Global Health Corps pairs intelligent and passionate fellows with

organizations that require new thinking and innovative solutions. We provide

these young leaders with the tools to remain connected after their fellowship

year finishes, deepening their ability to enact change through heightened

skills and strong partnerships. We currently place fellows in Burundi, Malawi,

Rwanda, Uganda, the United States, and Zambia.


For over 30 years, in nearly 100 countries, IntraHealth International

has empowered health workers to better serve communities in need. IntraHealth

fosters local solutions to health care challenges by improving health worker

performance, strengthening health systems, harnessing technology, and

leveraging partnerships. IntraHealth has been working in Uganda for over 25

years.  The current project, the

USAID-funded Strengthening Human Resources for Health Activity, works to

strengthen the capacities of ministries, districts, professional councils, and

private not-for-profit organizations to better plan and manage the health

workforce for improved health outcomes. This is achieved through three main

result areas:


Result 1: Increased and equitable recruitment, deployment, and

retention of health workers


Result 2: Improved health worker performance at all levels


Result 3: Improved pre-service training to meet the needs of Uganda


Job Summary: The Intrahealth

International Data Quality and Use Fellow will work closely with the Informatics

Senior Advisor and the Human Resources for Health Planning team, focusing on

increased and equitable recruitment, deployment and retention of health

workers. This work will support the vision of strengthened human resources for

health systems where skilled health workers can provide higher quality

services.  IntraHealth has worked with

stakeholders to establish a Human Resources Information System (HRIS) in 70% of

districts and central ministries, and under Strengthening Human Resources for

Health (SHRH) will complete this process and ensure that data is available at

all levels to enhance decision making. The Informatics and Data Quality Fellow

will work on health worker data analysis at the district level and with

district stakeholders and senior advisors to contribute to evidence-based

workforce planning.  The fellow will work

on data quality and creative ways to improve the culture of data use for

decision making at the district level.


Key Duties and

Responsibilities: 

  • Assess data quality, identifying key areas

    of intervention to improve data quality, and develop approaches for

    improving it

  • Assess the usability of current data

    systems and advise on improvements in implementation, design, and training

  • Technically support the informatics team

    in the completion of HRIS implementation across the country

  • Assist the Human Resources Management

    Senior Advisor to improve the availability, demand, and use of quality

    information for Human Resources for Health decision making

  • Alongside the Result 1 team, work at the

    district level with stakeholders on district recruitment and retention

    plans, ensuring that said plans are prioritized and purposed towards

    district health needs, with special focus on hard-to-reach areas

  • Work in liaison with the Gender Officer on

    gender-responsiveness of recruitment and retention plans

  • Develop creative approaches to data

    presentation to encourage data use at the district level


Qualifications, Skills and

Experience: 

  • The GHC fellow should hold a Post graduate

    degree in Informatics, Public Health, or related field

  • Computer literacy skills i.e. experience

    with GIS software packages

  • Field experience in health programs, the

    health workforce, human resources management or health systems

    strengthening

  • Significant experience working with

    district/local government in Uganda, or in the PNFP sector

  • Private or public sector experience in

    improving software system usability and client experience (would be a plus

    but is not essential)

  • Practical skills and experience in data

    quality analysis

  • Possess excellent communication and

    leadership skills

  • Flexibility in planning and implementing

    activities

  • Conceptual thinker with excellent

    organizational skills, time management skills and attention to detail

  • Willingness to travel within the country

  • Possesses IntraHealth core competencies:

Job Terms and Conditions:

Fellows will be provided with housing, health insurance and a living stipend of

$550/month. Additionally, fellows will receive an award of $1500 upon

successful completion of the fellowship year. Flights to and from the placement

site and all other costs associated with GHC programming are included,

including $600 in professional development funds. Housing will be arranged in

Kampala.


Note: The living stipend and

completion award may be paid out in USD or local currency, as determined by the

placement organization.
