The Uganda

Local Governments’ Association (ULGA) is an Association for Local Governments

in Uganda that was formed in 1994 with the mandate to unite Local Governments,

and provide them with a forum through which to come together and give each

other support and guidance to make common positions on key issues that affect

Local Governance. ULGA carries out this mandate through lobbying, advocacy and

representation of Local Governments at local, National and International fora.

Its ultimate goal is to promote and build Democratic and Accountable Local

Governments capable of delivering Efficient and Sustainable Public Services to

the people of Uganda. Our current strategic focus is in the areas of lobbying

and advocacy; institutional strengthening; increasing services to members and

facilitating local economic development.


Job Summary:  The Manager Membership Services and

Institutional Development will plan, implement, coordinate and account for

ULGA’s membership services, and ULGA’s institutional development in line with

the ULGA’s strategy in collaboration with partners and other relevant

stakeholders


Key Duties and Responsibilities:  


1.

Develop and monitor the implementation of the ULGA Membership Policy,

Partnership Policy and strategies (partnership and collaboration strategy,

capacity building strategy)

Keenly review contemporary Associations’ membership

policies practices and models, identify best practices and recommend improvements

to ULGA’s membership policy


·        
Develop, implement and maintain an up-to-date

framework for tracking membership compliance with the ULGA’s membership policy

requirements


·        
Prepare and submit periodic reports on the

performance of ULGA’s members on their adherence to the membership policy


·        
Develop, maintain and update and easy-to-use and

accessible/ automated ULGA’s membership database and directory


·        
Develop and maintain a membership resource inventory

in line with ULGA’s strategy and membership policy.


·        
Oversee and account for membership recruitment,

growth and servicing of ULGA’s members


2.

Develop, implement, monitor and review strategies, plans and budgets for

capacity building for ULGA’s members and quality assurance in line with ULGA’s

strategic priorities:


·        
Develop and lead the implementation of, and

accounting for the ULGA membership Capacity Building strategy


·        
Assess ULGA’s members’ capacity needs, establish and

implement interventions to bridge the gaps in line with organizational

guidelines


·        
The incumbent will develop, implement, communicate

and review policies, frameworks and guidelines for member capacity building

technical support in line with organizational policies


·        
Actively monitor and support LGs’ adherence to

ULGA’s policy advocacy, financial accountability guidelines in accordance with

established ULGA policies, guidelines and procedures


·        
Review all ULGA members’ capacity building plans/

strategies and identify /recommend to LGCG areas where there is potential for

providing paid consulting services.


·        
Design and implement programmes that enhance local

government self-understanding and self-development


3.

Coordinate the development, monitor and report on the implementation of LG

capacity building tools in line with organizational guidelines:


·        
Develop (thematic-specific) capacity building

materials (training etc.) for LGs Capacity Building


·        
Coordinate the arrangements for membership capacity

building, mobilise participants for approved capacity building initiatives


·        
Identify, link and work with key resource persons

with relevant required technical skills and knowledge to conduct capacity

building in line with ULGA’s organizational policies


·        
Follow up the submission of LGs capacity building

reports, consolidate, analyze and report on progress per LGs and programmatic

area against the capacity building strategy


·        
Conduct periodic LGs capacity building impact

assessment studies and report on key lessons and areas for further action


4.

Develop fundraising proposals and mobilize resources for building the capacity

of member organizations in line with organizational policies and ULGA’s

strategic priorities:


·        
Build and strengthen working relationships with

potential funding institutions/ bodies that can support LG capacity building


·        
Develop and submit fundable LG capacity building

proposals in line with ULGA’s fundraising guidelines


·        
Actively monitor, evaluate, document and share

lessons learnt in LGs Capacity Building to improve/inform ULGA’s programming

and fundraising


·        
Compile and share timely donor reports in line with

funding agreements and ULGA’s reporting guidelines


·        
Leverage funding for LGs (not necessarily directly

through ULGA) in line with their priority capacity building needs


5.

Manage contracts and supervise the performance /outputs of any assigned

interns, trainers, consultants and teams in the CB/Training unit:


·        
Build the capacity of staff and interns in the area

of capacity building and training in line with the organizational policies and

procedures


·        
Set and document performance targets for persons

assigned to the capacity building department (including consultants,

researchers, interns etc),


·        
Offer technical coaching support to ULGA members in

the areas of Capacity Building and provide them with continuous feedback


·        
Work in liaison with other technical

units/departments in ULGA to periodically carry out capacity needs analysis for

ULGA members and recommend relevant training for ULGA members


·        
Assess LGs requirements for the unit and solicit

funding and support to enable capacity building in various areas in liaison

with respective ULGA technical departments


6.

Identify and consolidate members’ Capacity building and networking knowledge

needs, coordinate the generation, storage and access to this knowledge in line

with the ULGA’s Strategy:


·        
Develop and disseminate guidelines for the

definition of key information requirements of members in terms of capacity

building and coordinate the implementation of mechanisms for periodic provision

of this information


·        
Represent ULGA in various capacity building

knowledge sharing and learning forums, document and share feedback with the

team


·        
The incumbent will champion and track the use of

program knowledge on capacity building, Local Government capacity development

and networking in ULGA and amongst its members/ stakeholders


·        
Keenly track trends in contemporary information

sharing and knowledge management in the capacity building, LG capacity

development and provide advice/ recommendations on key developments to ULGA

Management


Qualifications, Skills and Experience:  


·        
The ideal candidate should preferably hold a Masters’

Degree in Social Sciences, Public Administration, Organizational Psychology, HR

Management


·        
Possession of a Post-graduate qualification in

Project Planning and Management is desirable.


·        
A minimum of six years’ experience in the related

field or institutional/ organizational development.


·        
Working knowledge of capacity building in LGs is an

added advantage


·        
Computer literacy skills i.e. Word Processing,

Spreadsheets and Presentations


·        
Good planning and budgeting skills


·        
Good networking and relationships management skills


·        
Working knowledge of Democratic Governance, Human

Rights, Poverty, Government procedures and processes


·        
Working knowledge of evidence Based Research

Working knowledge of Monitoring and evaluation
