The Government

of the Republic of Uganda under the Ministry of Health has received funding

from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support

among other things recruitment of key staff to assist in improvement of the

Health Systems Strengthening (HSS) grant performance. The goals of the Health

Systems Strengthening grant are to:


·        
Strengthen the Procurement and Supply Management

(PSM) system


·        
Support improvements in the Management Information Systems

and Monitoring and          


·        
Support community involvement in the delivery of

health services


Additionally,

the National TB and Leprosy Program (NTLP) is under the department of the

National Disease Control (NDC) in the Ministry of Health. NTLP’s overall functions

are to establish country wide quality diagnosis and treatment services for TB

and Leprosy and to coordinate the implementation of TB and Leprosy control

activities. Under the National Program is a National TB Reference Laboratory

whose functions are; to provide technical guidance to all TB diagnostic

facilities and standardization of Laboratory TB and Leprosy provide technical

supervision and training of laboratory staff on TB and Leprosy Diagnosis

Techniques, Confirmation of drug resistant TB and provide follow up culture and

drug susceptible tests as a national referral facility. It also supports coordinated

drug resistant TB surveillance and technical support roll out of new laboratory

technologies and support their uptake and utilization. It also carries out operational

research activities.


Job Summary:  The Finance Focal Person will support the Regional

Performance Monitoring Team through the provision of financial support in all activities

in in line with the Uganda Global Fund Health Systems Strengthening

interventions


Key Duties and Responsibilities: 


·        
Regularly review forwarded vouchers to ensure

implementation adheres to the procedures recommended in the national

guidelines.


·        
Ensure that the existing financial guidelines are

available at implementation level.


·        
The incumbent will also assist staff to improve

financial management and procurement systems and where appropriate carry out

training for staff.


·        
Keenly review and validate financial performance

reports


·        
Undertake physical monitoring of procured items to

ensure that works carried out and goods supplied agree to specification.


·        
Guide the Ministry of Health on possible solutions

to remove bottlenecks.


·        
Support implementers to adhere to the project

financial and accounting procedures and regulations.


·        
Support implementers in preparation and upgrading

project financial management reports


·        
Ensure that implementers adhere to the applicable

financial accounting and reporting standards.


·        
In charge of reviewing, validating and collating

reports from implementers if required. Review and validate the financial

performance reports of districts and other entities receiving grant Funds,


·        
Ensure that simplified Standards Operating

Procedure’ reporting templates are in place to simplify financial reporting.


·        
Support the implementers to improve financial

management and procurement systems and where appropriate carry out training for

staff


·        
Keenly track the status of advances to Implementers

and initiate actions to ensure prompt accountability


·        
Mentor and support implementers’ Accountants in preparing

regular financial Reports


·        
Mentor and support implementers in Maintaining the

Petty Cash Float /Imprest and related Petty Cash Book


·        
Review, validate and collate reports from

implementers to facilitate compilation of a consolidated report,


·        
Perform any other tasks assigned by the team leader.


Qualifications, Skills and

Experience: 


·        
The applicant must possess a degree in a Bachelors

of Commerce, Economics, Statistics, BBA/Accounting or a related discipline from

a reputable university. Hold a post graduate training in accounting and

financial management or the equivalent is of an added advantage.


·        
Possession of professional accounting qualifications

such as ACCA, CPA (U), CPA (K).


·        
A minimum of three years’ experience in the field of

accounting at supervisory level is required. Demonstrable experience with

accounting software is of an advantage.


·        
Proven knowledge and experience as trainer,

instructor or should have prior team leadership hands-on skills.
