The Uganda

Local Governments’ Association (ULGA) is an Association for Local Governments

in Uganda that was formed in 1994 with the mandate to unite Local Governments,

and provide them with a forum through which to come together and give each

other support and guidance to make common positions on key issues that affect

Local Governance. ULGA carries out this mandate through lobbying, advocacy and

representation of Local Governments at local, National and International fora.

Its ultimate goal is to promote and build Democratic and Accountable Local

Governments capable of delivering Efficient and Sustainable Public Services to

the people of Uganda. Our current strategic focus is in the areas of lobbying

and advocacy; institutional strengthening; increasing services to members and

facilitating local economic development.


Job Summary: The Resource

Mobilisation Officer will coordinate, monitor project implementation and

provide technical support to staff and members in resource mobilisation and

management of grants in line with donor guidelines and ULGA Policies


Key Duties and Responsibilities:  


1.

Monitor and Report on progress of implementation of projects against agreed

work plans and budgets:


·        
Prepare periodic project budget variance reports for

management decision making


·        
Reconcile information in the ULGA systems on project

expenditures and incomes


·        
Visit members at National level and field level to

review progress of implementation against agreed work plans


·        
The incumbent will develop financial expenditure

tracking tools and share them with staff and members


·        
Translate project budgets into ULGA budgets formats

for all successful project proposals


·        
Periodically Update project budgets for activity

revisions, additional funding received and communicate the budget revisions to

the project coordinators and members


2.

Provide leadership in resource mobilisation and advise management on management

of the resources:


·        
Provide direction and guidance to staff in

developing proposals and budgets that are realistic and meets all key donor

requirements


·        
Interpret, train and coach staff and members in

understanding major donor funding guidelines


·        
Actively contribute towards the development of

policies and financial management systems relevant to management of donor funds


·        
Avail relevant financial information and support the

procurement committee in evaluation of tender documents for project purchases


·        
Source for updated donor funding guidelines for all

donors and put them in user friendly formats for reference and distribution to

staff and members


3.

Consolidate and prepare timely accurate financial donor reports in line with

donor guidelines and ULGA policies and procedures:


·        
Prepare consolidated financial information as per

agreed reporting formats.


·        
Input financial information including income

remittances and expenditures of members into the ULGA systems


·        
Follow up with the donors on project fund

remittances and arrange for timely transfer of project funds to members in line

with the budget


·        
Review financial information from the members for

accuracy, and completeness against set guidelines.


·        
Monitor reporting deadlines for each project and

communicate them to all project staff to ensure financial and program reports

are submitted for consolidation on time


4.

Lead the development and implementation of Association resource mobilization

strategy in line with ULGA strategy:


·        
Assess the funding trends and it’s implication on

ULGA’s work and strategic positioning


·        
Explore and diversify funding sources for ULGA


·        
The incumbent will also develop country programme

resource mobilization strategies.


·        
Review resources mobilization strategy


·        
Develop and implement change management plan related

to fundraising and contract management


·        
Regularly review and update risk matrix related to

fundraising and contracts management


5.

Coordinate the Management of Project related documents, maintain project

records and provide status updates to donors when required:


·        
Provide information relating to projects to both

external and internal auditors, and respond to audit issues raised


·        
Coordinate and provide responses to donor reports

sent or additional information requirements


·        
File all project related documents for ease of

access (financial reports, contract documents, audit reports)


·        
Create and update project database with relevant

project information base for existing and new projects


·        
Organising of information and categorizing it for

easy access, often using specialized software for this task.


·        
Responsible for grant proposal writing


·        
Keeping track of prospective donors, existing donors

and previous donors


7.

Relationship Building:


·        
Keep constant touch with the prospective donors

which may take an extended period of time with phone and even face to face.


·        
Contact with the grant maker to ensure that all is

well.


·        
Correct the weak spots or errors that may arise in

the grant proposals and documents.


·        
Submitting a written request which often times only

starts the process for a grant.


8.

Research:
Researching and being familiar with each granting organization on an

individual basis. Basic research includes finding and identifying likely

sources of grant revenue, and advanced research would involve analytical and

quantitative studies of prior successful grant requests


·        
Keeping accurate records of applications and

payments


·        
The incumbent will keep people informed about the progress

of their application


·        
Administering grant payments


·        
Supporting a caseload of grant holders and

monitoring their progress


·        
Keeping accurate records of applications and

payments


·        
Giving presentations to publicise grant schemes.


10.

Develop and manage ULGA’s donor relations in line with fundraising policies and

strategy:


·        
Work with ULGA staff to compile critical donor

information from ULGA’s work and experiences to influence donor policies


·        
Work with ULGA program team to synergize and share

information with other international NGOs dealing with similar donors; and

build relationships for consortium fundraising


·        
Organize donor visits and coordinate donors’

involvement in ULGA processes and programmes


·        
Solicit, share and report on information related to

institutional donors in liaison with staff both at the national and regional

level


·        
Actively participate in and contribute to regional

fundraising forums and initiatives


·        
Contribute towards the development and

implementation of a coherent international fundraising agenda.


·        
Facilitate and report on progress and impact of

supporter visits, retention and marketing events and activities targeting

Uganda


·        
Coordinate the implementation of ULGA policies and

guidelines related to fundraising function.


Qualifications, Skills and Experience:  


·        
The ideal candidate should preferably hold a Bachelor’s

degree in Commerce, Development Studies, Business Administration, Social

Sciences, Financial Management or Accounting from a recognized university


·        
Relevant professional qualifications and training in

Project planning and management, Monitoring and evaluation are added advantage


·        
At least three years working experience in fund

raising, accounting and finance preferably in an NGO sector


·        
Knowledge of donor financial accounting procedures


·        
Operations of sub grant partners/local governments

or Community based organizations


·        
Budgeting and budgetary control


·        
Proposal writing


·        
Excellent analytical skills
