Trócaire is an

Irish development organisation that works through local partners to implement

programmes in the organisation’s priority areas of Building Sustainable

Livelihoods, Governance & Human Rights and Gender. Trócaire’s programmes in

Uganda are managed by a small country team based in the office in Kampala with

regular travel to Northern Uganda.


The Trócaire

Uganda office recently secured a grant from the Democratic Governance Facility

(DGF) to implement a 12 month research project Piloting the Protection of

Rights to Customary Land in Acholi. The project will be implemented in

partnership with the Joint Acholi Sub Region Leaders Forum (JASLF) who will

provide technical guidance and support to the project through the Technical

Committee and the JASLF Secretariat. The goal of the project is: “To strengthen

the security of customary and communal land tenure in Acholiland through

piloting new approaches based on research, consultation and advocacy”. The

project will research how Acholi customary and communal land is controlled,

managed and administered, by and for whom, in all its varieties; will

investigate legal mechanisms to secure customary land rights; and will create

awareness of the findings and implications of the research throughout

Acholiland.


Job Summary: The Field

Researchers will take part in an intensive tailored-training, field test the

research tools and will thereafter participate in and conduct in-depth data

collection in the field. The applicants will work closely and liaise with local

leaderships at the respective Clan locations to which they are assigned. They

will be expected to pull together lucid evidence-based research data and

produce a coherent and objective field report. In addition, the Field

Researchers will continuously inform the Research Coordinator on emerging

issues at the research sites for additional action.


Key Duties and Responsibilities:  


·        
Actively participate in residential methodological

training.


·        
Ensure that emerging research issues that demands

critical actions are notified to the Research coordinator for appropriate

response and/or action.


·        
Ensure that they work within the stipulated field

budgetary provisions.


·        
On the outset, create a positive rapport with the

communities at the assigned site so that they are on board with the research

and able to fully participate in the process.


·        
Ensure that data gathering, analysis and reporting

is gender sensitive and participatory.


·        
Keep a keen eye in observing pertinent developments

and activities in the field that resonate with the research objectives and

record them appropriately.


·        
The incumbent will record and analyze both

quantitative and the qualitative data in an objective manner and write succinct

evidence based reports


·        
Work in liaison with and collaborate with all

stakeholders in the field including the respective district, sub-county, parish

and village leadership; cultural leadership with their local structures;

special interest groups; CSOs; Elders and opinion leaders.


·        
Take part in the mid-course review workshops.


·        
Make a presentation of the respective finding in the

final Researcher’s Conference.


Qualifications, Skills and Experience:  


·        
The applicants must hold a good University degree

and/or proven strong research experience


·        
At least proven field research experience(s).


·        
Prior exposure and experience in conducting

open-ended interviews and other data collection methods.


·        
Language proficiency i.e. Mastery of the local Luo

language and ability to fluently translate Luo to English and vice versa.


·        
Working knowledge of gender issues


·        
Knowledge and understanding of the Northern Uganda

context


·        
Conflict sensitivity


·        
Strong participatory research skills


·        
Excellent written and verbal communication skills


·        
Strong inter-personal relationship acumens including

ability to plan, organize and collect data from the field.


·        
Ability to think clearly and communicate

effectively.


·        
Excellent report-writing skills


·        
Computer literacy and familiarity with word

processing, spreadsheet and database software


·        
Cultural adaptability


·        
Ability and willingness to travel and stay in a

rural setting.


·        
Culturally accountable
