The Government

of the Republic of Uganda under the Ministry of Health has received funding

from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support

among other things recruitment of key staff to assist in improvement of the

Health Systems Strengthening (HSS) grant performance. The goals of the Health

Systems Strengthening grant are to:


·        
Strengthen the Procurement and Supply Management

(PSM) system


·        
Support improvements in the Management Information

Systems and Monitoring and          


·        
Support community involvement in the delivery of

health services


Additionally,

the National TB and Leprosy Program (NTLP) is under the department of the

National Disease Control (NDC) in the Ministry of Health. NTLP’s overall

functions are to establish country wide quality diagnosis and treatment

services for TB and Leprosy and to coordinate the implementation of TB and

Leprosy control activities. Under the National Program is a National TB

Reference Laboratory whose functions are; to provide technical guidance to all

TB diagnostic facilities and standardization of Laboratory TB and Leprosy provide

technical supervision and training of laboratory staff on TB and Leprosy

Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up

culture and drug susceptible tests as a national referral facility. It also

supports coordinated drug resistant TB surveillance and technical support roll

out of new laboratory technologies and support their uptake and utilization. It

also carries out operational research activities.


Job Summary:  The Pharmacy Resource Persons serves as the Regional

Focal person for all Pharmacy activities in line with the Uganda Global Fund

Health Systems Strengthening interventions.


Key Duties and Responsibilities: 


·        
The incumbent will support the RPMTs and the

Regional Pharmacist to strengthen reporting and ordering of HIV/AIDs, Malaria

and TB diagnostics and medical supplies and other sector EMHS indicators, using

the existing national structures


·        
Keenly monitor consumption and demand situation for

key medicines and health supplies within the region and provide bimonthly and

quarterly reports on three essential data elements (consumptions,

losses/adjustments, and stock on hand) for HIV/AIDs, Malaria and TB diagnostics

and medical supplies and other sector indicator EMHS


·        
Support health facilities to maintain an up to date

and accurate record system for EHMS through use of the Supervision, Performance

Assessment Strategy (SPAS) and other recommended national strategies.


·        
The incumbent will support initiatives to provide

tools and systems including databases to capture, evaluate and feed information

into national programme decisions regarding good systems and processes for

supply chain management beyond the three diseases currently supported by Global

Fund.


·        
Conduct regular sentinel sites surveillances for the

region and support the updating of regional reports on availability and access

to EHMS.


·        
Support the health facilities to quantify and

develop supply plans for EMHS.


·        
Work closely with the National Drug Authority (NDA)

Regional Inspectors of Drugs to carry out sampling and quality monitoring of HIV/AIDs,

Malaria and TB diagnostics and medical supplies and other medicines in line

with the Global Fund and National Quality Assurance policies.


·        
Offer timely on-site support and capacity building

in the essential components of medicines management.


·        
The incumbent will assist the Regional Pharmacist to

implement strategies for rational use of medicines at district and facility

levels.


·        
Prepare bi-monthly, quarterly and annual reports of

situation of medicines supply and management as will be determined from time to

time.


·        
Perform any other duties as may be assigned by the

team leader.


Qualifications, Skills and

Experience: 


·        
The candidates should hold a degree in Pharmacy from

a reputable university.


·        
Possession of a Post graduate degree in a related

field is of an added advantage.


·        
Applicants MUST also be registered with Uganda

Pharmacy Association.


·        
A minimum of three years of post-internship

experience in managing medicines supply systems.


·        
Prior work experience with the public health sector

is an added advantage.


·        
Broad knowledge and understanding of the Uganda

national health system with good appreciation of pharmaceutical and health

supplies management is a key requisite.
