Nkumba

University is a private chartered University (Legal Notice No. 3 of 2007). The

University is strengthening its management and administrative systems to

enhance both policy initiation and implementation through recruitment of highly

qualified and committed individuals.


Job Summary:  The Human Resource Officer will support the

Director in managing and coordinating the University policies to ensure that

performance management (PM) and improvement programs are developed and managed

using the tools driven focus that sets priorities for improvements to ongoing

strategic areas. The incumbent will also assess the staff skills and knowledge

within the University and determining what training is needed to grow and

retain these skills in order to enhance Staff training and development. The HR

Officer will render support in the ongoing, long-term improvement of employees’

skills, enabling them to fulfill their potential within the University.


Key Duties and Responsibilities: 


·        
Support and work in liaison with the Human Resource

Director in the implementation of the following roles and responsibilities:


·        
Implement a performance management and improvement

process that leads to a positive and measurable impact on the University

systems.


·        
The incumbent will research and design appropriate

organization-wide performance and quality training.


·        
Coordinate Performance Management and quality

improvement capacity building for all levels of management and employees.


·        
Mentor and train in- house performance and quality

improvement identifying trainers for various performances and quality

improvement training programs.


·        
In charge of increasing the Performance Management

and quality improvement capacity of the University in order to ensure that

University goals are effectively and efficiently met.


·        
Establish a continuous performance and quality

improvement effort and monitoring and reporting system.


·        
Regularly report the status of performance and

quality improvement efforts and impacts.


·        
Support the Schools and Departments to identify training

and development needs of staff through job analysis, evaluations and regular

consultation.


·        
Support the Schools and Departments design and

expand training and development programmes based on both the University’s and

the individual’s needs;


·        
Prepare the annual budget for all the Human Resource

Development activities in line with the University budgeting frame work.


·        
Work in liaison with the Human Resource Director to

coordinate the Human Resource Development Committee meetings, take minutes and

make a follow up on the actions.


·        
Actively monitor the progress of the members of

staff on sponsorship by ensuring that the reports are submitted accordingly on

time to the Human Resource and Development Committee.


·        
Guide the Human Resource Development Sub Committees

on the implementation of their responsibilities


·        
Ensure that the Human Resource Development Policy is

implemented and adhered to.


·        
Perform any other duties assigned to her/him that

can be competently and professionally accomplished.


Qualifications, Skills and

Experience: 


·        
The ideal candidate should preferably hold a Master’s

degree in Human Resource Management


·        
Possession of a Post graduate Diploma in any other

supporting field will be an added advantage.


·        
At least three years’ experience in handling Human

Resource Management issues


·        
Broad knowledge and experience in developing and

implementing performance management systems.


·        
Skilled and knowledgeable in Human Resource

Management


·        
Working knowledge of performance review methods and

techniques


·        
Skilled in training needs assessment


·        
Knowledge of staff training and development


·        
Good mentoring and coaching skills


·        
Detailed understanding of relevant legislation,

policies and procedures


·        
Computer literacy skills


·        
Good supervisory skills


·        
Good team building skills


·        
Effective communication skills


·        
Age: 30 – 40 years
