UHMG will be

implementing a Social Marketing Project. 

The program’s goal is to contribute to a reduction in new HIV

infections, total fertility, maternal and child mortality, malnutrition and

malaria, and to improve access to family planning. This four-year activity aims

to increase the breadth and depth of family planning service delivery in

Uganda, by strengthening systems, improving quality of services,

increasing  availability of, access to,

and demand for quality family planning services, and support the health sector

– public and private – to sustain higher family planning service utilization

rates.


Job Summary: The Deputy

Chief of Party (DCOP) will lead, coordinate and provide Technical oversight of

the Social Marketing Program in the absence of the COP.  The DCOP will support the COP in activity

implementation and management. 


Key Duties and Responsibilities:  


·        
The incumbent will deputize for the C.O.P in the

management of the project or as assigned.


·        
Provided leadership to the technical team in

planning, implementation, and monitoring of project activities.


·        
Manage technical issues related to Sexual

Reproductive Health, TMA, Market segmentation, and capacity building.


·        
Oversee and coordinate timely development of work

plans.


·        
Lead and coordinate timely development and

submission of project reports.


·        
Coordinate with program, finance, and operations

staff to ensure operational systems are in place to support field activities,

including logistics (transport, warehousing, and asset management),

procurement, security, administration, and human resources.


·        
The incumbent will mentor, supervise and carryout

performance monitoring evaluation for the following: Manager, SRH (Sexual

Reproductive Health), Manager, MCH (Maternal Child Health), Manager, HSS

(Health Systems Strengthening), Manager, GC (Grants and Compliance), Manager,

RP (Regional Programs) and Manager, SBCC (Social and Behavior Change Communication)


Qualifications, Skills and

Experience: 


·        
The ideal candidate should preferably hold a

Master’s Degree or higher in Public Health, Social or Behavioral Sciences, or

other related degree within the Social Sciences field.


·        
Working knowledge of and experience with USG-funded

activity management, policies and procedures will be an added advantage.


·        
At least eight years of progressively increasing

responsibility working in public health in the fields of Social Marketing,

Sexual Reproductive Health  and/or the

private sector.


·        
In-depth program experience in the East African

region and an appropriate balance of technical, financial, administrative,

managerial and interpersonal experience and oversight.


·        
Broad working knowledge and experience in health

service delivery in the private, public, and social marketing sectors.


·        
Previous experience managing social marketing

private sector activities of a similar scope and size in developing countries.


·        
Depth and breadth of knowledge of, and experience

in, social marketing programming.


·        
Demonstrated management skills, including relevant

experience in direct supervision of professional staff


·        
Past exposure and experience in private sector

approaches and in successfully implementing social marketing and behavior

change communication programs.


·        
Previous experience in effectively interacting with

host country agencies including private sector, central and local government,

development partners, civil society is essential.


·        
Proven leadership skills in working collaboratively

with other donors, host country institutions, and international organizations.


·        
Working knowledge of consumer marketing concepts and

approaches.


·        
Skilled leader with ability to oversee and motivate

staff for sound, effective, and results-based performance.


·        
Ability to effectively present information to top

management, public, and/or donors.


·        
Ability to apply principles of logical or scientific

thinking to a wide range of intellectual and practical problems.


·        
Ability to deal with a variety of abstract and

concrete variables.


·        
Ability to work in fast-paced dynamic environment

with multiple partners. Flexible and independent.


·        
Excellent organizational, analytical, and oral and

written communication skills (in English).


·        
Excellent past performance references.
