water and sanitation governance. It is expected that USP shall be implemented in up to 25 potential focus districts. USP will begin district-based activities in a phased approach. District implementation shall initially begin work in roughly eight districts then incrementally scale-up based on achievement of milestones. USAID wants us to target districts where sanitation coverage is lower, in the western and northern districts.


Duties:


· will be in charge of the monitoring, evaluation components of this contract.


· Improve performance and effectiveness as well as to inform planning and management decisions using secondary or first-hand information sources, baseline and end line data collection


· S/he shall develop monitoring, evaluation and reporting (MER) systems. The MER system will include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting.


Qualifications:


· Master’s Degree in Monitoring and Evaluation, epidemiology, biostatistics, statistics, research methods or other closely related discipline and a minimum of five (5) years in M&E for health programs, demonstrating increased level of responsibility, OR a Bachelor’s degree in statistics, biostatistics, social sciences and epidemiology and a minimum of eight (8) years in M&E for health programs, demonstrating increased level of responsibility.


· Extensive formative research, progressive M&E applications, surveys/studies, and evaluations;


· Experience working within Uganda;


· Working with multiple stakeholders, including experience with Government counterparts, will be an added advantage.


· Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences.


· Demonstrated experience in successfully moving evaluation and research findings to program actions.


Strong interpersonal, writing and communication skills.
