The Infectious

Diseases Institute (IDI) is an international non-profit organization which is a

partnership of infectious diseases and public health specialists. The overall

objective of the IDI is to strengthen health systems with strong emphasis on

Infectious Diseases, through Research and Capacity Development. IDI has five

operational areas through which it works to achieve its mission: Prevention,

Care and Treatment; Training, Research and Laboratory services (provided

through a partnership with the Makerere University – John Hopkins University

Core Lab) and Outreach.


IDI, in

partnership with its funders and other stakeholders has received funding to

roll out a new pilot project aimed at scaling up pediatric and Adolescent HIV

care in the three districts of Kampala, Hoima and Kibaale over a two year

period. It is hoped that this will in turn help close the pediatric Antiretroviral

Therapy gap and improve HIV services for pediatric and adolescent clients.


Job Summary: The Monitoring

and Evaluation Officer will support the development of effective M&E

systems to support project activities. The incumbent will also be responsible

for all project data and M&E reporting requirements.


Key Duties and Responsibilities: 


·        
The M&E Officer will manage project data and

M&E needs for all supported facilities.


·        
Serve as the first point of contact for all data

requests and ensure that users’ data needs are satisfied.


·        
Prepare and submit reliable data for the evaluation

activities of the program.


·        
Identify and/or develop data collection tools and

protocols for specific activities.


·        
Render support in the interpretation of results and

prepare them for presentation both orally and in reportable forms.


·        
Ensure timely preparation of monthly, quarterly and

bi-annual reports.


·        
Actively participate in training and M&E

capacity development of staff at supported health


·        
Support the creation of work plans and monitor

progress towards program milestones.


·        
Maintain an ongoing program of continuous quality

assurance on all program data; including chart audits and corrective procedures


Qualifications, Skills and

Experience: 


·        
The applicant should hold a Bachelors Degree in Statistics, Quantitative Economics or related field with a

computing bias


·        
Hold an advanced degree or postgraduate diploma in

Monitoring and Evaluation, Statistics or Public Health is an added advantage.


·        
A minimum of two years progressive experience

in M&E/data management and systems development, especially in a clinical

HIV/AIDS program setting.


·        
Working knowledge of current information

technologies and HIV/AIDS.


·        
Excellent report writing skills.


·        
Keen attention to detail and proficiency in key

computer applications


·        
Working knowledge of statistical and data management

packages.


·        
Good team player with very good management and

communication skills.


·        
Broad knowledge and understanding of online MoH

reporting systems including DHIS2
