World Vision

International is a Christian Relief, Development and Advocacy Non-Government

Organization (NGO) dedicated to working with children, families and communities

to overcome poverty and injustice. We currently work in over 41 districts in

Uganda. World Vision is committed to the protection of children and we will not

Job Summary: The Regional

director for Education provides support and guidance to the NO to ensure that

strategies are in alignment with the regional and global strategy for education

and that education programming is evidence-based, innovative and effective. The

Technical Director, Education will support World Vision in;


·        
Providing sectoral leadership in Education

programming across the region to contribute to child wellbeing.


·        
Providing leadership for the planning, fundraising

and running of the learning center and leveraging for mainstreaming promising

practices throughout the region.


·        
Defining the strategy, standards and enhance

ministry performance aligned to global industry standards.


·        
Oversee resource development for expanding

programming in the sector.


·        
Ensure the World Vision Uganda National Office is

focused on achieving learning outcomes and improving education target #4

through data collection and analysis for better performance.


·        
Manage evidence and learning in Education

programming within a multi sector collaborative approach to enhance child wellbeing.


·        
Lead skills building and capacity development for

Education programming in the region.


·        
Provide guidance and coordination of relevant

initiatives in EAR; ensure projects are implemented according to work plans,

budgets and finances are on track, data is collected, quality standards are

met, appropriate personnel are hired and required reports are prepared.


·        
The LC lead will be the principal institutional

liaison and key representative to external partners at the regional level,

working closely with NO leadership and other regional entities.


·        
The LC lead will champion the foundational approach

for LC operation which is to advance integrated strategy, integrated teams and

integrated learning for child wellbeing.


Key Duties and Responsibilities: 


·        
Steer the development of education sector strategic

guidance and business plan in support of regional strategies and priorities,

and support the alignment of national strategic priorities.


·        
Support in and ensure that National Offices develop

effective Technical Approaches, Programs and Projects appropriate to their

context, aligned with relevant.


·        
Draw strategies, quality standards, and evidence

based project models and with appropriate input from other IM and regional

functions.


·        
Ensure regional technical guidance, NO technical

approaches and Technical programs focus on child well-being through building

resilience, peace, protection and opportunity.


·        
Significantly contribute to development of regional

and global EdLS strategies, priorities and plans ensuring that the priorities

of the region are acknowledged and integrated.


·        
Manage and monitor regional capacity (internal and

external) across NOs to ensure flexible and sufficient capacity is available to

fulfill strategic objectives in the Education Sector.


·        
Contribute cross-functionally to organisational

change management, quality assurance and coordination processes.


·        
Coordinate the activities of the LC.


·        
Provide technical direction to major education

initiatives in NOs in the region.


·        
Contribute to the development of the overall EAR

strategy.


·        
Facilitate scaling up and scaling out of promising

practices in education and integrated programs to maximize child wellbeing

outcomes.


2.

Technical and Operational: Enhance Ministry Performance:


·        
Ensure the provision of technical support in the

development, adaptation and scaling up of specific project models and

approaches that contribute to specific child well-being outcomes.


·        
Provide tailor made technical support to major

initiatives (such us the education transition initiative) and projects in the

region.


·        
Significantly contribute to overall program quality

and impact through supporting innovative strategies and partnerships and ensure

integration of key cross cutting themes by working closely with other sectors.


·        
Coordinate well-planned integrated approaches to

building skills and expertise in NOs.


·        
Ensure support to NOs are part of overall OCPs and

aligned to PST mechanisms for greater impact.


·        
Ensure the provision of advice and guidance to

National Offices in drafting and submitting proposals in alignment with their

strategy.


·        
Manage the development of multi-country proposals

for education program.


·        
Provide assistance to NOs in the identification of

key resources with the relevant knowledge and skills (and engage in recruitment

of staff in the disciplines).


·        
Stay alert to potential funding sources to support

National Offices and advise appropriate staff on these opportunities.


·        
Work closely with the EAR resource development unit

(RDU), NOs and SO to support resource development for sectoral programming.


·        
Ensure that regional technical guidance and business

plan includes resource development strategies.


·        
Ensure the inclusion of a resource development

targets in all LC staff JDs and annual performance agreements.


4.

Evidence and Learning:


·        
Oversee the documentation and publication of

promising practices.


·        
Coordinate the population of electronic library of

LCs knowledge and practices.


·        
Champion the integrated Leaning site concept by

working with other LCs, NOs and IPS.


·        
Share learning and provide capacity development for

personnel: Learning Labs organized around identified best practices.


·        
Define and regularly update research priorities for

education and life skills in the region.


·        
Engage research institutions and universities in

mission critical research to solve key problems/issues identified in

communities.


·        
Enhance use of technology and innovation in

learning.


5.

Build Networks and Collaborate:


·        
Establish and strengthen linkages and networks with

relevant WV communities of practice and experts, leading institutions,

governments and other organizations.


·        
Strengthen the Education and Life skills community

of practice (CoP) in EAR through the establishment and running of the regional

chapter.


·        
Coordinate the mobilization of technical expertise

across the region through GTRN, ensuring effective knowledge management,

learning and continuous improvement of programming in the region.


·        
Actively engage with other regional organizations

working in the sector. This would include research and academic organizations,

NGOs and networks.


·        
Work with other learning centers to champion

integrated programming contributing to child wellbeing.


6.

Other Responsibilities:


·        
Attend and participate in weekly chapel services and

daily devotional meetings.


·        
Carry out additional responsibilities and projects

as assigned, including administrative and planning functions.


Qualifications, Skills and

Experience: 


·        
The applicant should hold a Master’s Degree in

Education or related field.


·        
At least ten years’ experience in education programming,

of which five years working in a developing country, including program design,

strategic planning and project management.


·        
The applicant must be a leading expert in their

field, able to translate this expertise into strategy, programming and fund

raising with strong commitment to initiate dialogue among and integration of

cross-sectoral expertise.


·        
Excellent interpersonal and organizational skills,

they will be able to lead and operate effectively in the context of a complex

international organization, to influence change through networks and to engage

effectively with other organizations.


·        
A people leader with strong technical credentials,

who can create and operationalize strategies in a complex political and operational

environment.


·        
Ability to explain, present and persuade through

oral and written papers and presentations, communicating effectively with

executives, institutional and private donors, front-line program staff and

partner agencies.


·        
Must demonstrate World Visions Core Capabilities at

leadership level as well as individual level.


·        
English is essential and an ability to work in

French is an advantage.


·        
Must be willing to have learning contacts with the

grass-roots work of the organization.


·        
Excellent communication skills and negotiation

abilities.


·        
Excellent interpersonal skills.


·        
Good writing and facilitation skills.


·        
Must be people-minded and relational with WV staff

at all levels.


·        
Detailed knowledge and understanding of various East

Africa contexts through experience working in the region.
